3. SEND Capital Programme: Brooklands College Post 16 SEN Unit PDF 193 KB
Cabinet Member approval is sought for use of £5.3m from the approved SEND Capital Funding for Brooklands College’s mainstream Post 16 mainstream SEN Unit, committed under the Special Educational Needs and Disabilities (SEND) Capital Programme.
The capital investment is for the construction project being delivered by Brooklands College Trust under a Self-Delivery Agreement between the Trust and Surrey County Council where a viable scheme, location, planning approval and costs have been confirmed. This is to create a new 60 place Post 16 mainstream SEN Unit for autistic students aged 16-19 years. The scheme will provide 30 additional places and 30 re-provided places where students have been allocated places in temporary accommodation arrangements agreed between the Trust and Commissioning Authority since September 2023.
Expansion of Good or Outstanding specialist educational provision ensures Surrey resident students with additional needs and disabilities who require specialist provision can be educated closer to home and included in their local communities.

1. Agreed the use of £5.3m of the total approved existing SEND Capital budget of £143.6m for 2024/25 to 2027/28 for confirmed final scheme at Brooklands College.
2. Agreed to enter into any associated legal agreements to facilitate the contract award and project delivery, which was being managed by Brooklands College Trust under a Self-Delivery Agreement between the Trust and Surrey County Council. This was delegated to the Section 151 officer, in consultation with the Director of Land and Property.
