ii)    The traffic calmed length of White Rose Lane is resurfaced, including the reconstruction of the speed cushions, when funds are available.

 

iii)   A follow up report be brought back to the Joint Committee in 12 months following the introduction of the revised Speed Limit Policy. This report should be a holistic consideration of White Rose Lane, East Hill, Park Road and Maybury Hill.

 

Reason for recommendation:

 

The length of road that already has traffic calming features would benefit from being resurfaced and the existing speed cushions rebuilt as soon as funds allow.

The Local Committee (Reigate and Banstead) resolved to agree that:

 

(i)    The proposals for highway safety improvements (in Reigate and Banstead) described within this report are included within the bid submission to the Department for Transport’s Safer Roads Fund.

(ii)   The final decision regarding the inclusion of a revised proposal within the bid for the ‘Woodhatch Junction’ is delegated to the Road Safety Team Manager in consultation with the Chairman and Vice-Chairman/Divisional Member following the conclusion of on-going discussions.

(iii)  The proposals will include reducing the existing 50 mph speed limit between Hookwood and the new roundabout providing access to the Westvale Park Housing development, to 40 mph. The local committee is asked to agree that subject to the bid being accepted that a speed limit order is advertised and the Area Highway Manager in consultation with the Chairman, Vice Chairman and Divisional Member for Horley West, Salfords and Sidlow will consider the responses before proceeding.

 

REASONS FOR RECOMMENDATIONS:

 

(i)            The proposals described within this report would improve the quality and safety rating of the infrastructure on the A217 between Reigate and Horley. This would result in reduced risk of road casualties and severity of injury on this key strategic route.

(ii)          To allow alternative options for the ‘Woodhatch Crossing’ to be considered as part of the bid.

(i)    To note the progress and delivery of schemes within the project.

 

And resolved to:

 

(ii)   To agree that bus stop clearways are introduced at existing bus stops along quality bus corridors where bus stop improvements are being undertaken (Redhill-Reigate-Whitebushes (bus routes 430/435), Redhill – Reigate (bus route 420/460), A23 corridor (Chequers Roundabout to Redhill (bus routes 100, 400, 420/460, 424, 430/435) as specified in Annexes B and C.

 

 

 

REASONS FOR RECOMMENDATIONS:

 

  1. To update the Local Committee on the progress of Greater Redhill Sustainable Transport Package (STP).
  2. Bus stop clearways: Buses require parallel alignment to the kerb to deploy ramping and kneeling equipment. Kerbing at bus stops has been raised to allow step-free access for wheelchair users, those with mobility problems, those with shopping trollies or child buggies and easier and quicker boarding/alighting for all passengers.
  3. Parked vehicles within bus stops prevent this access.
  4. Reliability of buses is improved if the vehicles are able to approach, stop at and depart from bus stops without hindrance, improving the accuracy of scheduled bus stopping times and encouraging usage of sustainable transport. Ease of boarding and alighting speeds bus operation and assists bus operators maintaining schedules and reliability.
  5. Bus stop clearways enable Borough enforcement officers to issue penalty charge notices on any offending vehicles obstructing the bus stop area, thereby discouraging inconsiderate parking.

The Local Committee (Guildford) agreed that, having considered the comments made during the formal notice period, Traffic Regulation Orders (TROs) are made under the relevant parts of the Road Traffic Regulation Act 1984 to implement new controls and changes to the existing as shown in Annex 3 of the agenda report, but that the proposals in Pewley Hill (upper) and Tormead Road are not progressed at the present time.

The Local Committee agreed that

 

(i)      The proposals to provide raised road tables at the signalised crossing points across Onslow Street at the junction with Bridge Street, described within this report as Option B, proceeds to implementation. This will be funded from central county council budgets separate from the budget allocated to the local committee for highway improvements.

 

(ii)      A traffic regulation order to implement the raised road tables will be advertised and authority delegated to the Area Highways Manager in consultation with the Chairman, Vice-Chairman and Divisional Members for Guildford South West and Guildford South East to consider any objections before proceeding.

 

Reasons: Analysis has highlighted a pattern of pedestrian casualties at the junction of Bridge Street with Onslow Street in Guildford. The proposals presented here will help to reduce the risk of further pedestrian collisions and will improve the facilities for pedestrians when crossing the road at this important link between the railway station and town centre.

