    Three written Public Questions were received at the committee. The questions and answers were published on the SCC Waverley Local Committee web pages before the meeting.  The following supplementary questions were asked:

     

    Question 1: Supplementary Question – Mr Castles

    “I am concerned that there are gullies that are recorded as being cleaned, but there is no evidence on the ground of this having taken place. I would request that a member of the highways team visit the location to see what the impact is for themselves”

     

    The Committee agreed that they would write to the local highways team and ask that someone visit the site to view the location.

     

    Question 2: Supplementary Question – Anne Corbin

    “The issue is that there are lots of rental properties in the area and that it is cheaper for them to park on the double yellow lines rather than pay for parking, and therefore enforcement does not provide a deterrent. I would like the committee to look at a long term solution to the issue including an extended pathway.”

     

    The Committee agreed that the County Councillors and Ward Councillors would meet with the questioner alongside a highways officer to see what could be done to improve the situation.

    A petition has been received from Ali Pritchard which contains 57 signatures and reads:

     

    “Farnham Heath End School Parking on Bullers Road

     

    As residents of Bullers Road, we would like to formally register our complaint and petition concerning the use of our residential street by parent drivers of Heath End School students. This concern is widely shared with Bullers Road residents, as indicated in the enclosed signed petition.

     

    Bullers Road is a quiet residential no-through road, which provides delivery-only access to Farnham Heath End School (the main entrance point to the school is accessed via Hale Reeds). The street consists of predominantly period properties with limited off-street parking for residents and over the years has witnessed increasing levels of traffic from school parents using the street for drop off and collection rather than the designated car park at Hale Reeds. This activity has caused significant disruption, conflict and importantly safety concerns for local residents.

     

    These daily, albeit currently paused occurrences, due to the current Covid-19 climate, continue to be highly stressful and dangerous elements that form the daily routine on Bullers Road. We urge you to take action to provide some relief after years of resident tolerance.”

    Petition: FARNHAM HEATH END SCHOOL PARKING ON BULLERS ROAD

     

    The Local Committee (Waverley) resolved to AGREE that:

     

    (i)         When central government give local authorities outside of London the power to enforce School Street road closures, then Bullers Road should become the first pilot of this type of scheme in Surrey.

    (ii)        Proposals for a School Street on Bullers Road would be subject to consultation with the local residents and school.  The results of the consultation will be presented to the Local Committee when seeking approval to proceed with advertising the legal order to create the School Street.  This will assist the Committee in deciding whether to proceed with the scheme or not.

    A petition was received from Ali Pritchard which contained 57 signatures and read:

    As part of her introduction to the petition, the lead petitioner made the following points:

    • Initially the petition was created due to environmental concerns of drivers idling up and down the street emitting dangerous gases including carbon monoxide and nitrogen oxide.
    • However, road safety issues have increased over the last few years including cars speeding around the corner of Bullers Road, parking on double yellow lines and in the turning circle, and over driveways.
    • Residents welcomed the proposed recommendations, and asked that the keep clear signs and yellow lines were repainted as well as a “Keep Schools Clean” banner introduced.
    • She requested that the time for the camera to be in operation should be 8.15am to 9.15am and 2.15pm to 3.15pm.

     

    The Road Safety and Active Travel Manager responded stating that the concept of a School Street Zone was one that he was interested in exploring, once the Secretary of State for Transport have provided all local authorities with the enforcement powers to carry this out. Following this, all the proposals within the recommendations needed to be part of a consultation of all local residents so that there was clarity about what the changes would mean, including having no visitors parking or deliveries during this time. There would also need to be a review of the knock on effect of these restrictions, and these would come to the committee in the future for consideration.

     

    The Local Committee (Waverley) AGREED that:

    One written Member question was received from Cllr Jerry Hyman. The question and answer was published on the SCC Waverley Local Committee web pages before the meeting. Cllr Hyman asked the following supplementary question:

    “I don’t believe that the original question has been answered – so can the Committee agree that the Farnham Covid-19 road measures should be removed immediately.”

