    Councillor Colin Kemp declared an interest with regards to (Item 9) White Rose Lane and his position as Cabinet Highways Member. He declared he had sought advice on the matter and was advised that his role on the committee came first and should a Cabinet decision be required it would be referred to Councillor John Furey, Deputy Leader of Surrey County Council.

HIGHWAYS UPDATE REPORT pdf icon PDF 138 KB

    To report progress made with the delivery of proposed highways schemes, developer funded schemes, and revenue funded works for the 2017/18 financial year.

    To provide an update on the latest budgetary position for highway schemes, revenue maintenance and Community Enhancement expenditure.

    To report on relevant topical highways matters.

    The Local Committee agreed to approve the advertising and making of an amendment to the Knaphill area 7.5T weight limit.

     

    Reason for the decision:

     

    The above recommendations are made to enable progression of all highway related schemes and works.

     

    Minutes:

    The report was an overview of the work relating to the joint committee budgets, and a recommendation for approval. The report was introduced by the Highways Officer, asking the committee to note the significant budget reductions and for the committee to note that they were being asked to make one decision.

     

    Members raised the following points:

     

    Members clarified a couple of location inaccuracies in the report - Hollybank Road referred to on page 15 was in Hook Heath, also Lansdowne Close on page 15 was in Heathlands.

     

    Regarding the Horizon 1 list, Arthurs Bridge Road appeared to have been removed from the list and it was queried as to what was happening with this work. It was confirmed this was still on the list and would be completed within the next 12 months.

     

    County Councillors noted that they were no longer able to fund grit bins using their members’ allocation fund and requested to set in motion an alternative plan for funding for when the grit and bin contracts were up for renewal. The councillors were assured that the grit bins would be in place for Winter 2017/18.

     

    Members wished to seek assurance from the Highways Engineers that any deferred projects would be completed and not just removed from the list. The deferred projects would be chased up with the Maintenance Engineer and completed once the funds were available.

     

    The Local Committee agreed to approve the advertising and making of an amendment to the Knaphill area 7.5T weight limit.

    Verbal update from the Cabinet Member on Highways issues.

    Colin Kemp, Cabinet Member for Highways provided a verbal Highways update to the Woking Joint Committee. In his update he included his plans to improve the communication amongst different departments and to involve members of the local and joint committees across Surrey in the decision making process in order for work to the network to be prioritised on condition and location.

     

    Members welcomed this approach, and requested that he looked at where Old Woking Road was on the Horizon programme and feedback.

     

    The Woking Joint Committee noted the information.

PETITION RESPONSE ON WHITE ROSE LANE SPEED LIMIT pdf icon PDF 130 KB

    At its meeting on 28 June 2017, the Woking Joint Committee received a petition asking for a 20mph speed limit and an HGV restriction (7.5T weight limit) to be introduced on what is perceived to be the most dangerous section of White Rose Lane, this being at the eastern end of road where there is no footway and few frontagers. The petition, which contained 63 signatures, also asked for a commitment to complete a footway along the entire route as soon as practicable.

     

    It was resolved that a further report be brought to the Joint Committee on how a 20mph zone could be achieved within the current SCC Speed Policy, together with associated costs of any scheme.

    Woking Joint Committee agreed that:

     

    i)     Neither a 20mph limit or zone be introduced in White Rose Lane;

     

    ii)    The traffic calmed length of White Rose Lane is resurfaced, including the reconstruction of the speed cushions, when funds are available.

     

    iii)   A follow up report be brought back to the Joint Committee in 12 months following the introduction of the revised Speed Limit Policy. This report should be a holistic consideration of White Rose Lane, East Hill, Park Road and Maybury Hill.

     

    Reason for recommendation:

     

    The length of road that already has traffic calming features would benefit from being resurfaced and the existing speed cushions rebuilt as soon as funds allow.

    Minutes:

    The report considered was a response to a petition received at the June meeting. The Highways Engineer introduced the item asking the Woking Joint Committee to note that the 2 decisions to be made should be taken together and not voted on as separate entities. He also asked the committee to note that the speed cushions could not be produced without first resurfacing the road; adding to the cost of the project.

     

    Members raised the following points:

     

    The committee was sympathetic to the request from the residents of White Rose Lane, but there were mixed views on the effectiveness of 20mph zones both in general and at this location.

