HWB Strategy (HWBS) Highlight Report Including HWBS Index and Scorecard
This paper provides an overview of the progress in the delivery of the Health and Wellbeing Strategy (HWB Strategy) as of 27th May 2025. The Highlight Report is available in an accessible, web friendly format, and provides: · An overview of activity against HWB Strategy’s Summary Implementation Plan projects and programmes, describing what has been achieved with the Priority Populations and against the Priorities/ Outcomes?and some system capabilities. · Outlines examples of collaboration by partners. · Identifies examples of new data/ insights and opportunities/ challenges that have arisen, including via the HWBS Index. · Progress of the review of the Joint Strategic Needs Assessment (JSNA) chapters.?? · Communication activity associated with the HWB Strategy. Intergenerational England
This paper proposes embedding an intergenerational approach across Surrey as a structural response to health inequalities, social isolation and community fragmentation. At its heart, this is not a new service, it’s a shift in culture. One that celebrates all ages, reduces isolation, and strengthens community by weaving intergenerational thinking into everything from parks to GP practices, libraries to local housing strategies. With strong evidence, a growing movement behind us, and roots already planted in Surrey, we propose building on what works, working alongside existing systems and communities to bring a life course, inclusive and integrated approach to health, care, and connection. We believe that by placing intergenerational connection at the heart of service design, policy development, and local delivery, we can build stronger, more resilient communities. Aligned with the Surrey Health and Wellbeing Strategy and the Integrated Care Strategy, this approach supports prevention, integration, and personalised care through community-led action and cross-sector collaboration. We recommend Board partners considers the benefits of formally adopting a Surrey-wide Intergenerational approach across strategies to improve outcomes across the life course. |

Better Care Fund Retrospective Approval
The Board is asked to retrospectively agree updated 2025 - 2026 BCF Plan. The Better Care Fund (BCF) Policy Framework 2025-2026 sets out the Government’s priorities for 2025-26, including improving discharge, reducing the pressure on urgent and emergency care and social care, supporting intermediate care, unpaid carers and housing adaptations. A key aim of the BCF has always been to support the Local Authority to deliver its Care Act duties and to protect those components of Adult Social Care that support the national BCF priority areas. The BCF can also be used to protect some community health and voluntary sector services. The BCF Plan is a one-year plan, covering 2025-26 and the Adult Social Care Discharge Fund has now been incorporated, and un-ring fenced as part of the Better Care Grant. This paper provides a general update, with the two key outcomes remaining the same: enabling people to stay well, safe, and independent at home for longer; and providing people with the right care, at the right place, at the right time. Refresh of the Health and Wellbeing Board Strategy
The Surrey HWB Strategy (last updated 2022 following the pandemic) would benefit from being refreshed for 2025/26 as it is half-way through the intended 10 year lifespan of the Strategy. Making updates to the proposed parts of the strategy would ensure it is current and relevant in the context of Devolution and Local Government Reorganisation (D & LGR) and other significant system changes such as those occurring within ICBs. It will ensure more recent and new strategic directions and identified needs are reflected in its continuing ambition to reduce health inequalities in Surrey and ensure no-one is left behind. |
