ALBERT DRIVE/MAYBURY HILL - 2013/14 ITS BUDGET

To consider options for traffic calming along Albert Drive and improvements at the junction of Old Woking Road and Maybury Hill.

Decision:

The Local Committee (Woking) agreed:

 

(i)    To approve the proposals for Albert Drive as set out in Annex A and the advertising of the intention to introduce vertical traffic calming features on the highway in accordance with Section 90, (a) to (i) inclusive, of the Highways Act 1980, and if no objections are maintained the proposals are implemented;

(ii)   That any objections to these proposals be dealt with in accordance with the County Council’s scheme of delegation by the Area Team Manager in consultation with the Chairman/Vice Chairman of Woking Local Committee andthe Divisional Member for Woking North ;

(iii)  To approve the construction of the proposed improvements at the junction of Old Woking Road and Maybury Hill as set out in Annex B.  

(iv)To review the need for additional traffic calming measures in Albert Drive following the confirmed scope and detail of the Borough led Sheerwater regeneration project.

Reason:

 

The traffic calming measures in Albert Drive address the concerns of the residents about safety along the road and should reduce vehicle speeds and the number and severity of personal injury collisions.

 

The proposals for the junction of Old Woking Road and Maybury Hill are intended to improve safety at the junction without introducing controls that could compromise egress from Ivy Lane and the use of a private access on Old Woking Road.

Minutes:

Andrew Milne introduced the report which set out proposals for traffic calming along Albert Drive and improvements at the junction of Old Woking Road and Maybury Hill.  The estimated costs for Albert Drive is £26k and £83k for Maybury Hill.  These works could therefore both be carried out within this years budget.

 

Public comments:

·         It was noted that the build out being proposed as part of the Maybury Hill proposal would have some beneficial effect on speeding in Park Road.

·         Anti skid surfaces on acceleration parts of Maybury Hill junction were raised but it was noted it would not be necessary.

 

Member discussion:

Albert Drive

·         The traffic calming measures in Albert Drive address the concerns of the residents about safety along the road and should reduce vehicle speeds and the number and severity of personal injury collisions.

·         A query was raised about construction traffic using the eastern end of Albert Drive and whether it would be possible to restrict construction traffic from using this part of the road with a weight limit.  If there was not a weight limit already in place, then this would be considered. An update would be provided to the local member outside the meeting.

·         As part of the planning and construction statement, the borough council will be asking for construction vehicles to use the Sheerwater Link Road.

Maybury Hill

·         Some members queried the costs of the scheme, and a request was made for confirmation of the amount of developer funding available for this scheme, and how much had been spent to date.  This would be provided to members outside the meeting. 

·         The benefit of cutting the tree canopy at the junction was raised, and it was explained that some of the vegetation would be cut back as part of the proposal.

·         In response to a comment, it was noted that the scheme had been assessed for safety and the crossing point was deemed safe.  The scheme needs to acknowledge where people are currently crossing.

·         Where the road will be narrower, it was noted that vehicles will slow down for cyclists as they will not be able to overtake at the islands.  This will have a beneficial effect on travel speeds.

·         Other options for the junction had been considered and residents consulted. The proposals for the junction of Old Woking Road and Maybury Hill are intended to improve safety at the junction without introducing controls that could compromise egress from Ivy Lane and the use of a private access on Old Woking Road.  Action needs to be taken to address the accident history at the junction.

Cllr Ali and Cllr Murray abstained from the vote.
