SURREY COUNTY COUNCIL PROPOSAL MO/2015/0091: Land at The Greville Primary School, Stonny Croft, Ashtead, Surrey KT21 1SH pdf icon PDF 302 KB

    This proposal is for the retention of an existing modular classroom block containing 2 classrooms; installation of two linked modular classroom blocks containing a total of 7 classrooms and construction of extension to existing school hall; relocation of existing play equipment and ancillary external works.

    The Chairman informed the meeting that a site visit to The Greville Primary School had taken place.

     

    The meeting adjourned from 10.40 to 10.45 so that some technical issues with equipment in the room could be looked at.

     

    Speakers:

    Chris Townsend, the Local Member for Ashtead had registered to speak.  The following points were made:

    ·         He was speaking on behalf of his local residents

    ·         He expressed concern that by referring the application to the Secretary of State, the project could be delayed and potentially put in jeopardy.

    ·         Considerable work from Highways was required for the road outside the school and therefore putting Grampian conditions on this risked the school not being able to open on time

    ·         Questioned the widening of the foot path outside the school and whether this was on the right side of the road.

    ·         Residents had expressed considerable concern of the mitigation of traffic increase.

    ·         Requested that condition 9 was amended to change HGV movement times to 15 minutes earlier (8.00am-9.00am and 2.35pm-3.15pm).

     

    The meeting adjourned again from 10.50am to 11am to resolve the technical issues with equipment in the room.

     

    Key points raised during the discussion:

    1.    The Planning and Regulation Team Leader introduced the report and informed the Committee that the proposal would increase the school by one form of entry.  This would increase places capacity from 450 to 660, currently the school has just over 500 pupils.  The additional buildings would replicate the existing buildings design of brick cladding.  Six objections had been received mainly on the subject of traffic and parking, Mole Valley District Council had raised concern over parking and the loss of playing field.  The new building it was noted was acceptable in terms of landscape, four trees would be removed for a classroom block.  The Committee was informed that although parking was raised as an issue, parking capacity would be accessible 400 metres from the school and proposed footpaths and other walking options were being considered.  A new access point from the A24 at the back of the school would provide new access.  The playing field currently has two marked pitches; one of which had been moved closer to the first one to accommodate the extension.  There would be room after the extension for a third smaller one; there would be no practical impact on the playing field and the extension would not affect the ability to use the playing field.

    Speakers:

     

    Alison Daniels, a local resident, made representations in objection to the application.  The following points were made:

    ·         Back garden shares the boundary with the storage depot

    ·         How can it be permitted to ask for an extra hour?

    ·         Report contains inaccuracies such as residents failed to contact  the SCC Noise Consultant when in fact they had attempted to contact noise control three times but did not manage to speak to anybody who could assist them with their concerns

    ·         Was going to purchase noise measuring equipment but was informed this could not be used as evidence

    ·         How would noise be measured and controlled?

     

    John Daniels, a local resident, made representations in objection to the application.  The following points were made:

    ·         Back garden shares the boundary with the storage depot

    ·         Processing activities on site have breached conditions by spilling into surrounding woodland

    ·         Applicant has had bonfires at 7.30am

    ·         What enforcement can residents expect with vehicles access the development before and after regulated times?

    ·         Applicant had been filmed breaching activities, the enforcement team had not taken action

     

    Ross Barnes of Refine Metals and Colin Kiely of Kiely Planning Limited spoke in response to the objectors as the applicant.  They made the following points:

    ·         Noted the bonfires were outside of the industrial area, had footage of residents lighting fires

    ·         Electric forklifts were currently used instead of diesel forklifts (excluding emergencies or high work load) to mitigate noise

    ·         Work on site would only go on longer then the permitted times during an emergency such as a puncture or broken vehicle

    ·         Condition 8 had been worded in error, it should read ‘gate to be locked’ during operational hours

    ·         The condition requested to be removed is unnecessary

    ·         During the extended hour sought each weekday only the electric forklifts are to be operated

     

    The local Member Victoria Young gave a statement to Michael Sydney to read on her behalf (attached as Annex 3).

     

    Key points raised during the discussion:

    1.    The Senior Planning Officer introduced the report and informed the Committee that the applicant was seeking to extend operational hours by an hour to receive deliveries.  It was added that the original operational hours that were set are normal industry operating hours but in some cases need to be extended for emergencies.  Condition 8 was worded in error by Officers at the time of granting the original planning permission, allowing rather than restricting access to the surrounding woodland during operational hours.  He noted that Waverley Borough Council and the Parish Council had objected on the grounds of noise.

