Disposal of 26 St Martins Close East Horsley Leatherhead
This report seeks approval of the Cabinet Member for Property, Waste and Infrastructure, to the freehold disposal of 26 St Martins Close, East Horsley, Leatherhead, KT24 6SU following an open market campaign. The asset is offered with full vacant possession with Surrey County Council (The Council) accepting, as part of the transaction, a part surrender of the current headlease held over the asset by Halsey Garton Residential Ltd (HGR). A separate part 2 report contains information which is exempt from Access to Information Requirements by virtue of Schedule 12A Local Government Act 1972, paragraph 3, “Information relating to the financial or business affairs of any particular person (including the authority holding that information”). Additional documents: Decision: The Cabinet Member for Property, Waste and Infrastructure: 1. Formally declared the asset surplus to operational requirements (in consultation with The Leader and Deputy Leader). 2. Approved the sale of 26 St Martins Close, East Horsley, Leatherhead, KT24 6SU to the party, at the price and subject to the conditions, noted in the part 2 report. The sale was conditional upon the simultaneous surrender of the headlease held over the asset by HGR which had been agreed by the HGR Board. 3. Approved the HGR premium for the surrender of its interest from the gross receipt and noted there was debt aligned to this asset, with both parties bearing their own costs and appointments of their own professional team. 4. Delegated authority to the Deputy Chief Executive, Executive Director of Resources and Section 151 Officer in consultation with the Director of Land and Property to finalise the transaction and enter into all associated legal agreements. |

North Looe Sewage Pumping Station Land-Surplus Asset Declaration & Statutory Transfer
This part 1 report seeks delegated approval from the Cabinet Member for Property, Waste and Infrastructure, in conjunction with the Leader and Deputy Leader to: i) The surplus declaration of the landholding known as land at North Looe Sewage Pumping Station, Reigate Road, Epsom to facilitate its transfer disposal. ii) A transfer disposal to Thames Water Authority on the terms as outlined in the attached part 2 report. Additional documents: Decision: The Cabinet Member for Property, Waste and Infrastructure: 2. Approved the freehold transfer disposal to Thames Water Authority on terms as outlined in the attached part 2 report, for the purposes of a sewage pumping station with associated temporary car park access provision for the Council. 3. Delegated authority to the Deputy Chief Executive, Executive Director of Resources and Section 151 Officer in consultation with the Director of Land and Property to finalise the transaction and conclude the associated legal agreement documentation. |
