Bus Service Improvement Plan Phase 4 (BSIP Phase 4) Grant Investment Decisions
The paper asks the Cabinet Member for Highways, Transport and Economic Growth for the formal approval of the initiatives and investment priorities set out in the body of this report. The investment is being made using BSIP Phase 4 funding allocated to the County Council by the Department for Transport (DfT). These are based on the aspirations set out in our June 2024 BSIP and align with the County Council’s priority objectives of growing a sustainable economy and enabling a greener future. The prioritised programme for the application of the Bus Service Improvement Plan (BSIP) Phase 4 grant and the allocations of funding to the identified priority areas; and 2. Highways & Transportation Asset Management Strategy Update
The Highway & Transport Asset Management Strategy (The Strategy, Annex 1) sets out how Surrey County Council (SCC) manages its highway infrastructure assets with consideration to whole life costs, associated risks and alignment with Surrey’s corporate objective. Best practice guidance suggests that a Local Authority’s Highway Asset Management Strategy should be reviewed, updated and approved every two years. This report outlines updates to the Strategy and recommends approval of updates to the Highways & Transport Asset Management Strategy. Highway Hierarchy Policy Update
The report explains improvements to the Footway Hierarchy section of the SCC Highway Hierarchy Definition Policy. The updated policy is attached as Annex 1. The Footway Hierarchy is a data led method of categorising Surrey’s footways based on usage as recommended by Well Managed Highway Infrastructure - a Code of Practice. The hierarchy is an important tool that dictates the following things: ·How frequently a footway is inspected by the Safety Inspection Team (Every 1, 3, 6 or 12 months), ·How frequently footway condition data is collected, and ·Is a key component of the Capital Scheme Prioritisation Policy for prioritising capital footway maintenance works. ·It is also used to inform snow clearance priority, resource allowing, when it snows. This report outlines policy updates that are being recommended following a review prompted by the publication of the 2022 Surrey Transport Plan (STP).
