    One written question, from Mr Nick Handley, was received and answered:

     

    Condition of Bond Street road surface, Englefield Green

    Can the Committee advise on why remedial work to potholes has ceased at this location, what is being done about subsidence outside Princes Court, when was the road last inspected for damage and when exactly will the road surface be renewed?
    (Large portions of the road surface have now gone, and despite signs going up with dates of when work was to be undertaken these have been removed without the work being carried out).

     

    The chairman has given the following response on behalf of the Committee and in consultation with Surrey Highways:

     

    Bond Street is inspected on a frequent ad hoc basis. Every time Surrey Highways receives an enquiry from a member of the public a Community Highways Officer visits the site to ensure that there are no dangerous defects or pot holes below intervention level. If there are any at or below intervention level they are dealt with and a temporary repair is made (no substantial repairs will be carried out due to the imminent resurfacing works due to take place). Bond Street was last inspected on 25 September, and although there were a number of pot holes none were at intervention level. It is true that the previous resurfacing is stripping off, but the structure beneath is sound. The subsidence adjacent to Princes Court will be addressed as part of the resurfacing work.

    Delays to Bond Street resurfacing have been due to the drainage design that needed further investigation. This essential work has to be rectified prior to the resurfacing works, as water ingress has been the main cause of carriageway failures throughout. Drainage work is anticipated to be programmed as soon as possible. Once drainage works are complete and we are satisfied with the outcome, resurfacing works will be programmed to follow. It is not possible to be more precise about the dates at this stage.

CREATING OPPORTUNITIES FOR YOUNG PEOPLE: EARLY HELP pdf icon PDF 99 KB

    The Local Committee agreed to

     

    (i) Approve the local priorities (Annex 1) to be considered by providers, focusing on the identified needs of Runnymede and the geographical neighbourhoods prioritised by the Youth Task Group subject to the following amendments: the addition of young carers to Local Needs.

    (ii) Note that approval is subject to approval of the Services for Young People model by Cabinet on 23 September 2014.

    (iii) Note the changes to the council scheme of delegation which provides increased decision making to local commissioning in relation to youth work and Surrey Outdoor Learning (SOLD).

     

     

    Minutes:

    Mr Leigh Middleton introduced the report, noting that Local Prevention would be recommissioned in 2015 and that from April, community youth work (youth centres) would be managed within Surrey County Council with oversight provided by the Local Committee youth task groups. He also advised members that the Egham Youth Centre was the first in Surrey to be awarded a Level 3 Quality Mark. He noted that, if members agreed the specification, this would be tendered and a provider appointed to offer services from September 2015.

    Members noted that Surrey Towers and Middlesex Court should be bracketed together, and that the Englefield Green West ward was more generally known as the Forest Estate. Mr Few asked that the specification be amended to include the needs of young carers as this had been raised at the youth task group. Members also discussed the new assessment process for young people with special educational needs, known as SEND14.

     

     

    The Local Committee agreed to

QUEEN MARY'S DRIVE NEW HAW: REPLACEMENT TRAFFIC CALMING pdf icon PDF 69 KB

    This report details consultation undertaken with New Haw residents following a discussion at the Local Committee in June 2014.

    Decision:

    The Local Committee agreed to

     

    (i)    Revoke its resolution made on 9 June 2014 and agree that :

    a)    Speed cushions are installed in place of the 2 round top humps removed when Queen Mary’s Drive was resurfaced.

    b)    A notice is advertised in accordance with the Highways Act 1980 detailing the proposed introduction of speed cushions.  

    Any objections received should be considered and resolved by the Area Team Manager for Highways in consultation with the Divisional Member and Chairman of the Runnymede Local Committee. The chairman will require written confirmation of the funding source prior to the commencement of work.      

    Minutes:

    Mr Andrew Milne outlined the background to this report, noting that at its June meeting, the Runnymede Local Committee had rejected the officer recommendation and decided that no speed calming measures should be reinstated following resurfacing of Queen Mary’s Drive. However, this proposal had not been subject to analysis or consultation with Surrey Police nor with the nearby school and local residents. Mr Milne noted that when consultation with interested parties was undertaken over the summer, concern was expressed at the removal of the speed humps given that there had been no accidents since their installation in 1991.Consequently, his recommendation was that speed cushions should be installed now that resurfacing work had been completed. The local member for Woodham and New Haw said that she supported this recommendation.

     

    The Local Committee agreed to

MAJOR SCHEMES (EGHAM) pdf icon PDF 30 KB

    This report updates the Local Committee on discussions with the Major Schemes (Egham) Task Group and the chairman concerning a contribution from the Local Committee’s budget towards the cost of the Runnymede Roundabout and Egham Sustainable Package schemes.