    Members discussion – key points:

    • The Farnham Board had been looking into the issue over the last few months, and had recently held a local liaison meeting to get residents views on the subject of transport infrastructure around Farnham.
    • In addition to this the Surrey County Council Leader, Cllr Tim Oliver and the Environment, Transport and Infrastructure Strategic Director had been taking the issue seriously. It was recognised that the situation wasn’t perfect but that the Board was working to look to improve the situation
    • There was a discussion about whether the new road measures, and the way that they had been advertised had had a significant impact on the traffic flow through Farnham, or if this would have taken place regardless of the new measures.
    • It was noted that the traffic restrictions were not universally popular.

ELECTRIC VEHICLE CHARGING POINT TRIALS: LOCATIONS (EXECUTIVE FUNCTION) pdf icon PDF 1 MB

    To provide an update on the progress of the Electric Vehicle (EV) Charging Point Trials happening across Surrey as the project moves into the final pre-installation phase.

     

    Member approval is required to delegate decision making powers to the Chairman, Vice Chairman and Divisional Member(s) to approve the final five sites upon completion of the consultation feedback review to install EV charging point units.

    The Local Committee (Waverley) resolved to AGREE to:

     

    (i)            Approved the installation of Electric Vehicle Charging points in Summers Road (Godalming), Hale Road (Farnham) and St. Christopher’s Green (Haslemere) in line with the proposals set out in the consultation

     

    (ii)          Agreed that Electric Vehicle Charging Points be installed in 1 or 2 of the following: High Park Road (Farnham), Croft Road (Godalming) or Falkner Road (Farnham) in line with the proposals set out in the consultation, and to delegate approval for which sites to progress to the Transport Strategy Project Manager in line with the recommendations by the Chairman, Vice Chairman and appropriate Divisional Members

     

    (iii)         Agreed that NO Electric Vehicle Charging Points be installed in Wey Hill (Haslemere), Windrush Close (Bramley) or Brighton Road (Godalming)

     

    (iv)         Delegated approval of any future sites required for potential Phase 2 trial to the Transport Strategy Project Manager in line with the recommendations by the Chairman, Vice Chairman and appropriate Divisional Members, where a decision on sites needs to be made prior to the next Local Committee meeting.

    The item was introduced by the Transport Strategy Project Manager presenting a summary of the consultation responses relating to the recent public consultation on Electric Vehicle Charging points in Waverley (Annex C). Based on these responses, the Transport Strategy Project Manager presented a revised set of recommendations for the Committee to consider (also set out in Annex C) which would enable the progression of supported locations.

     

    Member discussion – key points:

    • In line with comments at the last meeting, the Members welcomed the introduction of Electric Vehicle Charging points in Waverley, and stated a wish to progress with this as quickly as possible in line with residents views.
    • It was noted that the locations that were proposed within the consultation had been identified following conversations with the Parking Team and Area Highways Managers (about preferred sites) and Power Companies (regarding practicalities).
    • Members were pleased with the resident consultation outcome relating to Summers Road and supported the implementation of charging sites there, but stated that implementing charging points in Croft Road, Godalming would be more challenging
    • There was agreement that the two sites Windrush Close (Bramley) and Brighton Road (Godalming) should not be taken forward based on resident responses. It was also agreed that Wey Hill site in Haslemere should not progress due to the proximity to the proposed site at St. Christopher’s Green.
    • There was a discussion regarding the nature of the response to the Hale Road proposal, and how that had been taken into consideration in the proposals.
    • It was agreed not to make a decision on the additional 1 or 2 sites where further investigation was required, and that discussion with local members would take place after the meeting to determine which of the remaining three sites would be taken forward as part of Phase 1.
    • As part of the discussion, there was general agreement that the best place to locate charging points would be within car parks, and that Waverley Borough Council was looking at this. With this, it was noted that officers from Surrey County Council and Waverley Borough Council were discussing how to ensure that there was as much consistency relating to the way these charging points operated across the borough, with the note that some of these car parks were within conservation areas which had an impact on the type and design of the physical charging points.
    • It was requested that Members liaised with the Transport Strategy Project Manager to discuss possible sites within their divisions for Phase 2 of the pilot, following a conversation regarding the wish for sites in Cranleigh & Ewhurst, and further sites in Farnham & Haslemere.
