This item has been added to the agenda of the Cabinet meeting on 22 October 2013, having secured the agreement of the Chairman of the Council Overview and Scrutiny Committee that a decision on this matter could not reasonably be deferred, to enable a decision to be taken under special urgency procedures (part 2 of the Council’s Constitution, Article 6.05 Access to Information Rules (f) Special Urgency). A decision on this matter is required prior to 25 October 2013 and cannot reasonably be deferred.
