To receive a report from Surrey Highways Parking Strategy and Implementation Team. The report provides an overview and update of the on-street parking enforcement operation in Waverley Borough for the financial year 2017/18, including financial accounts for this period.

The Local Committee (Waverley) resolved to AGREE to:
(i) Continue to support the enforcement of waiting and parking restrictions in the borough.
(ii) Approve the recruitment of an additional Civil Enforcement Officer (CEO) on a permanent basis for enforcement in Waverley. Section 5.2 refers to a trial conducted with an additional CEO, which was found to be self-funding at least.
Reason: Effective parking enforcement can help to:
• Improve road safety
• Increase access for emergency vehicles
• improve access to shops, facilities and businesses
• Increase access for refuse vehicles and service vehicles
• Ease traffic congestion
• Better regulate parking

Member discussion – key points:
Members welcomed the report and asked the officer to clarify some of the information. The officer said that his team was working with the SCC Parking team to resolve any outstanding issues, for example, paragraph 2.23 ‘areas that are still not enforceable’. He was asked if data is used when considering parking charges. The officer replied that the report is now a public document and could be used for any future decisions.