    Mr Paul Fishwick explained that the business case for the Major Schemes (Egham) was ready for submission and included a local contribution from Surrey County Council and an anticipated contribution from Runnymede Borough Council of £500k, as required by the M3 Local Economic Partnership (LEP) before it would make an award of costs. However, following the Local Committee’s delegation of the decision on whether to make a contribution from its Highways budget, the Area Highways manager (Mr Andrew Milne) in consultation with the Major Schemes Task Group members and chairman, had decided not to allocate any of the Committee’s 2015-16 or 2016-17 budgets for this purpose. It was considered that the contribution suggested towards the Major Schemes would have a significant impact on the ability of the Committee to implement any smaller local schemes, whilst making only a small gesture towards the costs of the Major Schemes. It was clarified that the total cost of the two schemes was set at £8 million, with the LEP requiring a 25% contribution amounting to £2 million.

     

    Members discussed this decision and noted the report, whilst the Cabinet member for Highways abstained from agreeing to this.

HIGHWAYS UPDATE pdf icon PDF 50 KB

    Mr Andrew Milne (Area Highways Manager) will present this report which summarises budgets and progress towards road schemes in the Runnymede area.

    Minutes:

    Mr Andrew Milne presented the update on the local highways programme. He said that the necessary works to move utitilities equipment was well on the way for the A30/St Jude’s Road pedestrian scheme, and that costs were expected to remain within the budget agreed for 2014-15 and to complete within the financial year. He noted that the replacement of illuminated bollards programme, funded by the local members’ Community Enhancement fund, was ongoing. He also highlighted the Magna Carta measures for the A308 Windsor Road and said that the new speed limit signs would be put in shortly, with the new crossing to follow.

     

    Members asked Mr Milne to remove Table 2 from the report, as it listed contingency projects in the event that the capital budget was not used, but progress on the A30 scheme ensured that the budget would be spent as planned.

     

    Members praised the completed resurfacing of roads, especially in Foxhills/Virginia Water and Thorpe division.

COMMUNITY SAFETY IN RUNNYMEDE: ANNUAL UPDATE pdf icon PDF 84 KB

    The report was presented by Ms Sylvia Carter (Surrey County Council officer representative on the Community Safety Partnership), Inspector Roger Nield (Surrey Police) and Ms Shazia Sarwar, who had replaced Mrs Wendy Roberts as the community safety officer for Runnymede Borough Council.

     

    Members asked about the new Community Trigger for anti-social behaviour actions by partners, and Ms Sarwar advised that she would be the single point of contact for any such requests in Runnymede, and that there was a requirement to publish the number of applications made and accepted/refused annually. She also clarified the need for “Prevent” training to enable local agencies to identify individuals who may pose a risk to the public from developing extremist views.

     

    Inspector Nield noted that whilst the latest crime data showed an increase in reported incidents of violence with injury, this partly reflected an emphasis on careful recording and encouraged reporting of this crime. He also noted that the rise in serious sexual offences reported was almost entirely accounted for by historic offences, the reporting of which had been prompted by recent high profile media and was part of a national trend. He explained that a higher incidence of drug offences was the result of Surrey Police targeting people (largely from outside the borough) who tried to smuggle drugs into Thorpe Park. Inspector Nield agreed to look into a particular location, in Bittams Lane at Chertsey South, where it was alleged that horse-drawn carts assembled to race, on a road where residents were already calling for a 20mph speed limit due to rat running by cars avoiding queues by the hospital.

     

    Members noted that there had been a recent change in Home Office funding which meant that most of the budget which had previously gone to community safety partnerships was now vired to the Police Crime Commissioner’s office, and that he had taken the decision to fund specific initiatives on a case by case basis.

    It was suggested that members consider the measures available to tackle anti-social parking at a private meeting, and that the Community Safety Partnership could invite officers from Public Health to their next meeting to consider alcohol consumption in the area.

     

    The Local Committee agreed:

     

    (i)     To note the contents of the report and the progress made in 2013/14.

    ii)   that the community safety budget of £3,294 delegated to the Local Committee  

          be transferred to the Community Partnership Manager to

          authorise expenditure, in line with the proposals set out in paragraph 5.3 of 

          this report.

    iii)  that a report will be brought to the Local Committee at its June 2015

          meeting confirming which projects were funded.

LOCAL CONSULTATIONS [FOR INFORMATION ONLY]

    Heathrow Airport is consulting (closing date 12 October) on its compensation proposals in the event of a third runway being agreed for Heathrow – there is a public event in Runnymede on Tuesday 7 October from 1400 to 2100 at St Paul’s Church, Egham Hythe TW18 3HD.

     

    Runnymede BC is holding a Community Flood Fair event for residents to discuss concerns and questions about flood risk on Tuesday 30 September from 1730 to 2100 in the Hythe Centre TW18 3HD.
