To approve the Better Care Fund Plan for 2016/17.

It was AGREED:

1.     By the Strategic Director for Adult Social Care and Public Health, in consultation with the Cabinet Member for Adults and the Cabinet Member for Health, to sign off the BCF 2017-19 on behalf of Surrey County Council.

2.     And for the plan to be submitted to the Surrey Health and Wellbeing Board for final approval on 7 Septmeber 2017, ahead of submission to NHSE and DCLG on 11 September.

It was agreed that temporary provision of additional capacity and the associated capital expenditure at the two identified locations is approved to enable the placement of 22 pupils with an Education Health and Care Plan in 2017 with a further 18 in 2018. This recommendation is subject to the business case being supported by Investment Panel.

The Cabinet Member for Education authorised the Principal Manager Admissions and Transport (Strategy) to go out to statutory consultation on the proposed changes to admission arrangements for community and voluntary controlled schools for September 2019. 

The Leader of the Council agreed that the Council commences a Draft Plan Consultation on a new Surrey Waste Local Plan (SWLP) from 1 November 2017 for a period of 14 weeks.

The Local Committee (Surrey Heath) agreed that:

i)            a notice is advertised in accordance with the Road Traffic Regulation Act 1984, the effects of which will be to revoke the existing 25T Structural Weight limit on Woodlands Lane, Windlesham

ii)           any objections to the traffic regulation order should be considered and resolved by the Area Team Manager for Highways in consultation the Chairman and Vice-Chairman of the Local Committee and the local Divisional Member, and that this issue only be returned to Committee if any objections prove insurmountable;

iii)         the Order be made once any objections have been considered and resolved.

Reasons for recommendation:

to enable the removal of the permanent weight limit on Woodlands Lane, Windlesham and all related signs.

The Joint Committee agreed to include the following in the forward plan for the next meeting:

• Environment Agency: Update on the River Thames Scheme
• Surrey Fire & Rescue Service: Annual Review
• Highways Update & Budget

·         Parking Review

·         To invite representatives from the Abellio Bus Company to attend the next meeting

The Joint Committee agreed:

(i)    To allocate the anticipated £42,273 revenue from the 2018-19 budget for day to day maintenance.

(ii)  To allocate the anticipated £36,364 capital from the 2018-19 budget to continue the development of strategic schemes for CIL bids. 

(iii) Authorise the Area Highway Manager in consultation with the Chairman, Vice Chairman, and relevant Divisional Member(s) to undertake all necessary procedures to deliver the agreed programmes.

(i)    To note the question, the petition and the circumstances surrounding the changes to bus services 441 and 555

(ii)  That the County Council is to discuss the levels of provision with Heathrow Airport Ltd., for bus services from the “south side” of the airport.
