The Libraries and Cultural Services Transformation Programme is delivering significant change across the Library Service. This report recommends that Cabinet agree to invest in increasing access to Surrey County Council library buildings. The initial phase focuses on thirteen libraries across the county, with evaluation of the benefits to inform any further roll-out.

A co-design methodology and resources are now in operation to support resident engagement. Engagement with district and borough partners forms a critical strand of the co-design activity, and officers will continue to engage on that basis, to ensure the fit with wider opportunities in localities.