The Surrey County Council Ash Green Lane West (Right of Way No. 518, D80) and Spoil Lane (Right of Way No. 519, D74) in the Parishes of Ash, Normandy and Tongham) (Prohibition of Through Traffic) Amendment Order 2017 as shown on Drawing No. 3/1/54/H22 be made, following the conditions being met:

 

(1)  An adequate flooding plan is in place having been agreed by the Countryside Access Team Manager in consultation with the Strategic Network Resilience Team, Area Highways Manager and Divisional Member

(2)  Highways plans are updated to include drainage for this scheme

 

Reasons: Officers support the application to make an Amendment Order to allow public vehicular access to the new housing development on the basis that the BOAT will be surfaced to withstand traffic. The Order would meet the legal and policy criteria for making such Orders.

(ii)      Agreed the concept of a proposed ‘Quiet Lane / Unsuitable for HGV’ pilot zone to cover a defined area of the Surrey Hills (as set out in Annex C) within the wider study area.

The Surrey Fire and Rescue item was postponed until after the Cabinet Member’s Update item as the meeting had progressed more quickly than expected.

 

The report outlined the major strands of activity undertaken within the Guildford area by the Surrey Fire and Rescue Service (SFRS) teams based at Guildford and Gomshall Fire Stations during 2016 – 17.  It contained information on the various activities undertaken by the Borough team to reduce the risk from fire, water and road traffic incidents to the residents of Guildford Borough, including direct contact, public education programmes and campaigns. Relevant County wide activity was also included.  Appendix 1 to the report provided specific Key Performance Indicators for SFRS.

 

Members asked how they could assist the Surrey Fire and Rescue Service the Group Commander for North West Surrey responded that the Committee could help by supporting the service’s public safety plan and supporting Senior Fire Officers to meet their budgetary requirements sooner rather than later.

 

Members expressed thanks to the Fire and Rescue Service for all their hard work.  Members also asked how the service compares with others across the country. The Group Commander informed the Committee that in the last 10 years there has been a significant reduction in fires across the United Kingdom and in Surrey the service has outstanding equipment and training and are the fittest in the country.  Members requested that if any hotspots came up in Surrey to make them aware.

 

Guildford Local Committee agreed to:

 

Recognise the achievements of SFRS teams both within Guildford and across the County this year, support their commitment in further identifying and improving initiatives to reduce risk and make the Borough of  Guildford safer especially for those more vulnerable within the community.

 

Reasons:

 

SFRS dedicates a great deal of time in supporting the safety of members of Guildford’s Communities.  It is important to appreciate that the requirement for and themes of initiatives will change to meet identified needs within the community, for which continued support throughout the year and into the future is essential to allow maximum effect.

(i)        The county council’s intention to introduce the proposals within this report and in Annex 1 are formally advertised, and subject to statutory consultation (as appropriate);

(ii)        To add Fir Close, Walton on Thames to the list of roads to be included in the informal consultations on potential new resident permit schemes as set out in paragraph 2.4 of the report;

(iii)        That if objections are received the Parking Strategy and Implementation Team Manager is authorised to try and resolve them;

(iv)        That if any objections cannot be resolved, the Parking Strategy and Implementation Team Manager, in consultation with the Chairman/Vice Chairman of this committee and the county councillor for the division, decides whether or not they should be acceded to and therefore whether the order should be made, with or without modifications.

Reasons: Changes to the highway network, the built environment and society mean that parking behaviour changes and consequently it is necessary for a Highway Authority to carry out regular reviews of waiting and parking restrictions on the highway network.

The Local Committee (Mole Valley) resolved to agree that:

 

(i)    An average speed camera system be installed to replace the aging “Gatso” spot speed camera on the northbound A24 Dorking Road. The new system will provide enforcement between Givon’s Grove Roundabout and Burford Bridge Roundabout in both directions. 

And noted that:

(ii)   The new average speed camera system will be paid for from the Wider Networks Benefit Project that has received funding from the C2C Local Enterprise Partnership, at no cost to the county council or police. The ongoing maintenance and running costs will be fully met from part of the fee that offending drivers pay to attend driver rehabilitation courses (such as speed awareness courses).

 

 

REASONS FOR RECOMMENDATIONS:

 

The wet film “Gatso” camera on this stretch of road has been successful in reducing speeding and road casualties. However the “”Gatso” wet film technology is becoming obsolete and needs to be replaced. The proposals for an average speed camera system will ensure even greater compliance with the 50 mph speed limit and fewer casualties over a longer stretch of road, and in both directions. This will improve journey time reliability on this strategic route.
