A questionnaire was sent to Direct Payments recipients in October 2016, followed up by a stakeholder consultation event held on 13 March. There was also market testing day with potential bidders on 7 February.
The carers direct payments element was developed based on discussion with representatives of CCGs via the Carers Commissioning Group.
