The Local Committee (Waverley)agreed that:

 

(i)            the proposed amendments to on-street parking restrictions in Waverley as described in this report and shown in detail on drawings in annex A are agreed.

 

(ii)           the costs for this review will be funded by the parking team’s revenuebudget.

 

(iii)         the intention of the county council to make an order under the relevant parts of the Road Traffic Regulation Act 1984 to impose the waiting and on street parking restrictions in Waverley as shown on the drawings in annex A is advertised and that if no objections are maintained, the orders are made.

 

(iv)         if there are unresolved objections, they will be dealt with in accordance with the county council’s scheme of delegation by the parking strategy and implementation team manager, in consultation with the chairman/vice chairman of this committee and the appropriate county councillor.

Reasons for decision:

 

The waiting restrictions will make a positive impact towards:-

(i)            Based upon the evidence the speed limits should be changed to adhere to the current policy, and gives authority to advertise a notice in accordance with the Traffic Regulation Act 1984 the effects of which will be to implement the proposed speed limit changes and revoke any existing traffic orders necessary to implement the changes. Subject to no objections being maintained the Order is made.

 

(ii)           Authorisation is given to the Engagement and Commissioning Manager in consultation with the Chairman of the Local Committee and Local Member to resolve any objections received in connection with the proposals.

(i)            Providing parking is not a priority for Surrey County Council but we will work with Woking Borough Council if they wish to convert the verge in Beaufort Road. 

(ii)           Consideration should be given to using CIL contributions to fund a more detailed feasibility and design that will allow a more accurate cost estimate to be determined which will allow a more informed decision to be made on whether to promote this scheme, or not.

The JointCommittee (Woking) agreed that:

 

(i)      The speed limit on D3643 Horsell Common Road, between its junctions with South Road and Littlewick Road and between its junctions with Littlewick Road and A3046 Chobham Road should be reduced to 40mph.

(ii)     The length of D3643 Horsell Common Road, between its junctions with South Road and Littlewick Road be made one-way in a northbound direction except for cycles, which will be permitted to travel in both directions.

(iii)   The speed limit change should be advertised in accordance with the Road Traffic Regulation Act 1984, the effect of which will be to implement the proposed change and revoke any existing traffic orders, as necessary;

(iv)   The proposed one-way should be advertised in accordance with the Road Traffic Regulation Act 1984, the effect of which will be to implement the proposed change;

(v)    The Area Highways Manager (or the successor to that position in the Scheme of Delegation), in consultation with the Chairman of the Woking Joint Committee and the relevant Divisional Members, resolve any objections received in connection with these proposals.

Reasons for decision:

Members were very supportive of the reduction in speed limit in this area.

The report sought a decision on whether to make a legal order to divert Footpath No. 94 (Byfleet).  The officer’s recommendation was that no order be made on the grounds that it was not expedient to divert the way in the interests of the public

 

The Local Committee (Woking) resolved that:

 

A diversion order is made under section 119 of the Highways Act 1980 to divert Public Footpath No. 94 (Byfleet) as shown on Drawing No. 3/1/179/H3A. If objections are made and maintained to the Order, the matter shall be referred to the Secretary of State for determination.

 

Reason for decision:

 

Having listened to the arguments both for and against, members took the view that the diversion was in the public interest as the new route was less flooded and more accessible.  The vote for this was unanimous.

(i)            new / upgraded bus stop clearways along bus routes 34/35 and 91 in Woking (as shown in the Annexes to this report) are approved.

(ii)          following the approval of the clearways, SCC officers write to adjacent residents and businesses to advise that the bus stop clearways have been approved by the Joint Committee, and will therefore be able to be enforced.

(iii)         any objections from adjacent residents and businesses can be addressed by delegated authority by the Local Highways Manager, or other appropriate role within the Scheme of delegation, in consultation with the relevant County Councillor and the Chair / Vice-Chair of the Joint Committee.

(i)    The application submitted by Ward Councillors for Canalside Ward to install 2 bus shelters at Albert Drive in Sheerwater be approved;

(ii)   The Director of Planning be authorised to approve payment for the total cost of the project when the works have been undertaken and the invoices have been submitted to the Council. The total cost of the project is estimated at £25,000 and will be drawn from the total CIL income available for community infrastructure project in Canalside Ward, this currently stands at £203,466.50; and

(iii)  The Ward Councillors for the Canalside Ward be asked to oversee all works relating to the procurement and installation of the project in accordance with their project plan, project specification, costs and quality control.

Reason for decision:

The Committee agreed that the project was a good use of CIL money to promote sustainable travel.

(i)    Noted the results of the speed limit assessments undertaken.        

