HIGHWAYS UPDATE (EXECUTIVE FUNCTION)

To receive an update from the Highways Area Team Manager (North East).

 

Decision:

The Local Committee (Spelthorne) resolved to AGREE:

 

(i)    To authorise the implementation of the proposed increase in speed limit in Charlton Lane, and receive a report approximately three months after implementation of the scheme to detail the results of the speed limit change (paragraphs 2.3 to 2.10 refer).

(ii)   That the Staines STP phase 1 Major Scheme should be put to public consultation, and that the Area Highway Manager in consultation with the Member Task Group should decide the consultation material and the manner of engagement (paragraphs 2.50 to 2.60 refer).

(iii)  To authorise the Area Highway Manager in consultation with the Chairman, Vice Chairman, and relevant Divisional Member(s) to undertake all necessary procedures to deliver the agreed programmes.

 

Reasons: Programmes of work have been agreed with the Committee and individual Divisional Members.  Committee is asked to provide the necessary authorisation to deliver those programmes of work in consultation with the Chairman, Vice Chairman and relevant Divisional Member without the need to revert to the Committee as a whole.

Public consultation is needed to assist the development of the Wider Staines STP scheme proposals.  At a later date it is expected that Committee will be asked to approve statutory consultation (legal notices for certain elements of the scheme) once the detailed design is nearing completion.

Minutes:

The Chairman allowed members of the public to ask questions during this item, regarding Charlton Lane and Russell Road.  The Area Highways Manager responded.

 

Cllr Smith-Ainsley proposed that an amendment be made to Recommendation (i): delete ‘at a later date’ and insert ‘approximately three months after the implementation of the scheme’.  Cllr Frazer seconded this.

 

Vote: For: 8, Against: 3.  Motion was carried.

Mr Robert Evans asked for an amendment to be recorded for Table 3: St Mary’s Avenue (not St Margaret’s).

 

Cllr Frazer asked for an amendment to be recorded for paragraph 2.24, last sentence: insert the word ‘not’ after ‘Officers have ...’.

 

It was agreed that Mr Walsh, Cllr Smith-Ainsley and the Chairman of Charlton Village Residents Association would meet with the Highways engineer to discuss the design brief for Charlton Village (see Table 5).