    An application for the importation, deposit, storage and transfer of discarded automotive parts (class B8); importation, deposit, storage and processing of discarded catalytic converters; together with external alterations to the former boiler room, additional vehicle parking spaces and installation of passive infrared lighting without compliance with Condition 3 such that: with the exception of electrically powered forklifts, no machinery shall be operated and no process shall be carried out, outside 0800 to 1800 hours Mondays to Fridays, and 0800 to 1300 hours on Saturdays, nor at any time on Sundays, Bank, National or Public Holidays.   Between the hours of 1800 and 1900 hours Mondays to Fridays, the only machinery that may be operated shall be electrically powered forklifts. This condition shall not prevent the carrying out of emergency operations but these are to be notified to the County Planning Authority in writing within 5 working days; No deliveries shall be carried out, outside 0800 to 1900 hours Mondays to Fridays, and 0800 to 1300 hours on Saturdays, nor at any time on Sundays, Bank, National or Public Holidays. This condition shall not prevent the carrying out of emergency operations but these are to be notified to the County Planning Authority in writing within 5 working days; and removal of condition 8 of planning permission Ref.     John Daniels, a Local Resident, made representations in objection to the application.  The following points were made:

    ·         Had lived alongside the boundary since November 2012

    ·         The trees alongside the boundary do not provide screening, one previously did until branches were removed

    ·         Agree that the containers should be painted black

    ·         Residents are feeling unheard

     

    The applicant did not wish to speak on this item.

     

    Key points raised during the discussion:

    1.    The Senior Planning Officer introduced the report and informed the Committee that this item had been deferred from September 2014 with a view to find an alternative location on site for the storage containers on the grounds of noise and visual impact.  He added that it was important to understand the site is south eastern facing the surrounding woodland not houses.  He explained that officers were not concerned about noise as the site was controlled by a noise condition.

    2.    The Committee questioned the recommendation of painting the containers matte black instead of green, officers said that matte black was recommended by the Landscape Architect to blend into the shadows of the woodland.  The Committee agreed that Condition 2 should be amended to have them painted green so as to match the colour of existing buildings within the site.

     

    Actions/further information required:

    None.

     

    RESOLVED:

     

    That planning application Ref. WA/2014/0939 be GRANTED subject to conditions for the reasons set out in the report. 

     

    The Committee also resolved to amend Condition 2 to read:

     

    “Within 1 month of the date of this permission the storage containers shall be painted green and thereafter be maintained in this colour for the duration of the development hereby permitted.

Ref: 2015/0006: Worplesdon Primary School, Envis Way, Guildford, Surrey, GU3 3NL - Proposed Expansion pdf icon PDF 112 KB

    The local Member Keith Witham gave a statement to Keith Taylor to read on his behalf, the following points were raised:

    ·         Expresses support for expansion due to the need of school places

    ·         Measure not addressed in report to organise transport options such as a walking bus

    ·         There is no bus service available to the school

     

    Key points raised during the discussion:

    1.    The Planning Development Control Team Manager introduced the report and informed the Committee that 17 letters of representation had been received in objection to the application; these were surrounding traffic and parking problems.  Due to the roads surrounding the school being narrow, parking and congestion is currently an issue.  The design of the new extension would replicate the existing 1960’s flat roof building design.  The site is located within a housing estate, it was noted that visual screening would be adequate and there would not be any significant noise issues.  Current staff parking is adequate and a survey shows the majority of pupils walk to school, a school travel plan would be required to be completed.  Sports England have objected to the application due to the loss of playing fields, it was expressed that the educational need for school places outweighs any harm.

    2.    The Committee was informed that the feasibility for a school crossing would be investigated by the Highways service.  The Committee replied that this was not an adequate response and requested an informative on this matter; officers agreed but added that a zebra crossing would be a matter for the Local Committee.

    3.     It was noted that there was no bus service running close enough to the school, it was suggested the existing bus service from Guildford could be extended to run past the school.  Officers explained that they had investigated the possibility of extending the number 17 bus service but this would not be commercially viable; costing around £40,000 per hour.

     

    Actions/further information to be provided:

    None.

     

    RESOLVED:

     

    That pursuant to Regulation 3 of the Town and Country Planning General Regulations 1992, application GU14/P/01767 be PERMITTED subject to conditions for the reasons set out in the report. 

     

    The committee also resolved to add an informative encouraging the Local Committee and Highways to continue investigating the potential for  a crossing within proximity of the school.
