    To approve the minutes of the previous meeting held on 3 Sept 2021 as a correct record.

    Minutes:

    The minutes of the previous meeting, held on 3 Sept 2021 were agreed although it was noted that under item 8, the Farnham Speed limit reduction, the minute should have referred to Nitrogen Dioxide pollution rather than Carbon Dioxide.

    To answer any questions from residents or businesses within the Waverley Borough area in accordance with Standing Order 69.  Notice should be given in writing or by email to the Partnership Committee Officer by 12 noon four working days before the meeting (5 Nov).

     

    Minutes:

    One written question was received from Andrew Boulton.  The question and answer were published in a supplementary agenda.

     

    Mr Boulton attended the meeting and thanked Mr Selby for the answer and local discussions with residents on the issue.  He felt that speeding on the approach to Charterhouse was a problem and needed to be addressed and local members expressed agreement.  It was noted that the VAS sign in the area was not working and Mr Boulton asked if there was any data on their effectiveness.

CRANLEIGH HIGH STREET, WAVERLEY - 20mph SPEED LIMIT ASSESSMENT pdf icon PDF 298 KB

    A speed limit assessment has recently been undertaken for High Street, Cranleigh  within Waverley where concerns have been raised by Members and residents about speeding.  The results are detailed within this report and the attached annex.

    Decision:

    The Local Committee (Waverley) agreed that:

     

    (i)            Based upon the evidence the speed limits should be changed to adhere to the current policy, and gives authority to advertise a notice in accordance with the Traffic Regulation Act 1984 the effects of which will be to implement the proposed speed limit changes and revoke any existing traffic orders necessary to implement the changes. Subject to no objections being maintained the Order is made.

     

    (ii)           Authorisation is given to the Engagement and Commissioning Manager in consultation with the Chairman of the Local Committee and Local Member to resolve any objections received in connection with the proposals.

     

    Reasons for decision:

     

    To help to slow speeds in this area.

    Members welcomed the 20 is plenty initiative for the High Street, but did note the low speeds recorded.  It was felt that if the signage measures prevented one accident then they were worth the investment.

WAVERLEY PARKING REVIEW pdf icon PDF 284 KB

    Officers of Surrey County Council’s parking team have carried out a review of on street parking restrictions within the borough of Waverley and identified changes which would benefit road safety and reduce instances of obstruction and localised congestion. Committee approval is required in order to progress these changes to the stage of ‘formal advertisement’, where the proposed restrictions will be advertised for 28 days and open to comments, support or objections from members of the public.

    Decision:

    The Local Committee (Waverley)agreed that:

     

    (i)            the proposed amendments to on-street parking restrictions in Waverley as described in this report and shown in detail on drawings in annex A are agreed.

     

    (ii)           the costs for this review will be funded by the parking team’s revenuebudget.

     

    (iii)         the intention of the county council to make an order under the relevant parts of the Road Traffic Regulation Act 1984 to impose the waiting and on street parking restrictions in Waverley as shown on the drawings in annex A is advertised and that if no objections are maintained, the orders are made.

     

    (iv)         if there are unresolved objections, they will be dealt with in accordance with the county council’s scheme of delegation by the parking strategy and implementation team manager, in consultation with the chairman/vice chairman of this committee and the appropriate county councillor.

    Reasons for decision:

     

    The waiting restrictions will make a positive impact towards:-

     

    ·           Road safety

    ·           Access for emergency vehicles

    ·           Access for refuse vehicles

    ·           Easing traffic congestion

    ·           Better regulated parking

    ·           Better enforcement

    ·           Better compliance

    Members welcomed the parking review, which included parking restrictions at Frensham Ponds.  The parking officer was thanked for his work, especially since some areas had seen unprecedented numbers of visitors during lockdown.

     

    The parking officer reported that some areas were still awaiting installations from the 2020 parking review and this was being chased up. 

     

    Members were keen for more information on Electric Vehicle charging points, as they had submitted potential sites but had not had feedback.  The Chair volunteered to contact the EV team on this.

     

    The Local Committee (Waverley)agreed that:

    Minutes:

    The decision tracker was noted.

     

    Members discussed Markwick Lane and the wider area review that had been requested.  It was noted that the parish clerks were to meet to discuss the impact from HGVs and that this might result in a CIL bid to Waverley BC to fund the £40k feasibility study.  SCC Officers were also considering the impact of displacement to other areas outside Waverley.
