    In accordance with Standing Order 68, Dr Heather Prideaux-King presented the following petition on behalf of local residents.  The petition received 142 signatures.

     

    A petition in support of the design and implementation of road safety measures along Pembroke Road, Woking.  I agree that measures to restrict speeding are needed in Pembroke Road.

     

    Dr Prideaux-King introduced the petition and explained residents’ concerns, especially in relation to the expansion of St Dunstan’s School in Onslow Crescent, where surveys have shown the majority of pupils travel to school by car on a regular basis. Traffic surveillance has shown a high proportion of speeding in both directions along the road. The petitioners would like steps taken to ensure that anti-speeding measures are designed and installed along Pembroke Road.

     

    The Chairman invited Andrew Milne to respond to the petition.  The response is set out below:

     

    An item for traffic calming measures along Pembroke Road is already on our work programme and £10,000 has been allocated for design work to be carried out during the current financial year.

     

    In the last 3 year period, 2 personal injury collisions have taken place along the road, both at the crossroads junction with Shaftesbury Road and Onslow Crescent. However, it is known that damage only collisions have taken place which have resulted in street furniture being damaged and requiring replacement.

     

    Speed surveys were undertaken at 3 locations along the road in April 2013 and generally indicated good compliance with the speed limit, although some high speeds were recorded. This suggests that some vehicles may be travelling at inappropriate speeds over some of the bends and the crossroads.

     

    Officers have already engaged with residents (including the lead petitioner) and the Divisional Member.  Through the design process, various traffic calming options are being considered.  Although it is too early in this process to predict the likely recommendations, it is probable that physical traffic calming measures such as speed cushions or tables would be necessary.  Design work is scheduled for completion by March 2014, and the outcome of this will be shared with residents and the Local Member.  Further consultation will then be carried out, and the results will be presented to Committee together with estimates of costs and recommendations for decision. 

     

    The Chairman thanked the petitioner for coming.

     

     

    Will Forster declared a non pecuniary interest in this item as his brother is in the process of buying a property in Highclere Gardens.

     

    In accordance with Standing Order 68 the following petition was presented to the committee.  The petition contained 50 signatures.

     

    We the undersigned, being residents of Highclere Gardens, Knaphill, Woking, hereby request Surrey County Council to give urgent consideration to converting an existing grassed island in Highclere Gardens into additional parking spaces which are urgently required by residents.

     

    Residents explained that the current situation was unbearable, with parking on greens, and pathways and access being blocked.

    To update the committee on the major strands of activity being undertaken within the Woking area by the Surrey Fire and Rescue Service teams based at Woking Fire Station.

    (i)    Recognise the achievements of the borough teams within the Woking Borough and support their commitment to improve initiatives to reduce risk and make the Woking Borough safer through the delivery of the borough/station plan.

    (ii)   Note the targets and initiatives set within the Woking borough plan for 2012/13 and support the Fire and Rescue Service in the delivery of this plan.

    (iii)  Support the achievements of the whole time duty personnel at Woking and acknowledge the availability offered by employers who release staff, and those who are self employed.

    Reason:

    To update the committee on the work of the Surrey Fire and Rescue Service teams within the borough.

    Minutes:

    Liz Bowes introduced the item as the fire service were unable to attend due to industrial action.  The report updated the committee on the work of the Fire and Rescue Service in Woking.

     

    During discussions the following questions were raised, responses to which will be circulated outside the meeting:

     

    ·         The issue of temporary provision as a result of the industrial action was raised. Members asked where the temporary teams were housed and what the provision was.

    ·         Regarding the Bandstand Development in Woking, Members asked about fire safety in the new development, which will include high rise buildings, and how emergencies would be dealt with.

     

    RESOLVED

     

    The Local Committee (Woking) agreed to:

    The Local Committee (Woking) agreed to:

     

    (i)            the proposed amendments to on-street parking restrictions in Woking as described in this report and shown in detail on drawings in annex A are agreed.

     

    (ii)           the intention of the county council to make an order under the relevant parts of the Road Traffic Regulation Act 1984 to impose the waiting and on street parking restrictions in Woking as shown on the drawings in annex A is advertised and that if no objections are maintained, the orders are made.

     

    (iii)          if there are unresolved objections, they will be dealt with in accordance with the county council’s scheme of delegation by the parking strategy and implementation team manager, in consultation with the chairman/vice chairman of this committee and the appropriate county councillor.

     

    Reason:

    The waiting restrictions will make a positive impact towards:-

     

    ·         Road safety

    ·         Access for emergency vehicles

    ·         Access for refuse vehicles

    ·         Easing traffic congestion

    ·         Better regulated parking

    ·         Better enforcement

    Minutes:

    David Curl introduced the report which set out additional changes proposed to on street parking restrictions in Woking South West, Woking North and The Byfleets.  It was anticipated that the changes would be implemented on the ground by the end of March 2014.

