    Cabinet Member approval is sought to use funding for the St John the Baptist School scheme from the total approved SEND Capital budget of £110.5m for 2025/26 to 2028/29.

    Project costs for the St John the Baptist School scheme are committed under the SEND Capital Programme and represent no change to the budget allocation approved by Surrey County Council’s Cabinet on 24 June 2024.

    1.     St John the Baptist’s new mainstream SEN unit will create provision of a new facility for 30 autistic pupils and pupils with communication and interaction needs aged 11-16 years. Construction comprises of a new standalone four classroom SEND block, with associated parking, drop off space and turning head, a secure play area/ social space, biodiversity net gain improvements and landscaping.

    2.     The creation of 30 additional places, under this project will directly support the delivery of the target 2,404 permanent additional built places in Surrey between 2019/20-2027/28. Subject to Cabinet Member approval planned handover and completion of the project will occur in March 2026.

    The Cabinet Member for Children, Families and Lifelong Learning:

    1.     Agreed the use of funding from the total approved SEND Capital budget of £110.5m for 2025/26 to 2028/29 for the St John the Baptist School scheme. Noting that the new provision would create permanent accommodation for 30 additional state-maintained specialist places.

    2.     Approved entry into any associated legal agreement and terms to be agreed by Director Land and Property in consultation with the Section 151 Officer, Director for Education and Lifelong Learning and Cabinet Member for Children and Families and to facilitate the contract award and project delivery for St John the Baptist’s new mainstream SEN unit.

    Cabinet Member approval is sought to use funding for the Bramley Oak Academy’s expansion from the total approved SEND Capital budget of £110.5m for 2025/26 to 2028/29.

    Project costs for Bramley Oak Academy’s expansion are committed under the SEND Capital Programme and represent no change to the budget allocation approved by Surrey County Council’s Cabinet on 24 June 2024.

    Bramley Oak Academy’s expansion will create permanent accommodation for 49 additional places in total and re-provide six pupil places where additional children have been placed by the Commissioning Authority in previous years. This directly supports the delivery of the target 2,404 permanent additional built places in Surrey between 2019/20- 2027/28.

    The construction project comprises two extensions, a new purpose-built play area, biodiversity net gain landscaping, transport drop off area and highways alterations to improve flow off the A281 Horsham Road. Planning approval and Regional Director approvals on behalf of the Secretary of State for Education to create new SEN provision have been secured. Subject to Cabinet Member approval planned handover and completion of the project will occur in March 2026.

SEND Capital Programme: Carrington School Satellite Hub And Specialist Resource Provision pdf icon PDF 232 KB

    Cabinet Member approval is sought, for funding to be reallocated from the previously approved cabinet programme to provide 40 new places within Carrington School Specialist Resource Provision (SRP) and to provide an additional 33 places within the Woodfield Education Centre (WEC) also located at Carrington School.

    The creation of 73 additional places, under this project will directly support the delivery of the target 2,404 permanent additional built places in Surrey between 2019/20-2027/28. Subject to Cabinet Member approval construction would start in Summer 2025 and complete in summer of 2026.

    This funding will be reallocated from the approved SRP lines in the agreed capital programme.

    The confirmed costs are above the threshold for Capital Programme Panel (CPP) approval, and as such a Cabinet Member Decision is required. Surrey County Council’s Cabinet delegation of authority to allocate resources from the approved SEND capital budget required for individual committed projects is assigned to the Cabinet Member for Children, Families and Lifelong Learning, following Capital Programme Panel’s (CPP) financial scrutiny and endorsement. This is in line with Full Council approved amended Financial Regulations from March 2023.

    The Financial and Value for money implications are set out in the accompanying part 2 of the Cabinet report, which contains information which is exempt from Access of Information requirements by virtue of paragraph 3 (information relating to the financial or business affairs of the authority holding that information).

    The Cabinet Member for Children, Families and Lifelong Learning:

    1.     Agreed the allocation of funding from the previously approved SEND Capital programme to Carrington School, to undertake all necessary works to create 40 places Specialist Resource Provision (SRP) and to provide an additional 33 places at Woodfield Education Centre WEC) on the school site, as set out in the part 2 report.

    2.     Noted that a Funding Agreement (FA) for self-delivery would be secured with Carrington/the Trust based on agreed feasibility costs and plans prior to commencement of works. The FA would specify that the school would source all necessary permissions, prior to the release of the funds.

    3.     Noted that this project was required for SEND capacity requirements and that the provision of school places for pupils with special educational needs and disabilities (SEND) was directly in line with and contributed toward current DfE policy, statutory requirements and Surrey County Council Priorities.

    4.     Legal Services to execute the Funding Agreement and any associated legal agreements.
