(i)    Approve the provisional allocation of assumed budgets for 2020-21.

(ii)   Authorise the Area Highway Manager, in consultation with the Chairman, Vice Chairman and Divisional Member, to advertise the necessary legal notices for the new traffic calming and 20mph Zone extension in French Street.

(iii)  Approve two new bus stop clearways in Clare Road, Stanwell, to be installed as part of the Wider Staines Sustainable Transport Package.

(iv) Authorise the Area Highway Manager, in consultation with the Chairman, Vice Chairman and affected Divisional Members, to implement the new cycle off-carriageway routes in Town Lane, Park Road, and London Road.

(v)  Authorise the Area Highway Manager, in consultation with the Chairman, Vice Chairman and affected Divisional Members, to undertake the necessary statutory processes for the raised entry treatments (road tables) on side roads connecting to Park Road and London Road, and the parking changes in London Road.

(vi) Authorise 34 further bus stop clearways at bus stops in Stanwell, Stanwell Moor and Staines, to be installed as part of the Wider Staines Sustainable Transport Package.

(vii)To authorise the Area Highway Manager in consultation with the Chairman, Vice Chairman, and relevant Divisional Member(s) to undertake all necessary procedures to deliver the agreed programmes.

 

Reasons:

(ii)           Benner Lane has a good safety record and there are currently no proposals to introduce any traffic calming measures.

(iii)          Vehicle speeds and road safety will continue to be monitored in Benner Lane as they are for all sites on the Surrey Heath speed management plan.

Reasons for Decision:

Benner Lane has a good safety record with no personal injury collisions having occurred in the any part of the road in the last 5 years.

The agreement will be in compliance with Regulation 12(7) of the Public Contract Regulations 2015 (PCR 2015).

2.    The final version of the proposed agreement is to be brought back to the Committees-in-Common sub-committee in December 2019 before sign-off.

The Parking Engineer presented a report outlined that Surrey County Council’s Parking Strategy and Implementation Team have carried out a review of on street parking restrictions within the borough of Woking and identified changes which would benefit road safety and reduce instances of obstruction and localised congestion.

 

Joint Committee approval was required in order to progress these changes firstly to the stage of ‘formal advertisement’, where the proposed restrictions will be advertised for 28 days and open to support, comments or objections from members of the public and then to implementation.

 

The Joint Committee (Woking) agreed that:

 

(i)            the proposed amendments to on-street parking restrictions in Woking as described in this report and shown in detail on drawings in annex A be approved.

 

(ii)           the joint committee allocates funding as detailed in paragraph 5.1 of this report to proceed with the introduction of the parking amendments.

 

(iii)          the intention of the county council to make an order under the relevant parts of the Road Traffic Regulation Act 1984 to impose the waiting and on street parking restrictions in Woking as shown on the drawings in annex A is advertised and that if no objections are maintained, the orders are made.

 

(iv)         if there are unresolved objections, they will be dealt with in accordance   with the county council’s scheme of delegation by the parking strategy and implementation team manager, in consultation with the chairman/vice  chairman of this committee and the appropriate county councillor.

 

(v)          the intention of the county council to advertise the making of a consolidation Order (without change) of the existing Traffic Regulation Orders to Woking is approved, and that approval for future consolidations, when they become necessary, can be granted by the committee chairman.

 

Reasons for recommendations:

 

It is recommended that the waiting restrictions are implemented as detailed in Annex A.  They will make a positive impact towards:-

 

·         Road safety

·         Access for emergency vehicles

·         Access for refuse vehicles

·         Easing traffic congestion

·         Better regulated parking

·         Better enforcement

(i)       Noted the progress with the ITS highways and developer funded schemes, and revenue funded works for the 2019/20 financial year.         

(ii)      Noted the budgetary position.

(iii)     Noted that a further Highways Update will be brought to the next meeting of this Committee.

(iv)     Agreed that a notice is advertised in accordance with the Road Traffic Regulation Act 1984, the effect of which would be to revoke any existing traffic orders necessary and introduce a 7.5 Tonne structural weight limit in Lock Lane, Pyrford, where it crosses the Wey Navigation; and

(v)      Agreed that any objections to the Traffic Regulation Order should be considered and resolved by the Area Team Manager for Highways in consultation with the Chairman and Vice-Chairman of the Joint Committee and the local Divisional Member, and that this issue only be returned to Committee if any objections prove insurmountable; and

(vi)     Agreed that the Order be made once any objections have been considered and resolved.

(vii)   Approved the relocation of the Guildford-bound bus stop on Westfield Road, Westfield near its junction with New Lane, to a point approximately 30m in advance of its current position.

Reasons for recommendations:

The above recommendations are made to enable progression of all highway related schemes and works.

Reasons for Recommendations:  The updated Safer Woking Partnership Plan is in place and publically available on the Woking Borough Council website. In order to ensure the timely publication of the next plan, authority to sign the document off on behalf of the committee is delegated to the Chief Executive (Woking Borough Council) in consultation with the Community Safety Task Group.

The Senior Countryside Access Officer presented a report which outlined that the County Council has a duty under Section 53 of the Wildlife and Countryside Act 1981 to modify the Definitive Map and Statement if it discovers evidence which can be reasonably alleged to support a modification.

