This item is presented as item 12 on the agenda but was brought forward by the Chairman and he felt that this discussion would be useful prior to making decisions on the highways update.

 

The Area Highway Manager outlined the current issues around traffic flow in Staines and set out options for how this could be improved.

 

He reports that the present road network in Staines town centre was established as part of the project to pedestrianise the High Street in the late 1990s

 

Since the late 1990s the town centre has undergone substantial development, resulting in increasing economic activity, which in turn has resulted in an increase in the number of journeys to and from the town centre.  During this time the road network has not benefitted from any significant development.

The town centre area has four points of entry, all of which are constrained:

 

       Staines Bridge – which is constrained by the fact that it is a major listed structure spanning the River Thames;

       Laleham Road – which is constrained by the railway bridge;

       The Iron Bridge – which is constrained by the fact that it is a railway bridge;

       Wraysbury Road – which is constrained by the fact that it leads directly to the County Boundary with the Royal Borough of Windsor and Maidenhead.

 

There are a number of significant car parks – including the Elmsleigh Centre, Two Rivers, and Bridge Street.  A car park guidance system has previously been installed, but is now defunct and obsolete. 

 

Access to the Two Rivers car parks and retail area is very restricted with two constrained access points.  Mustard Mill Road provides an entry point from both the London Road and South Street directions, but only provides and exit towards London Road.  Hale Street provides access to Wraysbury Road and Bridge Street, which in turn connects to Staines Bridge.  Bridge Street itself is narrow and twisting, and frequently heavily congested, resulting in congestion on the approach to Bridge Street across Staines Bridge.

 

Vehicle movements are controlled by a series of traffic signal controlled junctions, which are coordinated as part of a SCOOT region.  SCOOT stands for “Split Cycle Offset Optimised Timing” and is a system whereby all the traffic signal controlled junctions are connected to an Urban Traffic Control (UTC) computer.  The UTC computer receives information from vehicle detectors on site, and uses this information in real time to control the timing and coordination of the traffic signals so that all the junctions work together as a team to optimise capacity.  If the system is working well, it should respond quickly to the prevailing traffic flows to provide capacity where it is needed.

 

The SCOOT region was implemented and its operating parameters first validated in the late 1990s, in the context of traffic patterns at the time.  It has not been revalidated since the late 1990s, which means the algorithms controlling traffic rely on operating parameters that are out of date.  In addition for some time the communications links between the junction controllers and the UTC were not operational.  Communication has now been re-established, and arrangements are being made to repair faulty vehicle detectors.  At the present time there is no funding available for revalidation of the operating parameters to suit today’s traffic patterns.

 

The Highway Manager therefore suggests that an investment of Spelthorne’s available parking surplus might be beneficial in revalidating the present traffic control systems as a first step to improving traffic congestion in the short term.

 

He also suggests that reviewing charges car parking across the town would be another step. In the longer term, Staines may benefit from a in-depth transport survey which could lead to the road system being remodelled and alternative methods of accessing the town (cycles, park & ride) being explored.

 

The committee were receptive to this idea, noting that recent  improvements such as the Egham by-pass has been very effective and the improvements to Runnymede roundabout which are currently underway will have many benefits. It was agreed that revalidating the SCOOT system would be a logical first step.

That the report be noted including the following:

           

1.         Forecast revenue budget outturn for 2017/18 were £19m overspend (Annex 1, paragraphs 1 and 8 to 38). This included:
£9m savings to be identified,
£16m savings considered unachievable in 2017/18,
£14m service demand and cost pressures
less
£20m underspends, additional savings and income.

 

2.         Significant risks to the revenue budget (Annex 1, paragraphs 39 to 44 of the submitted report) could add £11m to the forecast overspend, included: £8m in Children, Schools & Families and £2m in Adult Social Care.

 

3.         Forecast planned savings for 2017/18 totalled £79m against £95m agreed savings and £104m target (Annex 1, paragraph 45 of the submitted report).

 

4.         All services continued to take all reasonable action to keep costs down and optimise income (e.g. minimising spending, managing vacancies wherever possible etc.).

