WRITTEN PUBLIC QUESTIONS

    To receive any questions from local government electors and businesses within the Surrey Heath area in accordance with Standing Order 66.  Notice must be given in writing to the Community Partnership & Committee Officer at least 7days before the meeting.

    Minutes:

    Written question from Murray Rowlands. 

     “Only 57% of children in Surrey Heath are receiving the free school meals to which they are entitled.  What steps are Surrey CC taking to ensure these children in need receive the help they need?”

     

    Written Response provided on the night of the meeting

     

    All schools in Surrey actively promote free school meals take up and regularly use on online system that identifies if a family is eligible or not.

     

    Although many families are eligible for free school meals, many will not take up this offer because of the stigma attached to it.  Schools can only give free school meals to families who have completed the online tracking information.

     

    Some families who are eligible don’t like the food offered and allow their children to have a packed lunch.

    To update the Committee on progress with the delivery of highway schemes and to provide and update on the latest budgetary position for highways schemes, revenue maintenance and community pride expenditure.

     

     

    Decision:

    The recommendations are made to enable progression of all Committee highway-related schemes and works.   The Local Committee agreed to:

     

    (i)      Note the progress with the ITS highways and developer funded schemes;

    (ii)     Note that a further Highways update report is to be brought back to the next meeting of this Committee.

     

    Minutes:

    The recommendations were made to enable progression of all Committee highway-related schemes and works.   The Committee were pleased to note the progress made and noted that the Crawley Hill / Church road crossing was now in place but was not yet active due to gas board works.

     

    The Toshiba roundabout project should be delivered in the next financial year and comprised some signalisation and other changes.  The scheme was being reviewed and future changes of the area were being considered. 

     

    The Local Committee agreed to:

     

    (i)      Note the progress with the ITS highways and developer funded schemes;

    (ii)     Note that a further Highways update report is to be brought back to the next meeting of this Committee.

    To update on the measures considered for accident reduction on the Red Road.

    Decision:

    Following comments made during the Open Public Question Time of the Local Committee Meeting on 13 December a report was requested to update the public on the progress of a number of items and to inform of the measurers considered in the past.

     The Local Committee (Surrey Heath) noted the contents of the report.

    It was agreed that the information in the report would be provided to local residents with a covering letter via Members and the Parish Council.

    To consider proposals to amend speed limits on the D46 Mytchett Place Road and the B3012 Gole Road and Gapemouth Road between Pirbright and Frimley Green, supported by improved hazard warning signing, to encourage safer driving and fewer casualties

    Decision:

    The D46 Mytchett Place Road and the B3012 Gole Road and Gapemouth Road between Pirbright and Frimley Green have suffered a large number of collisions with the majority involving loss of control of a single vehicle. This is a scheme promoted by the Road Safety team and funded by their Central Road Safety Budget.  Most of the area concerned is in Guildford and a similar report has been submitted to their Local Committee.

     

    The Local Committee (Surrey Heath) agreed to:

     

    (i) Note the results of the safety investigations

     

    (ii) Change the speed limits as follows:-

    Travelling westwards,

    a) 40mph (from 60mph) from existing 60mph terminal sign in B3012 Gole Road to a point in B3012 Gapemouth Road, approximately 200m east of the railway bridge.

    b) 30mph (from 60mph) from this point, continuing under the railway bridge along B3012 Gapemouth Road for approximately 600m

    c) 40mph (from 60mph) from this point along B3012 Gapemouth Road / Guildford Road to the 30mph limit terminal. The western section of this route is in Surrey Heath.

    d) 30mph (from 60mph) from the railway bridge, along D46 Mytchett Place Road for approximately 1500m.

    e) 40mph (from 60mph) from this point to the existing 30mph terminal sign, just south of Mytchett Lake Road. The western section of this route is in Surrey Heath.

    The proposed new speed limits are shown in Annex 1.   

     

    (iii)  Authorise the advertisement of a notice in accordance with the Road Traffic Regulation Act 1984, the effects of which will be to implement the proposed speed limit changes and revoke any existing traffic orders necessary to implement the changes, and subject to no objections being upheld, the Order be made.

     

    (iv)  Authorise delegation of authority to the Area Team Manager in consultation with the Chairman and Vice-Chairman of the Local Committee and the local Divisional Member to resolve any objections received in connection with the proposals.

    Members welcomed the reduction of the speed limit from 60 to 30mph to reduce accidents.  It was noted that this road was recommended for this reduction (as opposed to the Red Road) due to the difference in average prevailing speeds.  It was noted that if the speed reduction did not reduce casualties then other methods could be considered, including more effective posts, deer signs, clearance of verges and crash barriers where there are drop sides and falls.

     

    The Local Committee (Surrey Heath) agreed to:

ANNUAL REVIEW OF ON STREET PARKING IN SURREY HEATH pdf icon PDF 65 KB

    Officers have completed a review of on-street parking in Surrey Heath, and identified changes in restrictions which would benefit road safety and reduce instances of obstruction and localised congestion. The Committee is asked to  approve arrangements for progressing Traffic Regulation Orders for proposed amendments to on-street parking restrictions in the Surrey Heath borough.

