Limpsfield Grange Expansion is a School Expansion project to provide 40 additional post-16 places and 50 additional pre-16 places as required by the SEND Capital Programme 2019-2026. Works will comprise Design and Construction of new two storey teaching block together with internal remodelling works, extensions to existing buildings, hard landscape works to provide new car parking capacity and reconfiguration of the School’s vehicular access and egress.
The chosen procurement route for this project was two-stage Design and Build. This involves a Pre-Construction Services Agreement (PCSA) followed by a JCT Design and Build Contract 2016, incorporating Employer's Amendments. The tender process was a mini-competition under the Southern Construction Framework to appoint a single contractor to undertake the services required by the PCSA and any subsequent construction contract.
The quality questions were scored by three separate evaluators. Pricing was assessed separately by Quantity Surveyor consultants (Pellings).
The compliant tenderer was Morgan Sindall Construction and Infrastructure Ltd that provided a response with a price of £521,379.00. This is the price for stage one of the project (design element) under the PCSA. The overall project budget is £9.5million including construction.
A second Delegated Officer Decision Report will be produced for sign off once the second stage of the project is ready to commence (approx. 5 months) to seek approval for award of the construction contract.

The Council is seeking to appoint a single contractor under separate contracts for the enabling works and provision of new salt storage facilities for the safe, protected storage of 4000 tonnes of salt at Godstone and Merrow Highways Depots.
The contracts were procured via a sub-threshold (works) tender process for both contracts.
The evaluation was undertaken by Surrey County Council and appointed consultants. The price and quality sections were evaluated and moderated by different parties and in isolation of each other.
The works will be delivered on site under separate building contracts. The proposed form of contract is a JCT Design & Build Contract 2016.
