23/03/2020 - HIGHWAYS UPDATE (EXECUTIVE FUNCTION) ref: 4137    For Determination

Decision Maker: Spelthorne Joint Committee

Made at meeting: 23/03/2020 - Spelthorne Joint Committee

Decision published: 15/05/2020

Effective from: 23/03/2020

Decision:

Decision taken under delegation by virtue of:

Scheme of Delegation Part 3 – Specific Delegation to Officers EAI16

Summary:

Recommendations relating to the Highways Programme for 20/21 were made to Members of the Spelthorne Joint Committee in a Highways Update report that was published in line with legal guidelines ahead of the meeting and which can be found here:

https://mycouncil.surreycc.gov.uk/documents/s66744/Highways%20Update%20SPE%20v2.pdf

This report would have been considered at Committee’s meeting of 23rd March 2020.  This meeting was cancelled due to the outbreak of COVID-19. The subsequent decisions were made by the Delegated Officer, in consultation with committee members, in accordance with the Remote Working protocols.

Decision made:

With reference to the recommendations in the Highways Update report:

(i)            Delegate authority to the Area Highways Manager to decide preferred option(s) for the Shepperton High Street ITS scheme, in consultation with the Chairman, Vice Chairman and Divisional Member, and to undertake all necessary legal processes, to enable to enable this scheme to be delivered next Financial Year 2020-21

(ii)          Approve the advertisement of an extension of the Thames Street 20mph Zone to include the one-way sections of Church Street and Green Street, Lower Sunbury, to authorise the Area Highways Manager to consider any representations in consultation with the Chairman, Vice Chairman and Divisional Member, and if there are no significant objections to implement the scheme.

(iii)         Delegate authority to the Area Highways Manager to decide preferred option(s) for the Walton Bridge Road, Shepperton ITS scheme, in consultation with the Chairman, Vice Chairman and Divisional Member, to enable the scheme to move forwards through detailed design and consultation next Financial Year 2020-21.

(iv)         Delegate authority to the Area Highways Manager to decide preferred option(s) for the Chertsey Road ITS scheme, in consultation with the Chairman, Vice Chairman and Divisional Member, to enable the scheme to move forwards through detailed design and consultation next Financial Year 2020-21.

(v)          Authorise the Area Highway Manager in consultation with the Chairman, Vice Chairman, and relevant Divisional Member(s) to undertake all necessary procedures to deliver the agreed programmes.

Subsequent to the cancellation of the meeting, there was considerable discussion by e-mail and telephone about which projects should be priorities for the 2020-21 capital ITS programme.  There was a consensus among Members to introduce a new project for feasibility, consultation and detailed design – this new project being to renew the rising bollards in Staines High Street which was brought about by a Members’ question from the Divisional Member for Staines and which has been published to the website as item 6. Members were made aware that introducing a new project would mean other projects would need to be deferred.  To conclude the discussion, the Area Highway Manager recommended the following programme:

For construction / implementation

Shepperton High Street

Construction of pedestrian improvements.

£40,000

Lower Hampton Road, Sunbury

Implementation of speed management scheme to address persistent pattern of casualties.

£20,000

Church Street / Green Street, Lower Sunbury

Implementation of extension of 20mph Zone to start of one-way system

£10,000

For development, in order of priority

1)     Staines High Street Rising Bollard

Feasibility, detailed design, legal and consultation costs

£37,000 available in total (including £7,000 from the parking surplus) to work through these in priority order.  This means the lower priority schemes may not move forwards during the current Financial Year 2020-21.

2)     Buckland School phase 1:  junction of Worple Road and Staines Road

Consultation and detailed design

3)     Chertsey Road

Consultation and detailed design

4)     Walton Bridge Road, Shepperton

Consultation and detailed design

5)     Gresham Road, Staines

Consultation and detailed design

6)     Buckland School phase 2:  Worple Road pedestrian crossing

Consultation and detailed design

7)     Buckland School phase 3:  outside the school itself

Consultation and detailed design

It is decided that this programme will be delivered in 2020-21.

Reasons for Decision:

1.    This decision was made to allow the 20/21 programme to progress

2.    All Members of the Local Committee were given the opportunity to comment on the recommendations, the reasons for which are detailed in the respective reports.  A number of Members expressed their support to the recommendations number with roman numerals above, which appeared in the original Highways Update report.  No objections were raised to these recommendations.

Members indicated their consensus to introduce a new project to renew the rising bollards in Staines High Street, being aware that starting this new project would mean other projects would need to be deferred.  After some discussion, there were no objections to the programme recommended by the Area Highways Manager (shown above).  Therefore it is decided to adopt this programme for 2020-21.

13/05/2020 - Education Management System ref: 4140    Recommendations Approved

The Education service is currently supported by a collection of systems with Capita One as the largest with 16 different modules in use. In addition there are systems from Servelec Synergy, Open Objects, Welfare Call and one that has been developed in house.  These systems do not integrate or share information and are not highly regarded by users. The vision is to have a single view of a child’s record.

A procurement exercise was run under the terms of the Crown Commercial Service Data and Application Solutions framework RM3821 as a mini-competition under Lot 5b Academic Scheduling and Management Solutions. This received two bids but only one bid met the Council’s criteria and specification.

30/04/2020 - Surrey County Council Response to Covid: Age UK Surrey information and advice service ref: 4138    Recommendations Approved

On 1st March 2022 the Department for Health & Social Care (DHSC) published details of the ADULT SOCIAL CARE OMICRON SUPPORT FUND.  This was the final specific ASC Covid funding stream.

Surrey County Council (SCC) has received £1m of Omicron Support Fund monies.  Funding was provided so that “Local authorities have discretion to use the funding as needed locally, to support the adult social care sector, including relevant local authority staff, in its COVID-19 response, and in particular increased challenges posed by the Omicron variant”.

The funding was unringfenced and did not have to be spent within a set period.  When the funding was received, the Council was paying out the final allocations of the Infection Control and Testing Fund 3 and Recruitment & Retention Fund round 2 funding streams to ASC providers.  It was agreed therefore that Omicron Support Fund monies would be retained on the balance sheet so they could be utilised to support ASC providers in the early part of the 2022/23 financial year.

As with all previous Covid grant funding streams, the Council consulted with the Surrey Care Association to seek views on the best way to dispense the limited grant funds across Surrey’s broad ASC provider base.  Following this consultation the Adults Leadership Team determined that given this funding stream is unringfenced it would be most appropriate to invite all ASC providers to bid for funds against a set of criteria.  Providers were invited to submit applications for a funding allocation towards:

•The cost of staff sickness in April 2022.

•Hardship payments to pass onto staff members who have suffered loss of earnings due to sickness and/or the need to self-isolate.

•The cost of facilitating safe visiting in April 2022, with the option to submit a claim for the period May-June 2022 as well if funds could accommodate.

•Other cost pressures caused by the pandemic in April 2022, with the option to submit a claim for the period May-June 2022 as well if funds could accommodate.

Due to the limited value of grant funds, a decision was taken to prioritise funding for providers who provide services to residents whose care is funded by the Council.  This was made clear on the application form.

An online form was prepared to gather applications and this form was sent to providers on 20th May 2022 inviting them to apply with a deadline of 10th June 2022.

Applications were received from 165 providers, totalling £3.1m.

The payment will be outside of the normal payments made to Age UK for the information & advice service and the intention is for this payment to be funded out the COVID-19 funding SCC is receiving from government.

18/03/2020 - SCC-LED LEP-FUNDED PROJECTS (EXECUTIVE FUNCTION FOR DECISION) ref: 4136    Recommendations Approved

Decision Maker: Guildford Joint Committee

Made at meeting: 18/03/2020 - Guildford Joint Committee

Decision published: 12/05/2020

Effective from: 18/03/2020

Decision:

Decision taken under delegation by virtue of:

Scheme of Delegation Part 3 – Specific Delegation to Officers EAI16

Summary

The purpose of this paper is to provide an update on the programme and delivery of the Surrey-led Highway and Transport EM3 Local Enterprise Partnership (LEP) funded Guildford Quality Bus Corridor (QBC) major project and the Town Centre Transport Package (TCTP). Online report: Item 9 https://mycouncil.surreycc.gov.uk/ieListDocuments.aspx?CId=751&MId=7103&Ver=4

Decision made:

It was AGREED that the:

1.    Area Highway Manager and Transport Strategy Project Manager be authorised, in consultation with the Chairman, Vice Chairman, and relevant Divisional Member(s) to undertake all necessary procedures including the relevant advertisement of notices and traffic regulation orders (for the specific sites that require it), to deliver the Bus Stop Civil works to provide accessibility improvements around Guildford.

2.    Updates provided for the Surrey County Council (SCC)-led Local Enterprise Partnership (LEP) funded Quality Bus Corridor (QBC), the Town Centre Transport Package (TCTP) and the Guildford Local Transport Strategy (LTS) be noted.

Reasons for Decision:

The purpose of this report is to provide sufficient information to enable the Joint Committee to agree the advertisement of the necessary statutory traffic regulation orders, notices and notifications which are required to deliver the Quality Bus Corridor pinch-point and bus stop improvement accessibility schemes. This will enable the progression of the major transport scheme works as per the business case that was approved and funded by the EM3 Local Enterprise Partnership. The Local Growth Funding (LGF) is time-limited until 31st March 2021. Any delays to approvals, processes and scheme deliverables may mean the agreed outputs cannot be funded or delivered as part of the QBC project. Updates are provided on the Town Centre Transport Package (TCTP) and Guildford Local Transport Strategy, and members were briefed at the recent Infrastructure Delivery Transport Working Group.

Decision taken by:                  Richard Bolton / Stacey Capewell

Decision taken on:                  2 April 2020

To be implemented on:           7 April 2020

Alternative options considered

Delegated authority was requested for the associated statutory advertisement of the traffic regulation orders and notices for the pinch-point schemes along Epsom Road and the Bus Stop Improvements as noted in the report. This was to progress the QBC Project within the time funding limit.

