    PETITION TO SURREY COUNTY COUNCIL TO INSTALL TRAFFIC CALMING MEASURES & A 20 MPH SPEED LIMIT IN SUNNYBANK, WARLINGHAM 

     

    We the undersigned residents of Sunnybank, Warlingham, request Surrey County Council to install traffic calming measures in Sunnybank due to the excessive speeds observed in the road which are a threat to pedestrian safety. These should be supported by a 20 mile an hour speed limit.      

     

    The petition response will be published in a supplementary agenda.

    Perry Chotai presented his petition to the Committee.  He had collected 64 signatures for the petition which was to avoid death and injury. He stated that cars travel at speeds and use it as a cut road. He thanked officers but felt the response was unacceptable.

     

    Member discussion – key points

    The Divisional Member was disappointed this was the first time she was made aware of issues but she was happy to help find a way forward.

    Parking on the road slowed traffic, but as the parking was one side, cars drove down the other at speed to get through. Parking on both sides (with gaps) might provide an interim solution.

    Residents opinions had changed and traffic calming was now wanted.

     

    The Highway Engagement and Commissioning Manager outlined that previous traffic calming had been removed at the request of residents, but road safety was taken extremely seriously.  The Committee always had more requests than could be delivered so they needed to be prioritised and there were currently over 30 projects on the Integrated Transport Scheme List (ITS).

     

    The Chairman noted that opinion seemed to have changed and noted that further work would be undertaken with residents, ward members and the Divisional Member

    Councillor Alun Jones presented the petition on Stafford Road, in particular outside the flats.  These are now general needs accommodation with .25 of a parking space per flat so most parking is on street. He had been engaging with Tandridge District Council on finding a solution using additional land. There have been accidents and pets killed.  The issues were speeding, double parking and the road width, so a holistic solution was required.

     

    Member discussion –key points

    The Divisional Member confirmed the issue had come up many times, with efforts to resolve significant issues.

    Flooding was exacerbated by the speeding cars going through standing water.

    Issues around reporting did not reflect the gravity of the situation.

    The neighbourhood engagement meeting approach was welcomed.

    Traffic calming planned in Croydon Road might impact on Stafford Road, so a wider 20mph zone (including Croydon Road, Station Avenue and Stafford Road) was suggested.

    Resident led speed watch might also be considered

     

    The Highway Engagement and Commissioning Manager responded to the points raised.  Unfortunately, damage only accidents are not recorded by the police and are not taken into consideration.   Issues about flooding and drainage can be brought into the neighbourhood engagement meeting so colleagues leading on those issues will be there.

    1 - To offer one bend sign is unacceptable and the police state they cannot do anything until the speed limit is reduced.

    The Highway Engagement and Commissioning Manager confirmed they had visited the site and one sign was not to imply there were not other bends, but an interim measure to give warning of that hazard.


    2 - Answer to question doesn’t match what is on website. How does change control happen, where any changes show. Did 30 odd pothole reports but only 10 deemed repairing will they be repaired. 

    The Highway Engagement Manager confirmed the Horizon programme is a centrally funded programme and the budget is not delegated to this local committee. The maps with the data are regularly updated. She agreed to find out about the particular roads from the assets team. She also confirmed that the pothole won’t be urgently fixed unless the defect meets the intervention level.

    Each year Surrey Highways receives requests to change existing or introduce new parking controls and restrictions in Tandridge. For greater efficiency, these requests are compiled and reviewed in a district wide process. Committee approval is required in order to progress these changes to formal advertising and statutory consultation, and, where applicable, to implementation.

    Decision:

    The Local Committee (Tandridge) agreed that:

    (i)            the proposed changes to on-street parking restrictions in Tandridge as described in annex 1 and shown in the drawings in annex 2 are approved.

    (ii)           if necessary, minor adjustments can be made to the proposed changes by the parking project & enforcement team leader in consultation with the chairman/vice-chairman and relevant county councillor prior to formal advertisement and statutory consultation.

