HIGHWAYS UPDATE (EXECUTIVE FUNCTION)

To receive an update from the Highways Area Team Manager.

 

Decision:

A new recommendation at (iv) was proposed by Mr David Harmer and seconded by Mr Wyatt Ramsdale.  12 members voted in favour; 3 members abstained.  Therefore it was carried.

 

The Local Committee (Waverley) resolved to AGREE that:

 

(i)    To note the committee approved works being progressed during 2018/19.

 

(ii)   To approve that the £78K, 15% top slice of the parking surplus, be equally split between the 9 divisional members equating to £8,666 per member.

(iii)  To approve the revocation of the national speed limit on Stovolds Hill and to approve the new 40mph speed limit on Stovolds Hill from the junction of the B2130 Dunsfold Road up to the entrance of Dunsfold Park, a distance of approximately 1300m as shown on Annex 2.

(iv)Recognising that the majority of lengthsman works arise in the more rural areas, including those semi-rural areas on the outskirts of the towns, to assign the £25,000 central pot for lengthsman schemes equally between the 5 Western divisions and the 4 Eastern divisions, allocations to specific schemes to be agreed among the relevant County Councillors at meetings to be chaired by Victoria Young (East) and David Harmer (West) respectively.

(v)  To delegate to the Acting Area Highway Manager, in consultation with the Chairman and Vice Chairman and Divisional Member, the ability to resolve any problems encountered to facilitate scheme delivery during the year of the schemes identified by the Committee.

Reason: The committee was asked to agree the recommendations to enable early progression of works orders.

Member discussion key points:

 

The Acting Area Highway Manager announced a correction in his report: on page 28 the figure for the Revenue Highway Fund should be £67,500 (nine members x £7,500), not £75,000 as written.

 

Mr David Harmer asked for clarification for the Revenue Highway Fund.  The officer replied that no one item can be more than £2,500, capital items are encouraged, and ‘Highway’ is more than just roads – it can, for example, be spent on a right of way.

 

Cllr Jerry Hyman referred to the minutes of the Open Forum questions at the Local Committee on 9 March, page 17 in the agenda pack, regarding a question from his father, Cllr Hyman, on whether there had been a modelling of the proposed redesign of East Street, and if so could this modelling be made public.  He asked when details of the modelling will be available.  The officer replied that is was a planning matter and the Chairman would be informed once details are known.

 

Cllr Liz Townsend asked for information regarding Section 106 monies, what is available and what it has been spent on.  The officer replied that this is usually in the Local Committee Highways Update report.  The 106 and PIC information is being checked and will be included in the Highways Update report at the September Local Committee.  Members asked if this could be circulated to them sooner, if possible.

 

Two members, Cllr Jerry Hyman and Cllr Carole Cockburn, asked for it to be recorded that they would have liked more information before being asked to vote on a new recommendation.