Officers will revert to the Chairman, Vice Chairman and Divisional Member, or indeed the Committee as appropriate, whenever preferred options need to be identified if further authorisation is required. The Chairman, Vice Chairman and Divisional Member will be kept updated on the relevant consultations if and when delegated decisions are required.

The Unlocking Guildford package has been agreed with the EM3 LEP and by Joint Committee; the funding has been set aside for the schemes and project elements as explained above and funding is available until March 2021.

Summary of any financial implications

The schemes within the Guildford QBC Project are fully funded as per the business case submitted to the EM3 LEP and form part of an agreed capital programme. Non-delivery of any scheme within the agreed Projects/work streams would create a risk that the LEP may ask the council to refund any revenue costs to date spent on developing said scheme.

Declarations of conflicts of interest

None

Consultation/Process Followed

The QBC project was included in the public consultation which encompassed five of the six Unlocking Guildford Projects (excluding the Sustainable Movement Corridor) which ran from 22nd January 2018 to 4th March 2018 and included public exhibitions.

The business case for the QBC project was submitted to the LEP in April 2018 and funding was approved September 2018.

Engagement on the implementation of Traffic Regulation Orders and Notices for various aspects will take place as per the council’s statutory requirements.

Summary

This report summarises progress with the Local Committee’s programme of Highways works for the current Financial Year 2019-20.

The Local Committee’s Highways budgets for next Financial Year 2020-21 have now been confirmed.  Following consultation with Members of the Local Committee recommendations are now made to amend budget allocations for 2020-21, which were previously agreed in September 2019, and to revise the ITS programme for 2020-21, which was previously agreed in December 2019.

These reports are published online here item 2 and annexes A-D:  https://mycouncil.surreycc.gov.uk/ieListDocuments.aspx?CId=197&MId=6995&Ver=4

Decision made:

It was AGREED to:

(i)    Approve the amended allocations of the Local Committee’s budgets for next Financial Year 2020-21, which were previously approved in September 2019, as set out in Table 4 [in the Highways Update report] (paragraphs 2.1.5 to 2.1.8 [of the Highways Update report] refer);

(ii)   Implement Option 1 [Do minimum – implement new double yellow lines and install bollards to resolve congestion and obstructive parking concerns] for the East Street, between Chuters Grove and Windmill Lane scheme as part of the 2020-21 ITS programme (paragraphs 2.2.2 to 2.2.6 refer);

(iii)  Implement one element of the East Street, between Kiln Lane and High Street cycle route scheme – a new shared route on the northwest side of East Street, between the existing cycle route behind the Ebbisham Centre and The Kings Arms (paragraphs 2.2.2 to 2.2.6 refer);

(iv)  Approve the revised ITS programme for next Financial Year 2020-21, which was previously approved in December 2019, as set out in Table 6 below (paragraphs 2.2.7 and 2.2.8 refer);

(v)   Give permission for Epsom & Ewell Borough Council to extend the hackney carriage rank in Epsom High Street near TK Maxx as shown in Annex D, to make it easier to enforce this rank and to ease confusion currently experienced by members of the public (paragraphs 2.8.2 to 2.8.4 refer);

(vi)  Authorise the Area Highway Manager in consultation with the Chairman, Vice Chairman, and relevant Divisional Member(s) to undertake all necessary procedures to deliver the agreed programmes.

Reasons for Decision:

Recommendations have been made to amend the allocations of the Local Committee’s budgets for 2020-21 following an increase in budget provision announced by the Cabinet Member for Highways in December 2019.

Decisions are now needed to be able to move forwards with the East Street, between Chuters Grove and Windmill Lane layby scheme and the East Street, between Kiln Lane and High Street cycle route scheme.

The Area Highway Manager reviewed the ITS forward programme with the Local Committee at its informal meeting in January 2020, in view of the confirmed Highways budgets for 2020-21, and the emerging cost estimates for the developing ITS schemes.  Changes are recommended to this programme to ensure the delivery of all schemes for which developer funding is available.

As part of the Northern Footway resurfacing scheme in Epsom High Street it is proposed to extend the hackney carriageway rank to provide space for one additional hackney carriage.

Committee is asked to provide the necessary authorisation to deliver its programmes of work in consultation with the Chairman, Vice Chairman and relevant Divisional Member without the need to revert to the Committee as a whole.

Decision taken by:                  Nick Healey, Area Highway Manager (NE)

Decision taken on:                  3rd April 2020

To be implemented on:           8th April 2020 for Financial Year 2020-21

Alternative options considered

Options are outlined in the reports.

Summary of any financial implications

The schemes proposed are within the financial budget for this committee.  Further details are outlined in the report.

Declarations of conflicts of interest

None.

Consultation/Process Followed

All Members of the Local Committee were given the opportunity to comment on the recommendations, the reasons for which are detailed in the respective reports.  All four Members (including the Chairman) who commented were in favour. No objections were raised by any Members.

For the East Street, between Chuters Grove and Windmill Lane scheme, three Members expressed a preference for Option 1:  Do minimum – implement new double yellow lines and install bollards to resolve congestion and obstructive parking concerns.  No other Members expressed any preference.  The Area Highway Manager previously met local Members (Division and Ward) to discuss this scheme; option 1 was favoured by the majority of local Members.
