AWARD OF CONTRACT TO SURREY CHOICES LIMITED FOR THE DELIVERY AND TRANSFORMATION OF CARE AND SUPPORT SERVICES TO ADULTS AND YOUNG PEOPLE pdf icon PDF 169 KB

    Surrey County Council (the Council) currently holds a contract with Surrey Choices Limited which expires on 17 August 2019. Surrey Choices Limited is a critical provider of care and support to adults and young people in Surrey, primarily people with a learning disability. They currently support 1200+ individuals through a range of services including Day Services, Shared Lives, Respite and EmployAbility.

     

    A new contract needs to be awarded to Surrey Choices Limited to ensure continuity of service to people currently utilising their services, to enable the transformation of these services in line with the Council’s Vision and to enable the development of new services that help the Council and Adult Social Care to achieve its ambitious transformational strategy.

     

    Surrey Choices Limited was created in 2014 as a wholly owned Local Authority Trading Company for the Council. They have made strides to develop the organisation and will continue to do so over the next couple of years by transforming services and leading the way within the market.

    The following recommendations were agreed:

     

    1.    Agreed for Surrey Choices Limited to be awarded a 5 year 7 month contract with the option to review based on the achievement of the required transformational changes before starting year 4 and year 5 of the contract. This would be a direct award in compliance with Regulation 12 (1)(a,b&c) of the Public Contract Regulations 2015 (PCR 2015) commonly referred to as the “Teckal exemption”.

    2.    Supported the transformation activities, which the extension provision is based upon and are articulated in the Joint Strategic Plan between the Council and Surrey Choices Limited and will be incorporated into the contract. These activities will be monitored as part of the overall performance framework for the contract and used as part of the decision making process for the extension period.

    3.    Supported the proposal that the Council and Surrey Choices Limited continue to work in partnership on the delivery of the changes required to create sustainable innovative services where individuals have control of their future and opportunities to live independently.