     

    Public Questions:

    The Chairman invited comments from members of the public, which are summarised below:

    ·         Could parking in Knaphill be included in the next review?

    ·         Could 20mph speed limits be considered outside schools?

     

    Member discussion:

    Members thanked officers for the report and had the following comments:

    ·         Woking South West – there is insufficient parking in Connaught Crescent, Connaught Road and Heath Drive – could solutions and costs be looked at?

    ·         Would like parking on verges and 20mph around schools be considered at the Parking Task Group or at a future private meeting.

     

    RESOLVED

     

    The Local Committee (Woking) agreed to:

     

    (i)            the proposed amendments to on-street parking restrictions in Woking as described in this report and shown in detail on drawings in annex A are agreed.

PETITION - CREATE A NEW SECTION OF ROAD TO ADDRESS PARKING PROBLEMS IN WAKEHURST PATH, SHEERWATER pdf icon PDF 42 KB

    Reason:

    The overall public benefit in relation to the anticipated cost means that the requested works cannot be justified.  Such a scheme would have a negative impact on the existing amenity value of the area and an objection to the proposed changes has already been received on this basis.

    Minutes:

    Andrew Milne introduced the report which set out the response to the petition presented at the last meeting requesting that Wakehurst Path be made into a road to help alleviate ongoing parking problems.

     

    It was explained that the overall public benefit in relation to the anticipated cost meant that the requested works could not be justified.  Such a scheme would have a negative impact on the existing amenity value of the area and an objection to the proposed changes had already been received on this basis.

     

    During discussion the following points were noted:

    ·         Members agreed with the officer recommendations.  The road is very narrow, amenity will be lost and parking could not be guaranteed for local residents.

    ·         Many parking issues result from planning decisions made years ago and it may be useful to look at current parking standards.

    ·         Parking is a wider issue in Sheerwater and alternative funding and solutions need to be looked at.

    ·         There may be an option of using Housing Revenue Allowance, or revisiting as part of the regeneration of Sheerwater.

     

    RESOLVED

     

    The Local Committee agreed to note the report.

    Reason:

     

    The above recommendations were made to enable progression of all highway related schemes and works.

    Minutes:

    Andrew Milne introduced the report which updated the committee on highways schemes within the borough, and explained that the estimates in table 1 may change as a result of the outcome of decision on Item 12 on this agenda.

     

    There were no public questions, so the members went on to debate the item.

     

    Member discussion:

     

    ·         Members discussed the update on amendments to the Lockfield Drive/Well Lane junction layout. Andrew Milne explained that minor adjustments were required to address safety concerns.  This would include returning the inside lane to both straight on as well as left turn, which would reduce the current peak hour tailbacks back to the roundabout and increase safety.  Members’ views were split between making any changes straight away, and giving the junction longer to settle before making a decision.  As part of this discussion, a request was made to look at the lights in Well Lane as the sequence is short.

    ·         Members requested that ITS schemes not completed this year due to finance constraints, were rolled forward to next years’ programme.

     

    RESOLVED

     

    The Local Committee (Woking) agreed to note:

     

    (i)    The progress with the ITS highways and developer funded schemes         

    (ii)   The progress with budget expenditure          

    (iii)  That a further Highways Update will be brought to the next meeting of this Committee.

    To respond to an additional request of a speed limit reduction along Blackhorse Road, Woking.

    The Local Committee (Woking) agreed that :

     

    (i)    No further action is taken with regard to the speed limit on Blackhorse Road.

    (ii)   Accident mitigation efforts remain focused on improvements to the junction of Blackhorse Road with Saunders Lane and Heath House Road, and that the design of these improvements continues as part of this years ITS programme in accordance with Committee’s previous approval.            

    (iii)  Review the position of the new 40mph sign following the decrease in speed limit on Lower Guildford Road

     

    Reason:

     

    Surrey County Council’s current speed limit policy and assessment criteria confirm that 40mph is the correct speed limit for Blackhorse Road.  A further reduction to the existing speed limit is not supported by Surrey Highways Officers or Surrey Police, and following a recent review of this issue by Surrey County Council’s Cabinet Member for Transport, Highways and Environment, retaining the existing 40mph speed limit was upheld. 

     

    The new 40mph speed limit sign is sited just before the tunnel and officers were asked to review its position.

    Minutes:

    Andrew Milne introduced the report which set out the speed limit assessment for Blackhorse Road.  Surrey County Council’s current speed limit policy and assessment criteria confirm that 40mph is the correct speed limit for Blackhorse Road.  A further reduction to the existing speed limit is not supported by Surrey Highways Officers or Surrey Police, and following a recent review of this issue by Surrey County Council’s Cabinet Member for Transport, Highways and Environment, retaining the existing 40mph speed limit was upheld. 