 

An application has been received for a Map Modification Order to add a public footpath on land between Pyrford Common and Upshot Lane, Pyrford to the Surrey County Council Definitive Map.

 

The Joint Committee (Woking)agreedthat:

 

i)    Public Footpath rights be recognised over the route shown on drawing no. 3/1/79/H66 as Alleged Public Footpath no. 422, Woking between points A – B – C – D – E and that a MMO under sections 53 and 57 of the Wildlife and Countryside Act 1981 be made to modify the Definitive Map and Statement for Surrey.

 

      ii)   In the event of the County Council being directed to make a MMO by the Secretary of State following an appeal by the claimant, the County Council as surveying authority will adopt a neutral stance at any Public Inquiry or Hearing, making all the evidence available to help the inspector determine the case.

 

Reasons For Recommendations:

 

The County Council hasa dutyunder Section53 of the Wildlife and Countryside Act 1981 to modifytheDefinitiveMap and Statementifitdiscoversevidence which on balance supportsa modification.

 

In this instance the evidence submitted in support of the application was considered sufficient to establish that public footpath rights are reasonably alleged to subsist over the claimed route, having been acquired by virtue of use by the public on foot under statutory deemed dedication (under s.31(1)) of the Highways Act 1980).

 

Evidence suggests that landowners have not sufficiently challenged users or taken sufficient actions to demonstrate their lack of intention to dedicate during the relevant period.

 The Education service is currently supported by a collection of systems with Capita One as the largest with 16 different modules in use. In addition there are systems from Servelec Synergy, Open Objects, Welfare Call and one that has been developed in house.  These systems do not integrate or share information and are not highly regarded by users. The vision is to have a single view of a child’s record.

 

A procurement exercise was run under the terms of the Crown Commercial Service Data and Application Solutions framework RM3821 as a mini-competition under Lot 5b Academic Scheduling and Management Solutions. This received two bids but only one bid met the Council’s criteria and specification.

1.    That a number of named projects at an estimated capital cost of £3.2m, for delivery from 2019/20, as part of the overall Special Education Needs & Disabilities (SEND) capital programme, be approved. These projects are as identified in Annex 1 to the submitted report, providing 77 bulge and 21 permanent places.

 

2.    That the development of projects as part of the overall SEND capital programme a number of “named” projects at an estimated capital cost of £28.9m, for delivery from 2019/20 over the next four years be agreed. These projects are as identified in Annex 1 to the submitted report, and will provide 303 permanent places.

 

3.    That other projects as part of the overall SEND capital programme that do not require any further approval within this paper, including £1.1m capital budget previously approved for the Worplesdon specialist centre be noted. These projects are as identified in Annex 1 to the submitted report, providing 482 permanent places.

 

4.    That £1m to support the delivery of the immediate identified school place planning and the long term requirements be approved.

Approval of the recommendations form a key part and will assist the Council in delivering the school place planning strategy for specialist placements.

 

Developing and maintaining the right SEND provision is an important part of ensuring a sustainable specialist estate to provide fit for purpose facilities for Surrey children and young people who require a specialist placement and cost effective solutions for high quality provision to support revenue savings within SCC. Grant capital funding of £10M is available from the Department for Education, to progress this capital strategy providing children and young people with increased positive opportunities for improved outcomes whilst attending an appropriate SEND provision.

 

The recommendations will enable the progression and delivery of the school place planning strategy for specialist placements ten-year plan. Children, Families, Lifelong Learning and Culture (CFLC) are seeking to provide 883 specialist places (including 77 ‘bulge’ places) over the next four years and within the next 10 years deliver a broader plan which will be developed subject to need.

The school place planning strategy for specialist placements will be reviewed annually.

The feedback from the consultation broadly agreed with Our Plan. However, concerns about night time response cover have been expressed and we have responded to these in Section 18 of the submitted report.

The consultation response considers the potential impact of HAL’s proposed scheme on the Council’s services, residents and businesses. The response is in line with the 9 October 2018 Full Council resolution, which sets out the Council’s position that the environmental and infrastructure issues associated with expansion should be satisfactorily addressed. The comments in the response highlight the considerable concerns that this Council has in relation to the expansion proposals and some comments repeat points made at both a political and officer level during ongoing engagement with HAL on scheme development in bilateral meetings and through the Council’s membership of the Heathrow Strategic Planning Group (HSPG). There are many issues that remain to be addressed and more information must be provided to enable the likely effects to be fully understood.

·         Contact Centre and Orbis services staff will be either agile or in new locations by December 2020

·         Civic Heart cohort of staff to be agile/relocated when we have found suitable premises (meaning County Hall is vacant)

·         Discussions will continue with the Royal Borough of Kingston-upon-Thames on the potential future of County Hall.

 

6.    That officers continue the search for a new ‘Civic Heart’ to house the remainder of the staff in suitable, viable and affordable premises.

 

Reason for decision:

 

The Community Vision for Surrey in 2030 and the council’s own Organisational Strategy envisage a quite different and much improved relationship and connectivity between residents and the council and new, modern ways of working for the council. The widespread introduction of agile working for most staff, creating the opportunity to vacate County Hall and establish a new Civic Heart in Surrey will act to accelerate such changes and facilitate delivering better services for residents.
