Signage of the 40mph Speed Limit on the Portsmouth Road from Ravenswood Roundabout to American Golf.

The problems are:-

The speed limit is being exceeded by some drivers, incurring noise nuisance for residents as they accelerate.
This acceleration is particularly noticeable as cars exit the Ravenswood roundabout and enter the A30 heading up towards the American Golf. There is no immediate reminder of the speed limit, with no road markings or signs that are easily visible.
The only 40 mph sign visible is a small sign on the side of on-coming traffic, just before Iberian Way. This is very easily missed.
Some motor bikes and cars accelerate out of the roundabout and up this section of the Portsmouth Road causing considerable noise nuisance. A large 40 mph sign just off the roundabout would be a good speed limit reminder.
As you get further up the Portsmouth Road there are more 40 mph signs so the problem is just off the Ravenswood roundabout, heading up.

Suggestions:

Vehicle activated signs - 40 mph
Painted 40 mph on the road and / or large 40 mph sign on the left hand side before Lime Avenue and Iberian Way turnings, from the Ravenswood roundabout end.

Response on behalf of the Committee

Vehicle activated signs are an expensive asset and installation is typically done on roads where average speeds are slightly higher than the speed limit, showing that the majority of traffic do not comply with the speed limit.

Surrey County Council and Surrey Police have previously reviewed both sections of Portsmouth Road, either side of the roundabout over the M3, through the Speed Management Plan. The Speed Management Plan is a list of roads within the borough where data shows that compliance with the speed limit is found to be low. These roads then receive additional monitoring and are reviewed to determine whether enforcement or physical features would be most appropriate. The latest data collected by Surrey Police shows that there is good compliance with the speed limit at the time of review. As a result, no further actions were taken.

However, we will raise your concerns with Surrey Police to consider. Should they believe that the situation has changed since the last review then the road will be put back on the list and reviewed.

The reason why there are no terminal signs coming off the Ravenswood roundabout is because there is no change in speed limit. The current 40mph signs along Portsmouth Road are repeater signs for the speed limit. The legal order that makes the rest of Portsmouth Road 40mph also covers the roundabout over the M3 making the roundabout officially 40mph. That being said, the speed limit is a limit and not a target and we do not expect traffic to be travelling at 40mph around the roundabout.

PETITION RESPONSE - Gibbet Lane 20mph PDF 954 KB

A petition was received at the June meeting regarding a reduction in the speed limit on Gibbet Land and Larchwood Glade to 20 mph. A report has been prepared.

Decision:

The Local Committee received a petition on the 30 June 2016 signed by 106 local residents requesting the Local Committee to reduce the speed limit along Gibbet Lane and Larchwood Glade to 20mph.

The Local Committee (Surrey Heath) noted and agreed that:

(i) Noted that, Surrey County Council Parking Team have added a scheme for Gibbet Lane to the proposals being brought to the Local Committee at the next Local Committee meeting;

(ii) Agreed that, should the surveys show that average speeds recorded on Gibbet Lane are below 24mph, a scheme is added to the Local Transport Plan (LTP) to assess the reduction of the speed limit along Gibbet Lane, Larchwood Glade and The Buchan to 20mph.

The Local Committee received a petition on the 30 June 2016 signed by 106 local residents requesting the Local Committee to reduce the speed limit along Gibbet Lane and Larchwood Glade to 20mph.

Jerry Brownlee attended the meeting and raised several points to the Committee. He noted that on 7^th July when the usage survey was undertaken, approx 2/3rds of students were absent from school. He also noted that the sensor cable used became damaged during the second week of survey and that overgrown vegetation added to the narrowness of the road.

The Local Committee (Surrey Heath) noted and agreed that:

(i) Noted that, Surrey County Council Parking Team have added a scheme for Gibbet Lane to the proposals being brought to the Local Committee at the next Local Committee meeting;

PETITION RECEIVED - Church Lane, Bisley PDF 336 KB

CHURCH LANE (D33) / WARBURY LANE (D3623) (TWO WAY) 30MPH SPEED LIMIT PETITION

The petition states – “We the undersigned petition Surrey County Council to move the start of the 30mph speed limit in Church Lane back from the existing gateway marker at the entrance to St John the Baptist Church in Church Lane, through the blind bend to the start of Warbury Lane at Hill Place Farm. It is this part of Warbury Lane/Church Lane which attracts the most speeding, accidents and danger. Warbury Lane is one way from Chobham Road direction through the width restrictions. It then becomes two way at the junction with Hill Place Farm. All vehicles accelerate away after the last width restriction in the one way part of Warbury Lane, around the blind bend to be currently faced with a 30mph sign at the church entrance in Church Lane.

The above proposal would contribute to greater road safety for all users and reduce the risk of death and serious injury to drivers, pedestrians, dog walkers and horse riders.”

A report is attached.

Decision:

The Local Committee received a signed petition by 129 local residents on requesting the Local Committee to extend the current 30mph speed limit on Church Lane from St John the Baptist Church to the start of the one way system from Woking.

The Local Committee (Surrey Heath) deferred any decision to the next meeting, pending on site meetings between Highways and Parish Clerk / Residents.

Minutes:

The report on this issue was discussed in detail and Councillors heard from Jill Biden, Parish Clerk and Greg Hubbard, a local resident who attended the meeting. An argument was put forward that the signs be moved forward to allow for the blind bend and parked cars. This was supported by the Ward Councillor.

The Local Committee (Surrey Heath) deferred any decision to the next meeting, pending on site meetings between Highways, Ward Councillor Adrian Page and Parish Clerk / Residents.

COMMUNITY SAFETY FUNDING REPORT PDF 168 KB

The Local Committee has a delegated budget of £3,000 for community safety projects. The report recommends the introduction of a simple process enabling the local Community Safety Partnership and other organisations to outline their planned spend for projects that meet the criteria outlined in this report.

The Local Committee (Surrey Heath) agreed that:

(i) The delegated Community Safety budget of £3,000 per Local Committee for 2016/17 is to be retained by the Community Partnership Team, on behalf of the Local Committee, and that the Community Safety Partnership is invited to submit proposals that meet the criteria and principles for funding, as defined at paragraph 2.6 of this report.

(ii) Authority is delegated to the Community Partnership Manager, in consultation with the Chairman and Vice-Chairman of the Local Committee, to authorise the expenditure of the Community Safety budget in accordance with the criteria and principles stated at paragraph 2.6 of this report.

(iii) The Committee receives a report detailing the projects that were successful in being awarded the local community safety funding and the outcomes and impact they have achieved.

Surrey County Council Councillors receive funding to spend on local projects that help to promote social, economic or environmental well-being in the neighbourhoods and communities of Surrey. This funding is known as Members’ Allocation.

For the financial year 2016/17 the County Council has allocated £10,296 revenue funding to each County Councillor. The report provides an update on the projects that have been funded since April 2016 to date.