     

    Public Questions:

    ·         In response to a question about data on the location of the accidents, and the direction of travel, it was noted that these are contained within the Police reports.  Junction improvements are already planned.

    Member Discussion:

    ·         The local County Councillor considers that the 40mph speed limit is inappropriate for the road, especially near the railway bridge which is single track. Further information on the accidents and any patterns were requested. It was agreed to organise a site meeting with Andrew Milne, the local County Councillor and the Cabinet Member for Transport, Highways and Environment.

    ·         It was noted that the options for safety improvements at the junction are being looked at and will be tied in with Operation Horizon work if possible.

    ·         Further information was requested about other dangerous roads in Woking that could put the accident figures in Blackhorse Road into perspective.

    ·         Members raised the issue that the new 40mph speed limit sign on Lower Guildford Road is sited just before the tunnel,  The new recommendation (iii) was proposed by Liz Bowes and seconded by John Kingsbury and agreed by the Committee.

    RESOLVED

     

    Linda Kemeny abstained from the vote.

     

    The Local Committee (Woking) agreed that:

    (i)    To approve the proposals for Albert Drive as set out in Annex A and the advertising of the intention to introduce vertical traffic calming features on the highway in accordance with Section 90, (a) to (i) inclusive, of the Highways Act 1980, and if no objections are maintained the proposals are implemented;

    (ii)   That any objections to these proposals be dealt with in accordance with the County Council’s scheme of delegation by the Area Team Manager in consultation with the Chairman/Vice Chairman of Woking Local Committee andthe Divisional Member for Woking North ;

    (iii)  To approve the construction of the proposed improvements at the junction of Old Woking Road and Maybury Hill as set out in Annex B.  

    (iv)To review the need for additional traffic calming measures in Albert Drive following the confirmed scope and detail of the Borough led Sheerwater regeneration project.

    Reason:

     

    The traffic calming measures in Albert Drive address the concerns of the residents about safety along the road and should reduce vehicle speeds and the number and severity of personal injury collisions.

     

    The proposals for the junction of Old Woking Road and Maybury Hill are intended to improve safety at the junction without introducing controls that could compromise egress from Ivy Lane and the use of a private access on Old Woking Road.

    Minutes:

    Andrew Milne introduced the report which set out proposals for traffic calming along Albert Drive and improvements at the junction of Old Woking Road and Maybury Hill.  The estimated costs for Albert Drive is £26k and £83k for Maybury Hill.  These works could therefore both be carried out within this years budget.

     

    Public comments:

    ·         It was noted that the build out being proposed as part of the Maybury Hill proposal would have some beneficial effect on speeding in Park Road.

    ·         Anti skid surfaces on acceleration parts of Maybury Hill junction were raised but it was noted it would not be necessary.

     

    Member discussion:

    Albert Drive

    ·         The traffic calming measures in Albert Drive address the concerns of the residents about safety along the road and should reduce vehicle speeds and the number and severity of personal injury collisions.

    ·         A query was raised about construction traffic using the eastern end of Albert Drive and whether it would be possible to restrict construction traffic from using this part of the road with a weight limit.  If there was not a weight limit already in place, then this would be considered. An update would be provided to the local member outside the meeting.

    ·         As part of the planning and construction statement, the borough council will be asking for construction vehicles to use the Sheerwater Link Road.

    Maybury Hill

    ·         Some members queried the costs of the scheme, and a request was made for confirmation of the amount of developer funding available for this scheme, and how much had been spent to date.  This would be provided to members outside the meeting. 

    ·         The benefit of cutting the tree canopy at the junction was raised, and it was explained that some of the vegetation would be cut back as part of the proposal.

    ·         In response to a comment, it was noted that the scheme had been assessed for safety and the crossing point was deemed safe.  The scheme needs to acknowledge where people are currently crossing.

    ·         Where the road will be narrower, it was noted that vehicles will slow down for cyclists as they will not be able to overtake at the islands.  This will have a beneficial effect on travel speeds.

    ·         Other options for the junction had been considered and residents consulted. The proposals for the junction of Old Woking Road and Maybury Hill are intended to improve safety at the junction without introducing controls that could compromise egress from Ivy Lane and the use of a private access on Old Woking Road.  Action needs to be taken to address the accident history at the junction. 

     

    RESOLVED

     

    Cllr Ali and Cllr Murray abstained from the vote.

    (ii)   To a puffin crossing at location B, determined by being the most popular by the majority of potential users.

    (iii)  To the statutory advertisement that may be required under the Road Traffic Regulation Act 1984.