     

    Members noted that a footpath for residents to use along White Rose Lane would be the ideal solution, but that this was not currently deliverable. However, the construction of the Hoe Valley nature reserve had included plans to provide a footpath to run along the length of White Rose Lane, making it safer for pedestrians to walk down the more rural stretch of the road between Old Woking Road and the intersection with Rosewood where the Jack and Jill steps come out.

     

    Councillor David Bittleston declared he was a Ward Borough Councillor and had lived in the area for some time.

     

    Members discussed the Department for Transport guidance on 20mph and how this was reflected in the Surrey Speed Limit Policy. It was noted that a Surrey County Council Speed Limit Policy review was due to take place in the next year but it was unlikely to affect the current policy around implementing a 20mph speed zone. The average speed for White Rose Lane when reviewed in 2014 was 29.1mph which was under the current speed limit.

     

    Will Forster proposed, and Anne-Marie Barker seconded the following recommendation:

     

    i)       That the Deputy Leader be requested to introduce a 20 mph zone down White Rose Lane between Woking Park and Old Woking Road (existing restrictions), when funding becomes available

    ii)      The traffic calmed length of White Rose Lane be resurfaced, including the reconstruction of the speed cushions, when funds are available.

     

    Members considered the recommendation noting that this recommendation was not within the current Speed Limit Policy. There was a discussion on whether the committee should look at proposals for White Rose Lane on its own, or holistically with three other roads providing a similar route from Old Woking Road into Woking, The majority of the members noted that there should be a holistic approach.

     

    The committee voted on the recommendation and it was defeated by 4 for the recommendation, 6 against and 3 abstentions.

     

    The committee therefore considered the substantive recommendation, and with a vote of 9 for the recommendation, 2 against and 1 abstention, the Woking Joint Committee agreed that:

     

    i)     Neither a 20mph limit or zone be introduced in White Rose Lane;

     

    ii)    The traffic calmed length of White Rose Lane is resurfaced, including the reconstruction of the speed cushions, when funds are available.

    The report is provided following previous reports to the Woking Joint Committee and a public consultation undertaken in July 2017 to consider potential improvements along the A322 and other local areas in Knaphill and Brookwood.

                                     

    The focus of the consultation included seven conceptual junction improvements and the report is able to feedback on support for the different proposals.

     

    Members are asked to consider the next steps for any of the proposals consulted upon. Next steps would include detailed design and related traffic studies as a minimum to ensure any solutions can be optimised in terms of traffic movements, pedestrian and cycle access.

    Woking Joint Committee supported the following proposals:

     

    i)    To proceed with further works on the Broadway / Redding Way junction including removal of the restriction and associated works to the car park.

     

    ii)   To proceed with works on the Brookwood Crossroads with timings to align with adjacent development.

     

    iii)  To proceed with the investigation of a further lane at the Bagshot Road / Redding Way junction.

     

    Reason for recommendation:

     

    The public consultation supported these proposals, this decision will support the progress of the schemes..

     

    Minutes:

    The committee considered a report summarising the outcomes of a public consultation on possible improvements along the A322.The report was introduced by the Assistant Director of Woking Borough Council asking to note that the designs for the Redding Way junction were in the process of being completed.

     

    Members raised the following points:

     

    Members across the committee expressed their support for the improvements being proposed as part of this project.

     

    The committee noted that the report and consultation was to gauge public support for the improvements and requested that costs  be considered by the committee before any decision was made. It was agreed that the costs would be considered by the committee when they become available.

     

    The members supported a proposal to introduce a safer crossing between Redding Way and the Broadway. It was noted that this was unlikely to be a controlled crossing but a safe crossing.

     

    With regards to the spur road between the Broadway and Redding Way, it was noted the current restrictions mean that any car users currently using the un-operational bus gate are doing so illegally and could be prosecuted by the police. It was requested that the overhang of buses, particularly newer ones be taken in to consideration in the design and implementation of the improvements.

    Woking Joint Committee supported the following proposals:

     

    i)    To proceed with further works on the Broadway / Redding Way junction including removal of the restriction and associated works to the car park.

     

    ii)   To proceed with works on the Brookwood Crossroads with timings to align with adjacent development.

    Woking Joint Committee noted the forward programme and that the December meeting had a full agenda. It was agreed that the Cycle Strategy item be moved to private meeting and that the Trading Standards Annual Report be deferred until March 2018.
