PETITION RESPONSE - HEATHPARK DRIVE SPEED LIMIT PDF 499 KB
A petition was received at the Local Committee Public Meeting on 2 March 2017. The petition requested that the Committee consider introducing a 20mph speed limit, with relevant features, along Heathpark Drive, Birch Road and Oakwood Road in Windlesham. A report was presented in response to the petition recommending no further action at that time. However, the Local Committee agreed that more detailed consideration should be given to options for introducing a 20mph scheme and a further report presented to the Local Committee at its meeting on 13 July 2017. Additional documents: Decision: A petition was received at the Local Committee Public Meeting on 2 March 2017. The petition requested that the Committee consider introducing a 20mph speed limit, with relevant features, along Heathpark Drive, Birch Road and Oakwood Road in Windlesham. A report was presented in response to the petition recommending no further action at that time. However, the Local Committee agreed that more detailed consideration should be given to options for introducing a 20mph scheme and a further report be presented to the next meeting.
The Local Committee (Surrey Heath) agreed that:
(i) A further report on Heathpark Drive, Birch Road and Oakwood Road will be bought to the Committee upon completion of Surrey County Council’s review of the Speed Limit Policy. Minutes: Cllr Pat Tedder declared a personal and pecuniary interest on this item and did not take part in any discussion. A petition was received at the Local Committee Public Meeting on 2 March 2017. The petition requested that the Committee consider introducing a 20mph speed limit, with relevant features, along Heathpark Drive, Birch Road and Oakwood Road in Windlesham and a report was presented in response, recommending no further action at that time. However, the Local Committee agreed that more detailed consideration should be given to options for introducing a 20mph scheme and that a further report be presented to the next meeting. Members referred to the Officer report in the agenda pack. Since the report was prepared, new, National guidance has been issued by the Department of Transport, and therefore the Surrey County Council Speed policy may be reviewed in the Autumn. In light of this information, Members proposed a new recommendation as below. Several petitioners attended the meeting and spoke about the difficulties that they were experiencing. Although they appreciated the revised recommendations, they were disappointed over the lengthy process and the further delay in a change of speed limit. Residents asked whether any additional signage to alert drivers to the residential nature of the area could be provided. It was noted that a new gateway was being installed on Chertsey Road and could possibly include a “residential area, drive carefully” sign. The Highways Officer would check signs guidance on this. Members were pleased that the speed policy was to be reviewed. RESOLVED
The Local Committee (Surrey Heath) agreed that:
(i) A further report on Heathpark Drive, Birch Road and Oakwood Road will be bought to the Committee upon completion of Surrey County Council’s review of the Speed Limit Policy.

To report progress made with the delivery of proposed highways schemes, developer funded schemes, and revenue funded works for the 2017/18 financial year.

Decision: The Committe received a report on progress made with the delivery of proposed highways schemes, developer funded schemes, and revenue funded works for the 2017/18 financial year. The report updated Members on the latest budgetary position for highway schemes, revenue maintenance and Community Enhancement expenditure and picked up on relevant topical highways matters.
The Local Committee (Surrey Heath) noted:
(i) The progress with the ITS highways and developer funded schemes, and revenue funded works for the 2017/18 financial year. (ii) The budgetary position. (iii) That a further Highways Update will be brought to the next meeting of this Committee. Minutes: The Committe received a report on progress made with the delivery of proposed highways schemes, developer funded schemes, and revenue funded works for the 2017/18 financial year. The report updated Members on the latest budgetary position for highway schemes, revenue maintenance and Community Enhancement expenditure and picked up on relevant topical highways matters.
Members discussed the report and noted the significant reduction in budget available. In light of this, Members felt that they should review the capital works schemes at a private meeting.

At local committee in December 2016, officers of the parking team presented the on street parking review of Surrey Heath, which was agreed subject to amendments made at the meeting. In early 2017, the parking team received correspondence from councillors and members of the public regarding some of the locations which were not taken forward as part of this parking review. After agreeing to reconsider the requests, it was later decided best to include the locations in the advertisement and to seek committee approval at a later stage, which is the purpose of this report. In addition, there are two borough wide amendments to the Traffic Regulation Orders relating to consolidation and carers and operational permits. (ii) the intention of the county council to make an order under the relevant parts of the Road Traffic Regulation Act 1984 to impose the waiting and on street parking restrictions in Surrey Heath as shown on the drawings in annex A are advertised (as taken place) and that if no objections are maintained, the orders are made.
(iii) if there are unresolved objections, they will be dealt with in accordance with the county council’s scheme of delegation by the parking strategy and implementation team manager, in consultation with the chairman/vice chairman of this committee and the appropriate county councillor. An additional member may be invited for comment.

It was noted that the next parking review would take place in March 2018 and would include recommendations for parking schemes in Lightwater. Members thanked the Officers involved for including the additional schemes rather than delaying them.

The Local Committee (Surrey Heath) agreed that:
(i) the proposed amendments to on-street parking restrictions in Surrey Heath as described in this report and shown in detail on drawings in annex A are agreed.

COMMUNITY SAFETY AND TASK GROUP MEMBERSHIP PDF 166 KB
The local committee has a delegated budget of £3,000 for community safety projects in 2017/18. This report sets out the process by which this funding should be allocated to the Community Safety Partnership and/or other local community organisations that promote the safety and wellbeing of residents.
The report also seeks the approval of Local Committee task group members and the appointment of representatives to external bodies. Decision: The Committee received a report which set out a process for allocating the committee’s delegated community safety budget of £3,000 to local organisations.
The report also proposed local committee task group membership for the forthcoming year to enable the provision of informed advice and recommendations to the committee. The appointment of councillors of the Local Committee to external bodies enabled the committee’s representation on and input to such bodies.
The Local Committee (Surrey Heath) agreed that:
(i) The committee’s delegated community safety budget of £3,000 for 2017/18 be retained by the Community Partnership Team, on behalf of the Local Committee, and that the Community Safety Partnership and/or other local organisations be invited to submit proposals for funding that meet the criteria and principles set out at paragraph 2.4 of this report. (ii) Authority be delegated to the Community Partnership Manager, in consultation with the Chairman and Vice-Chairman of the local committee, to authorise the expenditure of the community safety budget in accordance with the criteria and principles stated at paragraph 2.4 of this report. (iii) The committee receives updates on the project(s) that was funded, the outcomes and the impact it has achieved. (iv) The committee approves the membership of the task groups, terms of reference and appointments to outside bodies, as detailed at paragraphs 2.8 to 2.17 and annex 1 of this report – with the following additions:- Major Projects Task Group to include Josephine Hawkins, Cycle Task Group to consist of Paul Ilnicki and Mike Goodman, Surrey Heath Partnership rep to be Charlotte Morley, Surrey Heath Strategic Parking Group reps to be Bill Chapman, Charlotte Morley, Paul Ilnicki and David Mansfield and Surrey Heath Youth Council Stakeholder Group reps to be Josephine Hawkins and Rebecca Jennings-Evans.
