The Chair invited members of the public present to ask questions of the Joint Committee.
3 questions were asked as follows:-
1. What can be done to reduce speeds on the Pyrford Road, outside Round and Round the Gardens Nursery? 2. Could the disabled bays in Broadway Woking be relocated as they are unsafe for disabled drivers and are being abused to the detriment of taxi drivers? 3. Could the bus lane through the High Street also be used by Taxi drivers to allow shorter and cheaper fares for users?

£95 MILLION - HIGHWAYS IMPROVEMENT FUND BID
Central Government awarded £95 million to Woking Borough Council / Surrey County Council to deliver significant highway and rail infrastructure improvements that will unlock 13 future housing development sites.
Cllr Bittleston, as the previous chair, gave a verbal update on the award and what it could potentially mean for the town. A briefing sheet and map of the 13 sites was handed out (Attached as Annex B).
Councillors were pleased to note the awarded bid, which would enable development of sites in the Local Development Framework Core Strategy. The sites formed part of a long term plan and were all subject to planning process. Councillors were particularly pleased that the long term plan was to deliver 42% affordable housing and were keen to ensure that the local housing need was met. It was noted that as central government were paying for the infrastructure, the reduction in delivery costs could mean the Council could insist on affordable homes. Although some concerns were raised about the number of housing sites, it was recognised that the bid would give potential to deliver housing in the town and would, in effect, protect the green belt.
Concerns were raised about the effects on small businesses to the south of the railway line and it was confirmed that they would be involved in conversations. Woking Borough Council have a proven track record of looking after small businesses.
The process now is that Surrey County Council would need to accept the offer of funding. Woking Borough Council would then need to decide how best to move this forward. The Joint Committee suggested that a task group might be a good idea and this would be put forward.

ARMED FORCES COVENANT - ANNUAL REPORT PDF 106 KB
Cannon Peter Bruinvels to give a presentation on the work of the Armed Forces Covenant.
A report and full Annual Report summary are included for information. Additional documents: Minutes: Cannon Peter Bruinvels, Surrey County Council and Zafar Iqbal, Woking Borough Council gave a joint presentation on the work of the Military Covenant both Surrey wide and locally in Woking. The presentation included video clips of military children giving their views on life as a military child.
Zafar outlined the key achievements in Woking Borough over the year, which included:- · Remember 100 (WW1 100 years) · Woking Peace Garden · Freedom March April 2019 · Armed Forces Muslim Association · Veteran Hub · Sandhurst Leadership Challenge · Brookwood Last Post Association
Members were very interested to see the work being undertaken to ensure equal treatment for serving personnel and their families.

The Committee to receive a report on progress made with the delivery of proposed highways and developer funded schemes, and revenue funded works for the 2019/20 financial year, together with an update on the latest budgetary position for highway schemes and revenue maintenance.
The Committee are also asked to consider: · the introduction of a bus stop clearway in the bus layby on A318 Oyster Lane, just north of the junction with Chertsey Road. · extending the 30mph speed limit over a short distance of the A245 Parvis Road, West Byfleet. · reducing the speed limit on Brookwood Lye Road from the national speed limit of 60mph to 40mph. The Local Committee: i) Noted the progress with the ITS highways and developer funded schemes, and revenue funded works for the 2019/20 financial year. ii) Noted the budgetary position. iii) Noted that a further Highways Update will be brought to the next meeting of this Committee. iv) Agreed that a bus stop clearway is introduced on A318 Oyster Lane in the bus layby that is approximately 25m north of the junction with Chertsey Road. v) Noted that the intention to construct a toucan crossing on Parvis Road, approximately 42m east of Highfield Road will be advertised in accordance with planning permission previously granted to the development at the “Broadoaks” site adjacent to the A245 Parvis Road. vi) Agreed that a notice is advertised in accordance with the Traffic Regulation Act 1984, the effects of which would be to revoke any existing traffic orders necessary, and extend the 30mph speed limit by approximately 50m on the length of the A245 Parvis Road that is currently subject to a 40mph speed limit (as shown in Annex A); and vii) Agreed that a notice is advertised in accordance with the Traffic Regulation Act 1984, the effects of which would be to revoke any existing traffic orders necessary, and introduce a 40mph speed limit to the length of the A324 Brookwood Lye Road that is currently subject to the national speed limit of 60mph (as shown in Annex B); and viii) Agreed that any objections to the Traffic Regulation Order should be considered and resolved by the Area Team Manager for Highways in consultation with the Chairman and Vice-Chairman of the Joint Committee and the local Divisional Member, and that this issue only be returned to Committee if any objections prove insurmountable; and ix) Agreed that the Order be made once any objections have been considered and resolved. Reasons for decisions: Recommendations (i), (ii) and (iii) are made to enable progression of all highway related schemes and works. Recommendation (iv) is allow improvement to the bus services that run along Oyster Lane and which use this bus stop. The local committee has a delegated budget of £3,000 for community safety projects in 2019/20. The report sets out the process by which this funding should be allocated to the Community Safety Partnership and/or other local community organisations that promote the safety and wellbeing of residents. The report also provides a progress update regarding last year’s funding.

(ii) Authority be delegated to the Community Partnership Manager, in consultation with the Chairman and Vice-Chairman of the joint committee and divisional members as appropriate, to authorise the expenditure of the community safety budget in accordance with the criteria and principles stated in section 3 of the report. (iii) The committee receives updates on the project(s) that was funded, the outcomes and the impact achieved. Reason for decision
