Supply of Hydrogen Fuel Cell Busses and Ancillary Equipment

Decision Maker: Executive Director Environment, Infrastructure and Growth

Decision status: Recommendations Approved

Is Key decision?: Yes

Is subject to call in?: No

Purpose:

The Council propose to procure 34 hydrogen fuel cell buses from The Bamford Bus Company Limited. This purchase enables the Council to accelerate the introduction of ultra-low and zero emission buses into Surrey, whilst retaining ownership of the capital asset, i.e. the buses. This will help create more carbon neutral transport options and assist in achieving climate change targets by providing residents with greener and more sustainable travel choices. The Council will lease the 34 hydrogen fuel cell buses to Metrobus. This will confirm the Council’s ownership of the buses, annual lease costs, maintenance schedule and maintenance costs, with maintenance costs borne solely by Metrobus.

Decision:

It was AGREED that:

1. A contract be placed with The Bamford Bus Company Limited for the supply of 34 Hydrogen Fuel Cell Busses at a price of £16,468,070.

Reasons for the decision:

The Bamford Bus Company operating as Wrightbus are the only manufacturer who can provide both Single and Double decked busses to the requirements of Surrey/operator. As Brighton & Hove Bus and Coach Company Limited have already placed an order with Wrightbus for a number of similar vehicles, we have, with the assistance of Brighton & Hove Bus and Coach Company Limited, negotiated the same advantageous terms and pricing providing value for money for the use of public funds while not disadvantaging the market.
