Purpose:

Surrey County Council’s current Microsoft three-year licence agreement comes to an end in June 2025 so to continue using Microsoft, it is necessary to enter into new three-year Microsoft Enterprise Agreements for the supply of Microsoft licencing and associated support services. This includes operating systems, user access licences and other software such as Microsoft Office providing email, word processing and spreadsheet functionality - all critical for the Council to carry out their functions.

Microsoft use a tier of external reseller companies to act as their sales force, these companies are referred to as Licencing Solution Partners (LSPs). The procurement of a Microsoft Partner and associated licences is co-ordinated across Surrey, East Sussex and Brighton and Hove councils as a joint market exercise resulting in separate contracts for each authority.

This contract was listed within the Annual Procurement Forward Plan which was reviewed by Cabinet who granted the delegation of contract award to the Deputy Chief Executive and Executive Director of Resources (s151).