 

(ii)   Agreed that, based upon the evidence, the speed limit be reduced from 50mph to 40mph in the section of the A25 Reigate Road, Betchworth, between the junction of Station Road at the Betchworth roundabout and a point 47.5m west of the centre line of Tranquil Dale, in accordance with current policy; 

 

(iii)   Authorised the advertisement of a notice in accordance with the Road Traffic Regulation Act 1984, the effect of which will be to implement the proposed speed limit change, revoke any existing traffic orders necessary to implement the change, and, subject to no objections being upheld, that the order be made;

 

(iv)  Authorised delegation of authority to the Area Highway Manager (or equivalent designated officer) in consultation with the Chairman and Vice-Chairman of the Local Committee and the local divisional member to resolve any objections received in connection with the proposal.

 

(v)  Noted that if the scheme has not been successful, then further engineering measures or a return to the original higher speed limit may be necessary.

 

Reasons for recommendations:

 

To enable changes to the speed limit on the A25 Reigate Road, Betchworth in accordance with Surrey’s speed limit policy.

 


01/11/2021 - SPEED LIMIT CHANGES ON HOLLY LANE (BANSTEAD), PARK LANE, CLAYHALL LANE AND WHITEHALL LANE (REIGATE) ref: 4781    Recommendations Approved

The Local Committee (Reigate & Banstead) agreed, based on the evidence:

 

i)              That the speed limit be reduced from 60mph to 40mphon Holly Lane (Banstead), between the existing 30mph speed limit adjacent to the junction with Holly Lane West, and the existing 30 mph speed limit adjacent to the entrance to the Holly Lane car park for Banstead Woods.

ii)             That the speed limit be reduced from 60mph to 30mph on Park Lane (Reigate), between the existing 30 mph speed limit approximately 60m to the north of the junction with Wesley Close at the northern end, and the junction with Park Lane East at the southern end.

iii)           That the speed limit be reduced from 60mph to 30 mph on Clayhall Lane between the existing 30 mph on Park Lane East at the northern end and the junction with Slipshatch Road at the southern end.

iv)           That the existing speed limit be reduced from 60mph to 20mph on Whitehall Lane between the junction with Sandcross Lane at the northern end and the junction with Slipshatch Road at the southern end.

v)            To Authorise the advertisement of a notice in accordance with the Road Traffic Regulation Act 1984, the effect of which will be to implement the proposed speed limit changes, revoke any existing traffic orders necessary to implement the change, and, subject to no objections being upheld, that the order be made;

vi)           To Authorise delegation of authority to the Area Highway Manager in consultation with the Chairman, Vice-Chairman of the Local Committee and the relevant local divisional member to resolve any objections received in connection with the proposal.

vii)          To Note that if the reductions in speed limit have not been successful, then further engineering measures or a return to the original higher speed limit may be necessary.

Reasons for decision:

Reducing the speed limit on these roads will help to manage vehicle speeds to a level more appropriate to the use of road and will reduce the risk and severity of collisions. Lower speeds can also reduce air and noise pollution, and make it easier and more pleasant to walk, cycle and ride horses.

 


25/10/2021 - Surrey County Council Response to Covid: Household Support Grant ref: 4782    Recommendations Approved

On 1st March 2022 the Department for Health & Social Care (DHSC) published details of the ADULT SOCIAL CARE OMICRON SUPPORT FUND.  This was the final specific ASC Covid funding stream.

 

Surrey County Council (SCC) has received £1m of Omicron Support Fund monies.  Funding was provided so that “Local authorities have discretion to use the funding as needed locally, to support the adult social care sector, including relevant local authority staff, in its COVID-19 response, and in particular increased challenges posed by the Omicron variant”.

 

The funding was unringfenced and did not have to be spent within a set period.  When the funding was received, the Council was paying out the final allocations of the Infection Control and Testing Fund 3 and Recruitment & Retention Fund round 2 funding streams to ASC providers.  It was agreed therefore that Omicron Support Fund monies would be retained on the balance sheet so they could be utilised to support ASC providers in the early part of the 2022/23 financial year.

 

As with all previous Covid grant funding streams, the Council consulted with the Surrey Care Association to seek views on the best way to dispense the limited grant funds across Surrey’s broad ASC provider base.  Following this consultation the Adults Leadership Team determined that given this funding stream is unringfenced it would be most appropriate to invite all ASC providers to bid for funds against a set of criteria.  Providers were invited to submit applications for a funding allocation towards:

•The cost of staff sickness in April 2022.

•Hardship payments to pass onto staff members who have suffered loss of earnings due to sickness and/or the need to self-isolate.

•The cost of facilitating safe visiting in April 2022, with the option to submit a claim for the period May-June 2022 as well if funds could accommodate.

•Other cost pressures caused by the pandemic in April 2022, with the option to submit a claim for the period May-June 2022 as well if funds could accommodate.

 

Due to the limited value of grant funds, a decision was taken to prioritise funding for providers who provide services to residents whose care is funded by the Council.  This was made clear on the application form.

 

An online form was prepared to gather applications and this form was sent to providers on 20th May 2022 inviting them to apply with a deadline of 10th June 2022.

 

Applications were received from 165 providers, totalling £3.1m.
