The Joint Committee (Spelthorne) agreed to:

(i)    Approve the provisional allocation of assumed budgets for 2020-21.

(ii)   Authorise the Area Highway Manager, in consultation with the Chairman, Vice Chairman and Divisional Member, to advertise the necessary legal notices for the new traffic calming and 20mph Zone extension in French Street.

(iii)  Approve two new bus stop clearways in Clare Road, Stanwell, to be installed as part of the Wider Staines Sustainable Transport Package.

(iv) Authorise the Area Highway Manager, in consultation with the Chairman, Vice Chairman and affected Divisional Members, to implement the new cycle off-carriageway routes in Town Lane, Park Road, and London Road.

(v)  Authorise the Area Highway Manager, in consultation with the Chairman, Vice Chairman and affected Divisional Members, to undertake the necessary statutory processes for the raised entry treatments (road tables) on side roads connecting to Park Road and London Road, and the parking changes in London Road.

(vi) Authorise 34 further bus stop clearways at bus stops in Stanwell, Stanwell Moor and Staines, to be installed as part of the Wider Staines Sustainable Transport Package.

(vii)To authorise the Area Highway Manager in consultation with the Chairman, Vice Chairman, and relevant Divisional Member(s) to undertake all necessary procedures to deliver the agreed programmes.

Reasons:

1.    The Joint Committee authorises Highways personnel to proceed in order that they can carry out their agreed programme for 2019/20 in a timely fashion.

Recommendations:

Cllr Mike Goodman was nominated as the SCC representative for the Fairoaks Airport Consultative Committee.

Reason for Decision:

The Fairoaks Airport Consultative Committee have a vacancy for one Surrey County Council representative until the end of the election cycle of May 2021.  This organisation is located within Chobham.

Recommendations:

The Local Committee noted that:

(i)            There is no action to be taken until the current work on reducing speed in Windlesham is completed.

Reasons for Decision:

As part of work associated with developing proposals for the Windlesham Neighbourhood Plan, transport consultants are seeking views from residents about other potential options for enhancing the village centre environment.

The Local Committee (Surrey Heath) noted that:

(i)            Benner Lane is included on the Surrey Heath speed management plan and a number of measures have been implemented to help encourage better compliance with the speed limit.

(ii)           Benner Lane has a good safety record and there are currently no proposals to introduce any traffic calming measures.

(iii)          Vehicle speeds and road safety will continue to be monitored in Benner Lane as they are for all sites on the Surrey Heath speed management plan.

Reasons for Decision:

Benner Lane has a good safety record with no personal injury collisions having occurred in the any part of the road in the last 5 years.

Recommendations:

The Local Committee (Surrey Heath) is asked to note:

i)              the progress with the ITS highways and developer funded schemes, and revenue funded works for the 2019/20 financial year.     

ii)             the budgetary position.

iii)            that a further Highways Update will be brought to the next meeting of this Committee.

The next meeting is on Monday 25 November. The Open Forum will commence at 7pm. The venue is to be confirmed.

 The Education service is currently supported by a collection of systems with Capita One as the largest with 16 different modules in use. In addition there are systems from Servelec Synergy, Open Objects, Welfare Call and one that has been developed in house.  These systems do not integrate or share information and are not highly regarded by users. The vision is to have a single view of a child’s record.

A procurement exercise was run under the terms of the Crown Commercial Service Data and Application Solutions framework RM3821 as a mini-competition under Lot 5b Academic Scheduling and Management Solutions. This received two bids but only one bid met the Council’s criteria and specification.

It was AGREED that:

1. The incumbent, Healthwatch Surrey CIC is awarded the contract to commence from April 1 2020.

Recommendations:

The Local Committee (Surrey Heath) noted and endorsed the report.

The Cabinet Member authorised the Service Manager – Admissions and Transport to go out to statutory consultation on the proposed changes to admission arrangements for community and voluntary controlled schools for September 2021.

The Joint Committee (Spelthorne) agreed:

(i)            to proceed with the advertised parking restrictions for Horton Road and to proceed further with the request to double yellow line Horton Road on both sides between Hithermoor Road and the Garden Centre, excluding its laybys, and to proceed with the advertised parking restrictions for Spout Lane and for a more extensive double yellow line proposal, for both sides of Spout Lane, especially where it is narrowest, to be considered as soon as possible.

The Joint Committee (Spelthorne) agreed to

(i)    Recognise the achievements of the borough teams within Spelthorne Borough and support their commitment to further improve initiatives to reduce risk and

      Make Spelthorne Borough safer.

(ii)  Support future initiatives and campaigns aimed at promoting collaborative working with partner blue light agencies and volunteer organisations

Reasons:

1.    The Joint Committee recognises the valuable work that has been achieved.

The Local Committee (Waverley) resolved to AGREE:

(i)    One Surrey County Council Member (Cllr Andy MacLeod) be appointed to the 40 Degreez Centre for Young People, Farnham, as detailed in the report, section 2.2.

(ii)  The Member be allowed to bring update reports from the 40 Degreez Centre, when relevant.

Reason: to enable the Waverley Local Committee to be represented at the 40 Degreez Centre for Young People in Farnham and for the nominated member to be able to report back to the Local Committee when relevant.

The following recommendations were agreed:

1.    Approved the implementation of the strategic commissioning approach to supported living for adults with a mental health and/or substance misuse problem.

2.    Approved the award of Dynamic Purcashing System Agreements for Supported Living to the successful providers for the provision of high quality, value for money services to individuals.

3.    The recommendation laid out in the Part 2 report was approved.

The following recommendations were agreed:

1.    Confirmed agreement for Surrey County Council and Surrey and Borders Partnership (SaBP) NHS Trust to enter into a proposed five-year co-operation agreement. After the initial five-year term, the co-operation agreement will automatically renew on an annual basis unless terminated. The agreement will be in compliance with Regulation 12(7) of the Public Contract Regulations 2015 (PCR 2015).

2.    The final version of the proposed agreement is to be brought back to the Committees-in-Common sub-committee in December 2019 before sign-off.

The following recommendations were agreed:

1.    Agreed that the finalised 2019/20 Better Care Fund Plan is presented to the Surrey Health and Wellbeing Board for final approval on 3 October 2019

2.    Noted that the national planning conditions have been met, including the minimum CCG funding contribution, the minimum funding allocation to NHS Commissioned Out of Hospital Spend, and minimum funding allocation to Adult Social Care services.

The Joint Committee (Runnymede) agreed:

      i.        To appoint the Divisional Member for Addlestone to represent the Committee on the Community Safety Partnership.

     ii.        To dispense with the establishment of the Committee’s task groups

    iii.        To suspend representation to the Early Help Board until their review has been completed.

Reasons:

1.    The Committee agreed with the Divisional Member’s proposal that he should be the Joint Committee's representative on the Community Safety Partnership as he already serves on this partnership in another capacity.

2.    The Committee agreed that as parking and resident engagement are topics that are being reviewed by the Committee that task groups are not required at this time.

3.    The Committee agreed that as the Early Help board are not currently meeting, a Committee representative is not required at this time.

The Joint Committee (Runnymede) agreed:

      i.        That any uncommitted funding by 31^st October from County Councillors’ Highways Allocations must be used by the Area Highways Manager to address pertinent issues in Runnymede.

Reasons:

1.    The Committee wanted to make a collective decision on this to ensure that all available funding is wholly and effectively used by the end of the financial year.