 

5.         The Section 151 Officer’s commentary and the Monitoring Officer’s Legal Implications commentary in paragraphs 16 to 19 of the submitted report stated that the council had a duty to ensure its expenditure did not exceed resources available and move towards a sustainable budget for future years.

 

That the following be approved:

 

6.         Draw down £23,000 from Community Buildings grant scheme for planned spend on school kitchen schemes in 2017/18 (Annex 1, paragraph 61 of the submitted report).

 

7.         £0.5m of the current £0.8m Adult Social Care Major Adaptations capital budget  be spent on items purchased from the community equipment store capitalised under the accounting policy for community equipment from 1 April 2017 (Annex 1, paragraph 62 of the submitted report).

That a contract for the provision of online lesson packages to Surrey Online School be awarded to Tute Education Ltd. starting from 1 January 2018 for a period of two years with an option to extend on an annual basis for two more years.

 

Reasons for Decision:

 

i.      Surrey Online School currently spot purchases places on online courses, in advance from an existing supplier, and then recoups the money directly from the schools or services. In order to continue current levels of provision and cope with increasing demand we are seeking a longer term solution to procurement of courses and places for students.

 

ii.     This new provision provides a more cost effective means of commissioning these services.

 

iii.    Due to the rapid growth of demand for the services offered by Surrey Online School we are now seeking to formalise a contract with a supplier to maintain continuity for the schools and services that purchase online education for students in alternative provision.

1.    That the framework agreement be awarded to TMP Worldwide for three years from 1 March 2018 with an option to extend for one period of one year.  Over the full term of the framework, the anticipated value is £1.4m (approximately £368,000 per annum).

 

2.    That the Leader of the Council write to the Secretary of State for Department of Communities & Local Government requesting that the legislation regarding statutory notices be reviewed in light of the significant financial cost of producing such notices and to modernise the way that the public access this information.

 

Reasons for Decision:

 

i.      The Council had a contract for Advertising of Statutory Notices, which is due to expire on 28 February 2018 and needs to be replaced. 

 

ii.     The Council conducted an Official Journal of the European Union (OJEU) tender process, in compliance with the requirements of the Public Contracts Regulations 2015 and the Council's Procurement Standing Orders.

 

iii.    A thorough evaluation process has identified awarding the framework to TMP Worldwide will provide the Council with the best value for money.

1.    That authority be delegated to the Cabinet Member for Property and Business Services; Acting Chief Executive and Chief Property Officer to finalise and enter into:

 

            a.        the JV contract documentation, as set out in the submitted Part 2 report, with Places for People Group (PfP);

            b.        conclude contract requirements for the provision of an operating lease within the parameters set out within the submitted Part 2 report;

 

2.    That the Investment Board:

 

            a.        commission the Joint Venture to undertake development opportunities and option analysis for the initial prioritised sites to be agreed by the Shareholder Board when setting the business plan, with future development opportunities following the same process;

            b.        formulate and present recommendations back to Cabinet for final approval of any development proposal or alternative future uses for the sites; and

            c.        review additional potential sites and commission feasibility proposals or options analysis for development proposals or alternative future uses of the sites;

 

3.    That it be noted that authority was delegated to the Shareholder Board (SB) to:

 

            a.        appoint nominated representatives to the Joint Venture Strategy Board;

            b.        appoint two nominated Council officers to be representatives of the Council on the Joint Venture Board to oversee and deliver the day to day activities of the joint venture vehicle;

            c.        approve the Annual Business Plan, Annual Accounts and other applicable control and management member matters of the Joint Venture entity; and its terms of reference have been amended accordingly.

 

Reasons for Decisions:

 

i.      These recommendations enable SCC to assist in enhancing economic prosperity within the County, through the delivery of mixed use development schemes, and potentially securing a long term revenue stream to the Council.

