WRITTEN MEMBERS QUESTIONS

    One written member question was received from Cllr Mike Goodman regarding the A322 Bagshot by-pass.

     

    The question asked :-

     

    For a number of years concerns have been expressed at the issues arising from HGV's being allowed to park in the lay-by on the A322 when travelling north.  It was agreed that SCC would discuss this issue with the Police and SHBC and report back to the Local Area Committee on next steps.  Could members please have a formal update on actions that are being proposed?

     

    The Area Highways Manager responded:-

     

    Detailed discussions have been held with Tim Pashen at Surrey Heath Borough Council and we have consulted Surrey Police and the Road Haulage association.  Surrey Police now support the closure of the layby and we are now in a position to close this off.  We would normally implement a 6 month experimental closure to test what alternatives would be used – however, this would cost £20,000 to £30,000, so is not good use of public money, so we are proposing a permanent closure.

     

    We will need a limited design exercise to identify what materials will be needed and we will need to identify funds for this. 

     

    Members welcomed the news and offered portions of their highways fund to make this happen.  Residents were thanked for continuing to raise this issue and for coming along to the Committee.  Members thanked the Highways Manager and asked that the work be started asap.

PRESENTATION ON CHILDRENS MENTAL HEALTH

    To receive a presentation from the Primary Care Trust (PCT) on Children’s Mental Health, with input from Cordwalis School.

     

    Robert Morgan and Tom Lawlor from the PCT and Clare Louise West from Cordwallis

    Minutes:

    Members received a presentation on Childrens Mental Health by Rob Morgan and Tom Lawlor from the Clinical Commissioning Group and Clare Louise West from Cordwalles School.

     

    The presentation highlighted some of the good work being undertaken, but also highlighted that some issues needed to be tackled.  In particular, there are blockages getting into the system.

     

    The presenters were keen to look at what works well and to share best practice, but also to look at case studies locally where things have not been so successful.

     

    Links and contacts were made at the meeting and work on this important topic will continue outside the meeting.

    To provide an update on the latest budgetary position for highway schemes and revenue maintenance.

    The Area Highways Manager presented the report.

     

    The Local Committee (Surrey Heath) noted:

    i)              the progress with the ITS highways and developer funded schemes, and revenue funded works for the 2019/20 financial year.     

    ii)             the budgetary position.

    iii)            that a further Highways Update will be brought to the next meeting of this Committee.

CAMBERLEY TOWN CENTRE - PROPOSED 20MPH SPEED LIMITS pdf icon PDF 3 MB

    To consider the possible introduction of a 20mph speed limit on a number of roads in Camberley Town Centre.

    The Local Committee (Surrey Heath) agreed that:

     

    (i)    Authorisation is given to advertise a notice in accordance with the Traffic Regulation Act 1984, the effects of which will be to revoke any existing traffic orders necessary and introduce a 20mph speed limit to the lengths of road in Camberley Town Centre indicated on the plan in Annex 5; and

    (ii)   any objections to the Traffic Regulation Order should be considered and resolved by the Area Team Manager for Highways in consultation with the Chairman and Vice-Chairman of the Local Committee and the local Divisional Member, and that this issue only be returned to Committee if any objections prove insurmountable; and

    (iii)  the Order be made once any objections have been considered and resolved.

    Reason for Decision:  to improve safety and accessibility for pedestrians on routes within Camberley town centre.
