South Central Children's Residential Framework

Purpose:

Surrey County Council are requesting approval to access the new framework tendered by Southampton City Council on behalf of a consortium of Local Authorities across the Southern Region of England. The consortium came together to commission children’s residential care using a framework agreement, in order to fulfil their statutory duty to provide high quality residential care to looked after children within their Authority. The framework is a route to market, with pre-qualifying, Ofsted registered children’s care homes with fixed price points.

 

Decision:

It was AGREED that:

 

1.           Surrey County Council will procure Children’s residential home via the newly established framework, where appropriate

2.           All call off contracts for Individual Placements will be made by the Gateway to Resources team using an individual placement agreement

 

Reasons for the decision:

Surrey County Council will be able to meet statutory duties and ensuring we provide Children’s Residential Services to children and young people. This is also a compliant route to market meeting the requirements of the Procurement and Contracts Regulations 2015.
