PETITIONS

Alternatively, the petition can be submitted on-line through Surrey County Council’s e-petitions website as long as the minimum number of signatures (30) has been reached 14 days before the meeting.

     

    Notice has been received of a petition from the residents of Latimer Road, Godalming which relates to on-street parking in this road.

    Decision:

    Resolved that the decision of the Committee at its meeting on 9 May 2014 to exclude Latimer Road, Godalming from the proposed permit-holder scheme for on-street parking be rescinded and that Latimer Road be included in the scheme, as recommended by officers in the report at Item 7 on the agenda for the 9 May 2014 meeting.

     

    Reason

     

    The Committee had regard to the petition presented by residents of Latimer Road.  Although a number had objected to the proposed scheme when originally advertised, and the Committee had made its decision on 9 March 2014 on this basis, it was now understood that the exclusion of Latimer Road from the permit-holder scheme would disadvantage its residents.

     

    Minutes:

    A petition was presented by Mr Tom Phillips and Mr Nigel Clarke on behalf of residents in Latimer Road, Godalming seeking the withdrawal of the order creating the controlled parking zone in the surrounding area or the inclusion of Latimer Road in the zone created by the order.

     

    At its meeting held on 9 May 2014 (Item 7) the Committee had agreed to exclude Latimer Road from the proposed controlled parking zone on the grounds that a significant number of residents had objected to the advertised scheme.  Residents had not anticipated that the Committee would take this course of action in response to their objections.  It was now felt that, as the only road near Godalming High Street without controlled parking, there would be an impact on residents’ use of the road, as those visiting the High Street or houses within the controlled zone or not wishing to purchase permits may now seek to park in Latimer Road.

     

    The Chairman sought the Committee’s approval to debate and move to a decision on this matter.  This was agreed by ten votes to one.  The Committee was reminded that the evidence in support of the original proposal to include Latimer Road in the zone had been set out by officers in their report to the 9 May 2014 meeting and it was felt that no additional impacts would be caused by reverting to the arrangements for Latimer Road recommended at that time.

     

    The Chairman proposed that Latimer Road now be included in the controlled parking zone; seconded by Mr S Cosser, the motion was carried by ten votes to none, with one abstention.

    (i)         That the community safety budget of £3,294 that has been delegated to the Local Committee for 2014-15 be transferred to the Safer Waverley Partnership.

     

    (ii)        That the Community Partnerships Manager manages and authorises expenditure from the budget delegated to the Local Committee in accordance with the strategic aims of the Safer Waverley Partnership.

     

    Reason

     

    The County Council is a statutory member of the Safer Waverley Partnership. The Council values partnership working that will make a positive contribution to local projects and activities that will create a safer community for Waverley residents.

HIGHWAY GULLY CLEANING UPDATE pdf icon PDF 43 KB

    Reason

     

    Gully cleaning is an essential maintenance activity that contributes to the management of surface water on the highway network and assists in protecting the integrity of the road structure.

     

    Minutes:

    Mr D Rendell of FM Conway was introduced to the Committee and responded to questions relating to the County Council’s gully cleaning contract.  Members welcomed the introduction of a more targeted system for cleaning gullies and requested more detail on the proportion of sites in Waverley falling into each risk category.  Officers reminded the Committee of the on-line reporting arrangements for gully problems, but members were concerned about the lack of response experienced in some cases, especially in rural areas.  It was explained that this may relate to the gullies in question not being recorded in the inventory and such locations should be discussed with the relevant Community Highways Officer.  A survey of all visible gullies on the highway is under way.  Any problems where there is uncertainty as to which agency is responsible should be referred initially to Highways, but it was acknowledged that the responsibility of adjoining landowners for roadside ditches could be difficult to establish.   It was noted that better co-ordination with Waverley Borough Council’s street-cleaning activities could be achieved.

     

    Attention was drawn to the informal question raised by Mr M Carter of Beacon Hill relating to multiple blockages in gullies along the A287, resulting in serious flooding of land belonging to properties below the level of the road.  The Chairman indicated that the situation would be investigated.

     

    Officers and contractors were thanked for their work during the period of severe weather in the winter of 2013/14.

    The proposals contained in the report build on the successes of Services for Young People and would lead to greater integration and working together for the commissioning of the Local Prevention Framework (LPF), Centre Based Youth Work (CBYW) and potentially other more integrated commissioning with partners such as Waverley Borough Council, Public Health, Surrey Police and Active Surrey. The report explained how Services for Young People plan to achieve the overall goal of employability for all young people.

     

    Minutes:

    Officers summarised the report, highlighting the opportunity to bring centre-based youth work within the Local Committee’s remit, alongside the Local Prevention Framework, via an enhanced Youth Task Group.  The Committee would be able in September 2014 to agree a bespoke set of outputs reflecting local priorities and it was envisaged that opportunities for joint commissioning may become available.

