The Charity of Robert Phillips was created in 1991, fifty years after the death of the man whose name it bears. The Chairmanship changes annually and alternates between Trustees representing Surrey County Council and of Walton and Weybridge District Council. Elmbridge Borough Council provides the secretarial and administrative support whilst Surrey County Council supports the financial management. The Charity is organised as a selection panel who consider grant applications on a quarterly basis. In order to assist with the determination of applications, the Trustees have established the following policies.
Every
school within the Ancient Parish of Walton-on-Thames is welcome to
submit an application for one scholarship per academic year to
provide music lessons for its most deserving pupil residing in the
Ancient Parish. The criteria is as
follows:-

(i) |
All scholarship requests be submitted via the school to which they relate only.

(ii) |
In the event of the allocation of a scholarship to a child who receives music tuition from a school other than the one he/she attends for general full-time education, such as the Alan Roberts Percussion Funschool, the scholarship be allocated against the name of the school providing full time education.

|
(iii) |
The Scheme be extended to relate to all schools within the Ancient Parish of Walton-on-Thames, including infant schools.
|
|
(iv) |
The Scheme be extended to relate to all ages.
|
|
(v) |
The amount of scholarships be increased to £400 for infant schools, £600 for junior schools and £1,000 for secondary schools.
|
|
(vi) |
A scholarship may be divided between two or more pupils attending a particular school.
|
|
(vii) |
Applications in respect of scholarships relating to schools outside the Ancient Parish will be determined separately from the Scheme on their individual merits by the Trustees. |
