Approval to award Short Breaks for Children & Young People via a Dynamic Purchasing System (DPS) and Lot specific contracts

Purpose:

Surrey County Council has to fulfil their statutory duty (under the Children Act 1989  and the Breaks for Carers of Disabled Children Regulations 2011) to provide a range of Short Breaks, during the day and night, at weekends and during school holidays “sufficient to assist carers to continue to provide care or to do so more effectively”.  

 

Currently Short Breaks for Children with Disabilities are commissioned through a number of block contracts and grant agreements which were put in place on 1st December 2017 for 3+1+1 years and will come to an end on 31st March 2023.

 

As the current contracts and grant agreements will be coming to an end and there are no extensions periods available, we need to ensure we have a new commissioning method in place from 1st April 2023 so that we can continue delivering the service to children & young people and their families within the county of Surrey.

 

The following client groups are in scope for the new contract:

 

  • Children and young people resident in Surrey aged 5 to 19 who have a disability
  • For some services, the families of those children and young people

 

The new DPS for Short Breaks will commence on 1st April 2023 and it will be in place for 3 years, up to 31st March 2026. There are also available extensions of 4 years (+2, +2)

 

Decision:

It was AGREED that:

 

  1. Surrey County Council will award a DPS to deliver Short Breaks Services (see Procurement Report).
  2. Surrey County Council will award Call-Off Contracts to the successful Suppliers (see Procurement Report) to Lots 1-6 as a result of the 1st Mini-Competition run in parallel to the setup of the DPS
  3. All future Call Off-Contracts for individual placements and block contracts via a mini competition made under the DPS will be approved by the Director of Commissioning and/or Head of Service.

 

Reasons for the decision:

Surrey County Council will be able to meet statutory duties and ensuring we provide Short Breaks to Children and Young People. This is also a compliant route to market meeting the requirements of ‘The Public Contracts Regulations 2015’.
