    Notes:

    ·        In line with the Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012, declarations may relate to the interest of the member, or the member’s spouse or civil partner, or a person with whom the member is living as husband or wife, or a person with whom the member is living as if they were civil partners and the member is aware they have the interest.

PETITION RESPONSE

    To provide Members with an Officer response to a petition previously submitted to the Local Committee.

     

    Two petitions were received at the Local Committee on 7 December 2015:

     

    - one from Sophie Sheppard which contained 135 signatures and read:

    “Effectively maintain, pollard and make safe the trees and surrounding highway and pavements in Park Road Ashford”.

     

    A petition response report was provided at the 7 December Local Committee.

     

     

    - one from Abigail Macarty from Spelthorne School which contained 85 signatures and read:

    “Improving the Safety Outside Our School.

    Following the recent accident to Mrs Julie Porter, we would like to present this petition on behalf of the students and their families.

    We strongly feel that some or all the following suggestions could be implemented to improve the safety outside the school:

    - A Pelican/Zebra crossing

    - More supervision on traffic control

    - Bring back the drop off zone

    - Yellow lines /Chevrons

    - Rising bollards.”

     

    A verbal update will be provided at this meeting.  The petition response report will be on the agenda at the next Local Committee meeting on 18 July 2016.

PUBLIC QUESTION TIME

    Minutes:

    Two public written questions were received from Mr Andrew McLuskey and Mr Ken Snaith.  The questions and answers are set out in Annex 1 to these minutes.

     

    Mr McLuskey had a supplementary question regarding air pollution.  He agreed to email the question to the Committee officer, who will obtain an answer for him.

     

    Mr Snaith was disappointed that the rubbish in Sheep Walk, Shepperton had not been noticed and said that Spelthorne Borough Council did not have the equipment or the funding to remove the large items that SCC had removed from the ditch.  The SCC Highways Area Manager agreed to investigate it further.  Cllr Ian Harvey said he would also consult officers in the Borough Council.

SCHOOL TRAVEL PLANS (SPELTHORNE) PROGRESS REPORT (SERVICE MONITORING & ISSUES OF LOCAL CONCERN) pdf icon PDF 185 KB

    For information only: to increase awareness and support for School Travel Plans and show recognition at the highest level for schools, teachers, parents and pupils who have worked hard to achieve a positive change for their school community.

    Minutes:

    Rebecca Harrison, SCC Schools Sustainable Travel Manager, presented the report.

     

    The report was for information only.

     

    Mr Richard Walsh noted that residents were not mentioned in ‘reasons for recommendations’ on the report’s first page.

     

    Members queried who in Spelthorne Borough Council had been involved in the consultation and whether it was officers and not councillors.

     

    Cllr Daxa Patel asked Rebecca to note that The Hythe Community Primary School is in Runnymede and not Spelthorne (para 2.1).  This would mean that the percentage figure quoted would have to be amended.

     

    At present school travel plans are voluntary so are not enforceable.  However, expanding schools have to complete a travel plan because it is a planning condition.

    Decision:

    The Local Committee (Spelthorne) resolved to AGREE:

     

    (i)    To authorise the implementation of the proposed increase in speed limit in Charlton Lane, and receive a report approximately three months after implementation of the scheme to detail the results of the speed limit change (paragraphs 2.3 to 2.10 refer).

    (ii)   That the Staines STP phase 1 Major Scheme should be put to public consultation, and that the Area Highway Manager in consultation with the Member Task Group should decide the consultation material and the manner of engagement (paragraphs 2.50 to 2.60 refer).

    (iii)  To authorise the Area Highway Manager in consultation with the Chairman, Vice Chairman, and relevant Divisional Member(s) to undertake all necessary procedures to deliver the agreed programmes.

     

    Reasons: Programmes of work have been agreed with the Committee and individual Divisional Members.  Committee is asked to provide the necessary authorisation to deliver those programmes of work in consultation with the Chairman, Vice Chairman and relevant Divisional Member without the need to revert to the Committee as a whole.

    Public consultation is needed to assist the development of the Wider Staines STP scheme proposals.  At a later date it is expected that Committee will be asked to approve statutory consultation (legal notices for certain elements of the scheme) once the detailed design is nearing completion.

    Minutes:

    The Chairman allowed members of the public to ask questions during this item, regarding Charlton Lane and Russell Road.  The Area Highways Manager responded.

     

    Cllr Smith-Ainsley proposed that an amendment be made to Recommendation (i): delete ‘at a later date’ and insert ‘approximately three months after the implementation of the scheme’.  Cllr Frazer seconded this.

     

    Vote: For: 8, Against: 3.  Motion was carried.

    Mr Robert Evans asked for an amendment to be recorded for Table 3: St Mary’s Avenue (not St Margaret’s).

     

    Cllr Frazer asked for an amendment to be recorded for paragraph 2.24, last sentence: insert the word ‘not’ after ‘Officers have ...’.

     

    It was agreed that Mr Walsh, Cllr Smith-Ainsley and the Chairman of Charlton Village Residents Association would meet with the Highways engineer to discuss the design brief for Charlton Village (see Table 5).

    The report was to update the Local Committee on the activities of Surrey Fire and Rescue teams within the Spelthorne Borough.

     

    The Committee asked that an additional recommendation be added to the report, following the investigation into Cllr Robert Watts death:

     

    (iv)  Urge that the service continues to use its best endeavours to promote installation of working smoke alarms.

     

    The Chairman asked for it to be recorded that he welcomed the report and found it easy to read.

BUCKINGHAMSHIRE & SURREY TRADING STANDARDS WORK IN SPELTHORNE (SERVICE MONITORING & ISSUES OF LOCAL CONCERN) pdf icon PDF 120 KB

    Minutes:

    There was an amendment to be noted regarding para 1.7: Page Aerospace no longer exists in Spelthorne.

     

    Some members had attended the Older People’s event run by Spelthorne Borough Council and Trading Standards had given a talk, as mentioned in para 1.17 of the report.  It was noted that older people had valued the information and that a further event will be held.

     

    Members asked for their thanks to be passed to the officer for the report.  Members would like to be kept informed via email regarding Trading Standards activities in Spelthorne and how joint working can be improved in the future.
