To alter the nature of the proposed lengthsman agreements between the County Council and the various Parish Councils and Other Local Organisations undertaking work under the Highways Localism initiative from an agreement delegating responsibility under s.19 of the Local Government Act 2000 to a contract for services as with other suppliers.