 

ii.     Entering into the proposed Joint Venture will provide SCC with an ability to secure the following objectives:

          (a)        establish a delivery model, which can act as an agent for economic growth and social activity, delivering housing and mixed use developments;

          (b)        create a focus for skills & training development and local employment opportunities;

          (c)        utilise its assets, ensuring efficiencies, site optimisation and achieving best value and allowing a pipeline of sites to be made available to the JV partner to ensure economies of scale and scope to the programme of activities;

          (d)        support delivery of key components of the Investment Strategy;

          (e)        secure a significant, pre-committed and long term partner able to bring capital and expertise to the region;

           (f)        support and benefit from wider collaborative opportunities through offering the vehicle to those public sector partners seeking a development delivery vehicle that satisfies their own corporate asset related objectives.

Members considered the Annual Parking report which presented the performance of all parking services and made recommendations to change a number of on street restrictions to support expansion of the car club and improve traffic flow.

 

The Local Committee (Guildford) agreed:

 

(i)         to note the contents of Annexe 1 the Parking Annual Report for 2016-17

 

(ii)        formally advertise its intention to create an amendment order to convert the four bays referred to in paragraph 2.7 and shown in Annexe 2 in to bays for use by a car club car at any time. To also agree that if there are objections to the proposals which cannot be resolved that these are determined by the Parking Manager in consultation with the Chair, Vice Chair and Divisional Member but if there are no objections that the order is made.

 

(iii)       to agree to advertise formally the proposal to create an amendment order for further no waiting at any time restrictions in Chinthurst Lane as set out in paragraph 2.14 and Annexe 3.  To also agree that if there are objections to the proposals which cannot be resolved that these are determined by the Parking Manager in consultation with the Chair and Vice Chair but if there are no objections that the order is made.

13/12/2017 - LEP LGF3 TRANSPORT SCHEMES IN GUILDFORD INCLUDING OUTCOME OF PUBLIC CONSULTATION ON SUSTAINABLE MOVEMENT CORRIDOR: WEST (EXECUTIVE FUNCTION) ref: 3226    For Determination

The report presented the package of projects which was introduced at the previous Local Committee on 19 September 2017.  It was proposed that the projects are consulted on with the public in January 2018, with the exception of the Sustainable Movement Corridor: West (SMC West) which has already been consulted on in September 2017, in order to enable that project to commence sooner. These works will be primarily funded by the Enterprise M3 Local Enterprise Partnership (EM3 LEP) with match funding from Guildford Borough Council, the Environment Agency and other sources.  The results of the public consultation on the SMC West transport project and the recommended elements which are to be included in the LEP bid were also described in the report.

 

Members thanked the Transport Strategy Project Manager and team for their hard work and everybody that engaged with the (SMC West) consultation.  Members commented that timing is important in order to link all the transport improvements together.  Members also commented that the projects will give people more transport options and they will not need to use their cars especially those going to and from the Surrey Research Park and Guildford Train Station.

 

The Transport Strategy Project Manager responded that:

 

The projects will give people more transport options and there will be less reliance on private car use especially those going to the Surrey Research Park, the University of Surrey and the Town Centre.

 

It was raised whether there was any possibility of a link from the A3 to the Research Park.  The Transport Strategy Project Manager informed Members that Highways England aren’t keen on adding a junction however improvements being made will help to get traffic off A3.  The Chairman informed the committee that as the LEP projects consultation will start on 8 January 2018 and the Transportation Task Group are to view and agree the consultation material, prior to consultation they will deal with this by e-mail.

 

The Local Committee (Guildford) agreed to:

 

(i)            Acknowledge the results of the public consultation on the Sustainable Movement Corridor West.

(ii)           Propose that the recommended measures for the Sustainable Movement Corridor: West are taken forward to business case submission.

(iii)          Note that the proposed consultation period for the remaining schemes commences in January 2018 and agree that the Area Highways Manager in consultation with the Transportation Task Group and the Project Manager (Transport Policy) view and agree the consultation material, prior to consultation.

 

REASONS:

 

To enable Members to assess the public response on the SMC West project and provide their feedback and approval of the content of the project for a Business case application to the EM3 LEP be submitted.

 

To enable Members to share the information with constituents during the consultation period.