    (iii)         the intention of the county council to make orders, under the relevant parts of the Road Traffic Regulation Act 1984, to make the proposed amendments to the waiting and on street parking restrictions in Tandridge is advertised and that if no objections are maintained, the orders are made.

    (iv)         if there are unresolved objections, they will be dealt with in accordance with the county council’s scheme of delegation by the parking & traffic enforcement manager, in consultation with the chairman/vice chairman of this committee and the appropriate county councillor, after which the orders will be made.

    (v)          the parking team is authorised to carry out a consolidation of the traffic regulation orders, once these latest amendments have been made, and to carry out consolidations in future when necessary.

    REASONS FOR DECISION:

    Changes to the highway network, the built environment and society mean that parking behaviour changes and consequently it is necessary for a highway authority to carry out regular reviews of waiting and parking restrictions on the highway network. The changes to parking controls and restrictions will make a positive impact towards:-

    ·           Road safety

    ·           Access for emergency vehicles

    ·           Access for refuse vehicles

    ·           Easing traffic congestion

    ·           Controlling parking

    ·           Improving parking amenity

    Member discussion – key points

    Coulsdon Road proposals – what could be done about parking by non residents in St Michaels Road . Too late to add anything new for this review but can look at adding it to the next review. Have to bear in mind the impact on surrounding roads.

     

    The map for Ivy Mill Lane in Godstone doesn’t show as an agenda item. The Parking Project and Enforcement Project Team Leader confirmed this was a mistake and it will be included in the advertisement process.

SMALLFIELD PEDESTRIAN ACCESSIBILITY AND SAFETY SCHEME pdf icon PDF 476 KB

    Following road safety incidents outside Burstow School in 2016, a report was presented to the local committee in September 2017 describing an investigation and suggestions for highway improvements to make walking easier and safer. This was followed up by a meeting with the school, parish council and local elected members. These proposals formed the basis for a successful bid to Tandridge District Council for £360,000 CIL funding in 2020. Outline designs were then published and this report presents the results of the informal public consultation and seeks approval from the local committee to proceed with the scheme following minor amendments to take into account the feedback received.

    The Local Committee (Tandridge) agreed that

     

    (i)    The scheme proposals as presented within Appendix A should proceed to detailed design and implementation incorporating some minor changes resulting from the public consultation described in section 2.

     

    (ii)   Proceeding with the scheme will be subject to the successful conclusion of the lease of part of a Burstow School playing field to the parish council to create an off-street parking facility upon which the highway scheme will depend. 

     

    (iii)  Authorise the advertisement of the relevant notices in accordance with the Road Traffic Regulation Act 1984, the effect of which will be to implement the proposed traffic restrictions, traffic calming and formal crossings, and subject to no objections being upheld, that the orders be made.

     

    (iv)  Authorise delegation of authority to the Highway Engagement & Commissioning Manager in consultation with the Chairman, Vice-Chairman of the Local Committee and the relevant local divisional member to resolve any objections received in connection with the proposals

     

    REASON FOR DECISION:

    The proposed highway measures would help to reduce risk of collisions and improve the highway infrastructure to encourage more walking, cycling and push scooting to school and to the shops and services in the centre of Smallfield. The proposals would also help reduce congestion and driver frustration on Wheelers Lane and Redehall Road in the centre of Smallfield.

    Minutes:

    A member asked about the position re grit bins.The Highway Engagement and Commissioning Manager responded that a lot of information was provided in the earlier written question. The member said that he would speak to the county councillor and chairman of the parish councillor. The local committee chairman confirmed grit bins were outside of this meeting. The county councillor advised he had anticipated this with the chairman of the parish councillor and will take it on board.

     

    A member asked whether the Highways budget for 2023 should be included and the ITS list and can it have a report back on the Sunnybank petition issue and why is Smallfield Pedestrian

    Safety and Accessibility

    Scheme on it. The officer apologised and confirmed Smallfield Pedestrian

    Safety and Accessibility

    Scheme will be taken off and will add feeding back on the Sunnybank engagement meeting.
