Purpose:

Surrey County Council (SCC) recognises the need for support to define the medium-term strategy for adult social care and to deliver complex change across interfaces, especially in order to deliver consistent high-quality care whilst interfacing with a complex health provider market. This will enable SCC to meet the twin challenge of delivering immediate impact to support outcomes and improve the financial position, whilst delivering a coherent programme of change to meet a more sustainable medium-term delivery model across the directorate, as well as supporting discharge and flow transformation across Surrey’s hospital system including embedding an enhanced strengths based Discharge to Assess model.  

 

SCC has ambitions to improve relationships with health partners, providers, the voluntary community and faith sector, as well as internally to deliver better outcomes for its residents and a sustainable financial position. Decision:

It was AGREED that:

 

1.           A contract is awarded to Impower Consulting Limited under the ESPO Framework Consultancy Services 2021 664_21 Lot 4b – Social Care Adults.

 

Reasons for the decision:

SCC engaged Impower to support with work on their Twin Track programme to identify ways in which additional efficiencies could be delivered beyond those currently identified in SCC’s Medium Term Financial Strategy (MTFS).

 

As part of this work Impower undertook an Adult Social Care (ASC) diagnostic which reviewed operating practice across Surrey’s ASC and health system in conjunction with a broader prevention spend mapping exercise that Impower also conducted.

 

The ASC diagnostic identified potential for up to £18.5m of demand management cost mitigation efficiencies over the next four years beyond efficiencies already included in ASC’s MTFS.  These efficiencies have been included in the Draft 2023/24 budget and 2023-28 MTFS pending further work to confirm the scale that is deliverable and develop more detailed implementation plans.

 

The engagement of Impower for this further piece of work is a direct follow on from their previous ASC diagnostic work and will directly support the confirmation and delivery of the demand management efficiencies.  It is therefore considered to proceed with a direct award to Impower as they are best placed to progress this work based on the recent work with SCC.
