To approve the award of up to five contracts for the Provision of Extra Care Services.
The paper will also seek delegated authority to conclude the negotiation of terms and to enter into an Agreement for Lease and Lease with the Provider(s) on a ‘subject to planning’ basis upon confirmation from the Chief Property Officer that the terms agreed comply with S123 of the Local Government Act 1972.
The award will support the Council’s vision for Extra Care Housing which is to offer residents support within modern, purpose-built facilities that help older people retain their independence in the community while offering flexible and responsive care and support arrangements to meet their needs, enhance quality of life and improve outcomes.

Since 2013, there has been wide-ranging and ongoing engagement with existing users of accommodation with care and support, potential future users of services, Carers, Stakeholders, Surrey County Council staff, NHS Clinical Commissioning Groups, Borough & District Partners and Providers. This has included direct engagement with residents of Extra Care housing lead by the ASC Business Intelligence Team. However, this was not conducted as a formal consultation under delegated officer powers.