General

(i)    NOTED that the Local Committee’s devolved highways budget for capital works within the Medium Term Financial Plan 2017-20 is £36,363 in 2018/19 and 2019/20 and it has been assumed  that the revenue budget for 2018/19 remains the same as for 2017/18 at £40,910;

(ii)   AUTHORISED delegation of authority to the Area Highway Manager, in consultation with the Local Committee Chairman and Vice-Chairman to agree a revised programme of highway works for 2018/19 if there is a change in the Local Committee’s devolved budget.

(iii)  NOTED that should there be any changes to the programme of highway works as set out in this report, a report will be taken to a future meeting of Tandridge Local Committee to inform members of the changes.

 

Capital Improvement Schemes (ITS)

(iv)AGREED that the capital improvement schemes allocation for Tandridge be used to progress the Integrated Transport Schemes programme set out in Annex 1;

(v)  AUTHORISED that the Area Highway Manager, in consultation with the Local Committee Chairman and Vice-Chairman, be able to vire money between the schemes agreed in Annex 1, if required;

(vi)AGREED that the Local Committee Chairman, Vice-Chairman and Area Team Manager, together with the loca divisional Member are able to progress any scheme from the Integrated Transport Schemes programme, including consultation and statutory advertisement that may be required under the Road Traffic Regulation Act 1984, for completion of those schemes.  Where it is agreed that a scheme will not be progressed, this will be reported back to the next formal meeting of the Local Committee for approval.

 

Revenue Maintenance

(vii)AUTHORISED the Area Maintenance Engineer, in consultation with the Local Committee Chairman, Vice-Chairman and relevant local divisional Member, to use £40,910 of the revenue maintenance budget for 2018/19 as detailed in Table 2 of this report;

(viii)               AGREED the Area Maintenance Engineer, in consultation with the Local Committee Chairman and Vice-Chairman, be able to vire the revenue maintenance budget between the identified work headings in Table 2;

(i)    To re-allocate £30,000 from the parking surplus, which had previously been allocated to the development of strategic schemes for CIL bids, to revalidate and optimise the coordination of the existing traffic signal controlled junctions in Staines Town Centre (paragraphs 2.1.6 to 2.1.9 refer);

The road system in and around Witley CE Infant School is dangerous and not fit for purpose.  Crossing the road, accessing the car parking and access to Church Lane, both by car and on foot, is dangerous.  Every school should have safe access for the children who are in attendance, but Witley Infant School does not.  There is not enough signage at two key points on Church Lane to inform drivers that there is a school; there are no road markings to encourage vehicles to drive more slowly and appropriately around young children; pedestrians have no right-of-way here.”

2. Bus stop clearways: Buses require parallel alignment to the kerb to deploy ramping and kneeling equipment. Kerbing at bus stops has been raised to allow step-free access for wheelchair users, those with mobility problems, those with shopping trollies or child buggies and easier and quicker boarding/alighting for all passengers.

3. Parked vehicles within bus stops prevent this access.

4. Reliability of buses is improved if the vehicles are able to approach, stop at and depart from bus stops without hindrance, improving the accuracy of scheduled bus stopping times and encouraging usage of sustainable transport. Ease of boarding and alighting speeds bus operation and assists bus operators maintaining schedules and reliability.

5.Bus stop clearways enable Borough enforcement officers to issue penalty charge notices on any offending vehicles obstructing the bus stop area, thereby discouraging inconsiderate parking.

To note the response provided, but to ask the Area Highways Manager to consider whether there could be more flexibility in the tree planting guidelines for residential roads with low footfall and to report back to the Committee if changes are possible.

 

A309 Kingston by-pass pedestrian crossing

 

That the Highways Area Manager be asked to consider whether there are any further measures, such as the installation of a rumble strip at this location, which could be considered to improve safety and report back to the Committee.

 

Hare Lane, Claygate

 

That £5,000 be allocated from the Committee’s parking surplus to fund a speed assessment in Hare Lane to inform a decision on what further work, if any, may be required in the area.