    Officers have completed a review of on-street parking in Surrey Heath and identified changes in restrictions which would benefit road safety and reduce instances of obstruction and localised congestion.   Due to input from residents, there was a request for further investigation, especially at Badgerwood drive.

     

    The Local Committee (Surrey Heath) agreed:-

     

    (i)    That the proposed amendments to on-street parking restrictions in Surrey Heath, as described in the report and shown in detail on drawings presented at this committee meeting as Annex A, are agreed – with the exception of the amendments to the Parkside estate (Drawings 1365 and 1367), which will be subject to further investigation and then agreed as per (iv) and with the exception of the proposals for Bisley, which were not agreed to be progressed but for the Coldingly Prison to be approached concerning staff parking.

     

    (ii)  That the Local Committee allocates funding as detailed in paragraph 6.1 of this report, to proceed with the introduction of the parking amendments.

     

    (iii)That the intention of the County Council to make an Order under the relevant parts of the Road Traffic Regulation Act 1984, to impose the waiting and on street parking restrictions in Surrey Heath as shown on the drawings in Annex A, are advertised and that if no objections are maintained, the Order is made.

     

    (iv)That the Parking Strategy and Implementation Team Manager will consider and try to resolve any objections and that a decision on any remaining unresolved objections will be made by the Parking Strategy and Implementation Team Manager in consultation with the Chairman, Vice Chairman and the relevant County Councillor.

    Due to the lead in time required for commissioning Local Prevention Contracts, a decision is required on the tender process and specifications for September 2013.

    The Youth Task Group has identified key priorities for Surrey Heath to prevent young people becoming Not in Education, Employment or Training (NEET).  The recommendations focus on key geographical neighbourhoods and community priorities. A local specification for the Local Prevention Framework for 2013-15 has been produced.  Proposals for work to address the identified priority areas and risk factors will be sought from local providers. The Commissioning and Development team will create a short-list of bids for consideration of the Task Group. The Task Group will then consider a shortlist before final proposals for award of grant(s) are brought to the Local Committee

     

    The Local Committee (Surrey Heath) agreed to:-

     

    a)    Approve the allocation of £18,000 to Personalised Prevention Budgets (see 1.3a for details).

     

    b)    Approve the local needs specification (Annexe A) to be considered by providers focusing on the identified needs of Surrey Heath and the geographical neighbourhoods prioritised by the Youth Task Group.

    The report provided elected members with an overview of education performance across the Borough of Surrey Heath from Early Years to Key Stage 5.

     

    The Local Committee (Surrey Heath) noted the content of the report.

    Minutes:

    The report provided elected members with an overview of education performance across the Borough of Surrey Heath from Early Years to Key Stage 5.  Members noted that every child is unique, so it was difficult to judge schools.  A discussion was also held on the importance of encouraging people to become School Governors.  The calibre of the Head often impacted on the school and Members welcomed leadership reviews in some schools. Members were particularly pleased to note that disadvantaged children results were better than the Surrey average.

    Surrey County Council’s Local Committees receive funding to spend on locally determined purposes that help to promote social, economic or environmental well-being. This funding is known as Member Allocations.

     

    For the financial year 2012/13, the County Council has allocated £12,615revenue funding to each County Councillor and £35,000 capital funding to each Local Committee.  The report identifies and makes recommendations on bids received for funding that have been sponsored by at least one County Councillor.

    The Local Committee (Surrey Heath) agreed to:-

     

    (i)      Agree the items presented for funding from the Local Committee’s 2012/13 revenue and capital funding as set out in paragraph 2 (2.2 to 2.12)of this report.

     

    (ii)     Note that application 3.18 is subject to Highways approval of location for bin and bench to be sited in Popular Avenue, Windlesham.

     

    (iiI)    Note the expenditure approved since the last Committee by the Community Partnerships Manager and the Community Partnerships Team Leader under delegated powers, as set out in paragraph 3 (3.2 to 3.19).

    To inform the committee on the items in the next Public Safety Plan Action Plan, covering the period 2013-16.

    Decision:

    The second action plan in support of the Fire and Rescue Service Public Safety Plan is currently under development. The process includes a review of the 2 year action plan for 2011-13 and also the proposals for a 3 year action plan from 2013-16.

    The Local Committee for Surrey Heathagreed to:

    (i)            Note the progress to date on items in the Action Plan for 2011-13

    (ii)           Provide feedback on proposed Action Plan for 2013-16.

    (iii)          To consider those items that will be the subject of further public consultation at the appropriate time.

     

    Minutes:

    Members welcomed the Fire and Rescue Service update and noted the excellent work on reducing Heathland fires, together with prevention work on home safety.  The second action plan in support of the Fire and Rescue Service Public Safety Plan is currently under development. The process includes a review of the 2 year action plan for 2011-13 and also the proposals for a 3 year action plan from 2013-16.

    The Local Committee for Surrey Heath agreed to:
