The Joint Committee (Spelthorne) agreed to:

 

(i)    Approve the provisional allocation of assumed budgets for 2020-21.

(ii)   Authorise the Area Highway Manager, in consultation with the Chairman, Vice Chairman and Divisional Member, to advertise the necessary legal notices for the new traffic calming and 20mph Zone extension in French Street.

(iii)  Approve two new bus stop clearways in Clare Road, Stanwell, to be installed as part of the Wider Staines Sustainable Transport Package.

(iv) Authorise the Area Highway Manager, in consultation with the Chairman, Vice Chairman and affected Divisional Members, to implement the new cycle off-carriageway routes in Town Lane, Park Road, and London Road.

(v)  Authorise the Area Highway Manager, in consultation with the Chairman, Vice Chairman and affected Divisional Members, to undertake the necessary statutory processes for the raised entry treatments (road tables) on side roads connecting to Park Road and London Road, and the parking changes in London Road.

(vi) Authorise 34 further bus stop clearways at bus stops in Stanwell, Stanwell Moor and Staines, to be installed as part of the Wider Staines Sustainable Transport Package.

(vii)To authorise the Area Highway Manager in consultation with the Chairman, Vice Chairman, and relevant Divisional Member(s) to undertake all necessary procedures to deliver the agreed programmes.

 

Reasons:

 

 

1.    The Joint Committee authorises Highways personnel to proceed in order that they can carry out their agreed programme for 2019/20 in a timely fashion.

The Local Committee (Surrey Heath) noted that:

 

(i)            Benner Lane is included on the Surrey Heath speed management plan and a number of measures have been implemented to help encourage better compliance with the speed limit.

(ii)           Benner Lane has a good safety record and there are currently no proposals to introduce any traffic calming measures.

(iii)          Vehicle speeds and road safety will continue to be monitored in Benner Lane as they are for all sites on the Surrey Heath speed management plan.

Reasons for Decision:

Benner Lane has a good safety record with no personal injury collisions having occurred in the any part of the road in the last 5 years.

 The Education service is currently supported by a collection of systems with Capita One as the largest with 16 different modules in use. In addition there are systems from Servelec Synergy, Open Objects, Welfare Call and one that has been developed in house.  These systems do not integrate or share information and are not highly regarded by users. The vision is to have a single view of a child’s record.

 

A procurement exercise was run under the terms of the Crown Commercial Service Data and Application Solutions framework RM3821 as a mini-competition under Lot 5b Academic Scheduling and Management Solutions. This received two bids but only one bid met the Council’s criteria and specification.

1.    Confirmed agreement for Surrey County Council and Surrey and Borders Partnership (SaBP) NHS Trust to enter into a proposed five-year co-operation agreement. After the initial five-year term, the co-operation agreement will automatically renew on an annual basis unless terminated. The agreement will be in compliance with Regulation 12(7) of the Public Contract Regulations 2015 (PCR 2015).

2.    The final version of the proposed agreement is to be brought back to the Committees-in-Common sub-committee in December 2019 before sign-off.

      i.        That any uncommitted funding by 31st October from County Councillors’ Highways Allocations must be used by the Area Highways Manager to address pertinent issues in Runnymede.

1.    The Committee wanted to make a collective decision on this to ensure that all available funding is wholly and effectively used by the end of the financial year.
