    Verbal update from the Cabinet Member on Highways issues.

    Colin Kemp, Cabinet Member for Highways provided a verbal Highways update to the Surrey Heath Local Committee. He included his plans to improve the communication with members of all local authorities of the works being carried out in the area and to involve local committees and parish councils across Surrey in the budget setting processes relating to highways work.

     

    Members welcomed this approach, and requested that dangerous or antisocial parking around Surrey Heath be looked in to. It was noted that the matter of parking would be discussed at an upcoming private meeting of the Surrey Heath Local Committee.

     

    The Cabinet Member shared a briefing note of all the planned works in Surrey Heath, this is attached to the minutes as Annex C.

HIGHWAYS UPDATE REPORT pdf icon PDF 573 KB

    To report progress made with the delivery of proposed highways schemes, developer funded schemes, and revenue funded works for the 2017/18 financial year.

    To provide an update on the latest budgetary position for highway schemes and revenue maintenance.

    To report on relevant topical highways matters.

    Decision:

    The Local Committee (Surrey Heath) agreed that:

     

    i)            a notice is advertised in accordance with the Road Traffic Regulation Act 1984, the effects of which will be to revoke the existing 25T Structural Weight limit on Woodlands Lane, Windlesham

     

    ii)           any objections to the traffic regulation order should be considered and resolved by the Area Team Manager for Highways in consultation the Chairman and Vice-Chairman of the Local Committee and the local Divisional Member, and that this issue only be returned to Committee if any objections prove insurmountable;

     

    iii)         the Order be made once any objections have been considered and resolved.

     

     

    Reasons for recommendation:

     

    to enable the removal of the permanent weight limit on Woodlands Lane, Windlesham and all related signs.

     

     

    Minutes:

    The report was an overview of the local committee budgets, with three decisions to make. The report was introduced by the Area Highways Manager. The decisions the committee were being asked to make were based on recent improvements surrounding the M3 motorway and updates to weight restrictions in the area based on the improved infrastructure.

     

    Members raised the following points:

     

    The report indicates that Woodlands Bridge will be completed in Winter 2017/18 and was there a more specific date for this. It was noted unfortunately not.

     

    Members of the committee queried why if the work to the M3 smart motorway was now complete why were night closures still in place. The Area Highways Manager agreed to look in to this with Highways England.

     

    The Area Highways Manager gave a verbal update with regards to point 2.6.5. in the report, confirming that Highways England had agreed to fund the cost of removing the existing weight restrictions and signage associated with this.

     

    The Local Committee (Surrey Heath) agreed that:

SURREY FIRE AND RESCUE SERVICE ANNUAL REPORT pdf icon PDF 92 KB

    The attached report outlines the major strands of activity undertaken within Surrey Heath area by the Surrey Fire and Rescue Service (SFRS) teams based at Camberley and Chobham Fire Stations during 2016 – 17.

     

    The report contains information on the various activities undertaken by the Borough team to reduce the risk from fire, water and road traffic incidents to the residents of Surrey Heath Borough, including direct contact, public education programmes and campaigns

     

    Minutes:

    The report was introduced by the Surrey Heath Borough Commander from Surrey Fire and Rescue and the committee were asked to note the importance of the Safe and Well home visits and how in Surrey Heath the target of visits had been exceeded. Going forward the Fire Service will be reiterating the fire safety messages to the public with particular attention to kitchen safety.

     

    Members questioned whether there was the possibility of fire alarms becoming mains supported fire alarms rather than battery supported. The Borough Commander informed the committee that it was a requirement for all new and rented accommodation to have mains support fire alarms, for older properties the service was looking to provide education on the benefits of this approach. 

     

    Members of the committee thanked the Borough Commander for the report and praised the Fire Service for the fantastic work they were doing, and requested that in the future reports include the information on co-responding as this was a very innovative method of working nationally.

    Surrey County Council Councillors receive funding to spend on local projects that help to promote social, economic or environmental well-being in the neighbourhoods and communities of Surrey. This funding is known as Members’ Allocation.

     

    For the financial year 2017/18 the County Council has allocated £6000 revenue funding to each County Councillor. This report provides an update on the projects that have been funded since April 2017 to date.

    The Local Committee (Surrey Heath) noted the amounts that have been spent from the Members’ Allocation budget, as set out in Annex 1 of this report. The committee also noted the deadline for committed spend is 31 December 2017.

    Surrey Heath Local Committee noted the forward programme and requested that a report on the work Virgin Media is doing locally be brought to the next committee meeting in November 2017.