     

    Members broadly welcomed the proposals but sought some clarification, which was provided.  Recognising that only one youth centre in Waverley is County Council-owned, officers confirmed that equity of provision should be achieved by use of appropriate premises across the borough.  Young people may be in contact with a number of providers and better integration of centre-based and preventative work should result in a smarter response.  The Youth Task Group is aware of rural needs and identified certain locations in Waverley villages in the specification adopted in 2013.

     

    The Committee was interested in the resilience of young people and were informed that their mental health and well-being now figure within the three most pressing themes in the most recent “One-in-Ten” needs assessment for Surrey and will, as such, be the topic of liaison with Public Health professionals during the year ahead.  Transition to education, employment and training post-16 is covered by a separate commission which achieves a 95% success rate in Surrey.

     

    The Chairman invited members to submit any observations on local needs and the Outcomes Framework to the Community Partnership and Committee Officer for consideration by the Task Group.

     

    The formal decision was made by County Council members of the Committee only.

ANNUAL PERFORMANCE REPORT FROM SERVICES FOR YOUNG PEOPLE pdf icon PDF 50 KB

    The purpose of the report is to update the Local Committee on the progress that Services for Young People have made towards participation for all young people in Waverley in post-16 education, training and employment during 2013-14.

    Reason

     

    The Local Committee has an important part to play in supporting the local development of Services for Young People, ensuring that we are providing the right support to young people in local communities. In particular it has an important formal role in relation to the Local Prevention Framework.

     

    Minutes:

    Officers explained that the Youth Support Service offers an individual service to all young people referred and none are disadvantaged by their place of residence.  Services are offered from premises in each of the main centres in Waverley and it was hoped to enhance the offer in Godalming through recently vacated County Council accommodation at the Library building.

     

    Members were reassured that the performance of Guildford YMCA in delivering its share of the Local Prevention Framework contract had improved in recent months.  Officers drew attention to some errors in the published report and undertook to issue an amended version, which is annexed to the Minutes (Annex 2).  The Committee noted the continued support for the detached project at Sandy Hill and the success achieved in challenging circumstances.

     

    Attention was drawn to the increasing level of need in Cranleigh.  The Youth Task Group will incorporate local intelligence of this kind when developing its specification for service delivery in the borough.

     

    There was a discussion about provision in Godalming and the nature of the relationship between existing local groups in specific areas of the town and external organisations.  Officers explained that the central location envisaged would allow some targeted work with local families to take place as well as reflecting the fact that some young people travel to the town centre.  Activity in communities elsewhere in the Godalming area would continue and it had been noted that work undertaken in Farncombe had been particularly effective.  The current absence of a stable base for youth work at Ockford Ridge was a concern, along with the challenge of supporting families more generally to prevent problems setting in.  It was explained that Children in Need above the age of 14 now fall within the responsibility of the Youth Support Service and that all options for providing a service in this community are under consideration.

     

    The formal decision was made by County Council members of the Committee only.

    Minutes:

    The Committee welcomed the report on Hambledon Parish Council’s use of its Highways Localism funding (tabled Annex 5).

     

    Officers were thanked for their work in schemes covering Drovers Way (Farnham), in Cranleigh and Ewhurst and in Borough Road and Station Road (Godalming).  Delays in taking forward the Marshall Road scheme (Godalming) had been due to the difficulty of arranging a discussion between all parties to agree details; the option of escalating resolution to a higher level was suggested.

     

    The Committee discussed the surface treatment programme at Annex 3 of the report, covering the following points:

     

    ·         Officers explained that a number of roads treated in 2013 had failed, mainly due to the exceptional winter weather conditions; remedial work on these roads would take priority and start in mid-July with a view to completion within approximately six weeks; roads deferred from the 2013-14 programme would follow; roads scheduled for treatment in 2014-15 would be third in terms of priority.  Contractors had been requested to complete all preparatory work in advance of surface-dressing.

    ·         Members believed that they had received a previous assurance that all scheduled roads would be completed this year.  The Chairman undertook to clarify the position with the Assistant Director for Highways.

    ·         Members requested a realistic estimate of how many roads are likely to be completed this year and how many would therefore be deferred until 2015-16 as they would like to manage local expectations.

    ·         Officers agreed to investigate the following roads identified by members as having deteriorated as a result of flooding: Roundals Lane (Hambledon), Mill Lane (Witley), Littleford Lane (Blackheath).  The precise extent of the Frith Hill (Godalming) scheme would be clarified and confirmed.

    ·         Surface-dressing is not always popular with residents, but the scheme for Alfold Road (Cranleigh) was nevertheless welcomed.

    ·         Officers are able to provide a list of which roads will be surface-dressed and which will receive micro-asphalt treatment.