    (iv)That if objections are received to the advertisement of the legal notices, the Area Team Manager is authorised to try and resolve them in consultation with the Chairman/Vice Chairman, Divisional Member and Project Manager, and decide whether or not they should be acceded to and therefore whether the order should be made, with or without modification.

    (v)  To note the progression of the Wayfinding pedestrian signage programme to the final design and placement stage.  The final options will come to the LSTF Task Group in November for discussion, and the Local Committee on December 4 for approval.

    (vi)To progress the two revenue schemes put forward by the Business Travel Forum as indicated in Annexes D and E.

    Reason:

     

    The Local Committee agreed to the proposed crossing located on the A3046 Chobham Road Woking, at point B, as indicated by the majority of potential users.  This facility will provide a much safer crossing point along this section of road and at the consultation a good number of people fed back their views.

     

    Initial design work on the Wayfinding pedestrian signage programme has now started.  This will be further progressed over the next couple of months. The final design and signage options for the programme will come to the LSTF Task Group in November, and Local Committee on December 4 for approval.  This would enable the designs to be installed in 2014/15.

     

    As previously agreed, any schemes the Business Travel Forum would like to implement need to be approved by the Local Committee.  Two schemes are outlined in Annexes D and E were agreed.

    Minutes:

    Paul Fishwick and Marc Woodall introduced the report which provided an update on the Local Sustainable Transport Fund project.  This included the Wayfinding pedestrian signage programme, the proposed puffin crossing on the A3046 Chobham Road, and a decision on bids put forward by the Business Travel Forum.

     

    Members noted that Annex B was wrongly labelled as Annex 2.

     

    Member discussion:

    ·         Members welcomed the proposal for the puffin crossing, which would provide a much safer crossing point along the section of road, and were pleased with the number of people who took part in the consultation.

    ·         The team was complemented on the Wayfinding project and strategy for signage around Woking.  If funding was available, members would welcome signs being positioned in the car parks.

    ·         The funding that had been allocated to the cycle hub in St Johns was now being considered for Sheerwater and Goldsworth Park.

    RESOLVED

     

    The Local Committee (Woking) agreed:

    (i)    Whilst the Local Prevention Framework and Lakers Youth Centre are operating well, rigorous monitoring of Woking Youth Centre and Sheerwater Youth Centre are needed to ensure the best service for young people in Woking.

    The Local Committee has an important part to play in supporting the local development of Services for Young People, ensuring that the services provide the right support to young people in local communities.  In particular they have an important formal role in relation to the Local Prevention Framework.

     

    The recommendation was amended to reflect the current members concerns about Woking Youth Centre and Sheerwater Youth Centre.

    Minutes:

    Jeremy Crouch and Ben Byrne introduced the report which updated the committee on the performance of Services for Young People commissions in Woking, including the Local Prevention Framework (LPF) and youth centres.

     

    Not all aspects of the Woking commissions have worked as well as hoped. Improvement plans are in place and there has been an upturn in performance.  Residual issues at Sheerwater and Woking Youth Centres are being addressed.  Following discussions, this has included Woking Youth Centre being brought back under the control of Surrey County Council.

     

    Public discussion:

    ·         In response to a question on anti-social behaviour by young people in Knaphill, it was noted that the area would be referred to the Local Prevention Framework provider for them to liaise with the Police to see if they are able to work with some of the young people in the area.

     

    Member discussion:

    ·         Members were encouraged with the improved communication with the LPF provider, and the performance of Lakers Youth Centre.

    ·         The links with the Asian Business Forum were discussed, and it was noted that the YMCA have strong links with the Asian community, but more work needs to be done with the girls. 

    ·         Due to Members ongoing concerns with Sheerwater and Woking youth centres, the Chairman proposed an amended recommendation which was agreed by the committee.

    Ben Byrne explained that the borough and county council are looking to develop a single strategy for the borough of Woking for youth work.  This work is at an early stage and would be reported to members at an appropriate time.

     

    RESOLVED

     

    The Local Committee (Woking) agreed to note:

     

    (i)    Whilst the Local Prevention Framework and Lakers Youth Centre are operating well, rigorous monitoring of Woking Youth Centre and Sheerwater Youth Centre are needed to ensure the best service for young people in Woking.

    The Local Committee (Woking) agreed to note:

     

    (i)    The amounts that have been spent from the Members’ Allocation and Local Committee capital budgets, as set out in Annex 1 of this report.

    Reason:

     

    The allocation of the Committee’s budgets is intended to enhance the wellbeing of residents and make the best possible use of the funds. Greater transparency in the use of public funds is achieved with the publication of what Members’ Allocation funding has been spent on.

     

    Minutes:

    Michelle Collins introduced the report which updated the committee on the Members’ Allocations approved since May.

     

    Linda Kemeny noted she had four bids in the pipeline.
