This report is a formal record of the decision to sign the GDA with Homes England for the A320 Housing Infrastructure Fund (HIF) scheme taken by the Executive Director Environment, Transport and Infrastructure and the Executive Director of Resources in consultation with the relevant Cabinet Member and the Leader as delegated by Cabinet on 28 September 2020.
The HIF Forward Funding is a £5.5 billion government capital grant programme launched in summer 2017 to help to deliver up to 300,000 new homes in England in response to the national shortage of good quality accessible housing. Funding is awarded to local authorities on a highly competitive basis, providing grant funding for new infrastructure that will unlock the supply of new homes in the areas of greatest housing demand.
Following a comprehensive and detailed due diligence process by Government, the Ministry of Housing, Communities & Local Government (MHCLG) confirmed on 12 March 2020 that SCC has been awarded £41.8 million for its A320 North of Woking HIF Forward Funding scheme. Following further work on the outstanding issues identified when this project was considered by Cabinet on 23 June, Cabinet considered the scheme again on 29 September, when it resolved:
In respect to Resolution 2 above, SCC has entered into a side agreement / Flow Down contract with RBC.
This now enables the Executive Director Environment, Transport and Infrastructure and the Executive Director of Resources in consultation with the relevant Cabinet Member and the Leader to proceed to sign the Homes England GDA.
It was AGREED that:
SCC’s acceptance of the grant funding will facilitate the delivery of the road infrastructure to support the additional housing identified in RBC’s Local Plan.
The delegation of the decisions relating to the forward funding conditions has enabled timely decisions to be taken on the operational aspects of delivering the scheme.
The alternative would be to not sign the GDA. Doing so would likely see MHCLG withdraw the HIF funding offer. That would result in the A320 infrastructure improvements planned to be delivered using the HIF funding failing to be delivered, as there is no identified alternative source of funding. This would be a failure to deliver the core highways and transport infrastructure planned to support the additional housing identified in RBC’s Local Plan, with consequential planning, housing and reputation impacts.
