Outwood Lane between 1 The Cottages and the bend adjacent to Brackenash cottage is dangerous. Between June 2020 and July 2021 there have been 5 serious incidents due to vehicle speeds, tight, (verge-hidden) bends and insufficient or (verge-hidden) road signs. On most occasions, I (and neighbours) are ‘nursing’ injured motorists/cyclists in our front gardens & houses whilst waiting for the emergency services, often late in the evening. On two occasions it has taken well over 1 hour for emergency services to arrive (with one incident being a head on collision involving a 74 year old gentleman with a head injury). Additionally, all accidents typically involve damage to homeowners property - walls, fences and vehicles. Consequently, a number of local residents have approached the County Council requesting the following road safety interventions:
Speed and safety assessment / site visit / meeting between
residents and the appropriate Highways officer/s. (Note: Police
speed survey results attached from 2020:
https://drive.google.com/drive/mobile/folders/1WC6b0cHITr2dB38_I-N3oHIjv5CFafcB?usp=sharing).
Speed limit reduction from 40mph to 30mph from Ramblers Rest to The
Glade, in line with other residential parts of Outwood Lane.
Improved signage approaching the bend adjacent to Brackenash
Cottage from both directions.
Verge/bushes significantly cut-back leading up to the bend adjacent
to Brackenash Cottage from both directions; in order to give
motorists more warning of the tightness of the bends in the road
(and in order that signs are more visible).
Average speed cameras between Hazelwood Lane junction of Outwood
Lane and The Glade.
The above has been raised with our local County Councillor; Cllr
Luke Bennett, who has visited the site on two occasions to witness
these problems. On both occasions, he witnessed
‘incidents’. (i) A misrouted, foreign-registered, HGV
stranded on the tight bend and then reversing against the traffic
for several hundred yards to U turn. (ii) A motorcycle accident on
the same tight bend with 2 Police cars in attendance.
We understand that Cllr Bennett has raised these issues with Surrey CC Highways, however we have so far only seen a partial (insufficient) cut-back of the verge prior to the most dangerous bend (i.e. point 4), which is neither deep enough or long enough to achieve the safety improvement needed. Consequently, residents decided to submit a petition to request that this section of road is thoroughly reviewed with urgency, in order to mitigate the chances of further incidents.