 

Reasons: to respond to issues raised by local residents in the form of petitions to the Committee.

(i)            Support dialogue with relevant Guildford, Waverley and Mole Valley county, district and parish councillors to address concerns regarding HGV movements and interventions in the area. Further dialogue is required.

To enable key stakeholders to explore wider solutions to HGV management.

The Local Committee (Mole Valley) agreed to:

 

(i)    Note the results of the speed limit assessment undertaken;

And resolved to:

(ii)   Agree that, based upon the evidence, the speed limit be reduced from 60mph to 40mph on Hollow Lane, that section of Leith Hill Road between Hollow Road & Leith Hill Lane (also known as Abinger Road), Leith Hill Lane (also known as Abinger Road), Donkey Lane, Abinger Common Road, Lemons Farm Road, Sewers Farm Road, that section of B2126 Etherley Hill between a point 55m west of the western carriageway edge of Leith Hill Lane (also known as Abinger Road)  and B2126 Ockley Road, B2126 Ockley Road and B2126 Forest Green Road in accordance with the current policy;

(iii)  Authorise the advertisement of a notice in accordance with the Road Traffic Regulation Act 1984, the effect of which will be to implement the proposed speed limit change, revoke any existing traffic orders necessary to implement the change, and, subject to no objections being upheld, that the order be made;

 

(iv)Authorise delegation of authority to the Area Highway Manager in consultation with the Chairman, Vice-Chairman of the Local Committee and the local divisional member to resolve any objections received in connection with the proposal.

REASONS FOR RECOMMENDATIONS:

 

To enable changes to the speed limit on Hollow Lane, part of Leith Hill Road between Hollow Road & Leith Hill Lane (otherwise known as Abinger Road), Leith

The Local Committee (Mole Valley) agreed to:

General

(i)         Note that the Mole Valley’s Local Committee’s devolved highways budget for capital works within the Medium Term Financial Plan 2017-20 is £36,363 in 2018/19 and 2019/20 and that the revenue budget for 2018/19 is £40,910.

(ii)        Authorise delegation of authority to the Area Highway Manager, in consultation with the Local Committee Chairman and Vice-Chairman, to agree a revised programme of highway works for 2018/19 if there is a change in the Local Committee’s devolved budget;

(iii)       Note that should there be any changes to the programme of highway works as set out in this report, a report will be taken to a future meeting of Mole Valley Local Committee to inform members of the changes.

 

And resolved to:

Capital Improvement Schemes (ITS)

(iv)       Agree that the capital improvement schemes allocation for Mole Valley be used to progress the Integrated Transport Schemes programme set out in Annex 1;

(v)        Authorise that the Area Highway Manager, in consultation with the Local Committee Chairman and Vice-Chairman, be able to vire money between the schemes agreed in Annex 1, if required;

(vi)       Agree that the Local Committee Chairman, Vice-Chairman and Area Team Manager, together with the relevant local divisional Member are able to progress any scheme from the Integrated Transport Schemes programme, including consultation and statutory advertisement that may be required under the Road Traffic Regulation Act 1984, for completion of those schemes.  Where it is agreed that a scheme will not be progressed, this will be reported back to the next formal meeting of the Local Committee for approval.

And resolved to:

Revenue Maintenance

(vii)      Authorise the Area Maintenance Engineer, in consultation with the Local Committee Chairman, Vice-Chairman and relevant local divisional Member, to use £40,910 of the revenue maintenance budget for 2018/19 as detailed in Table 2 of this report;

(viii)     The Area Maintenance Engineer, in consultation with the Local Committee Chairman and Vice-Chairman, be able to vire the revenue maintenance budget between the identified work headings in Table 2;

(ix)       Agree that the revenue maintenance gang be managed by the Area Maintenance Engineer on behalf of Members.

 

REASONS FOR RECOMMENDATIONS:

 

To agree a forward programme of highways works in Mole Valley for 2018/19 – 2019/20, funded from the Local Committee’s devolved budget

Reason for the decision:

 

The above decision was made because although the provision of a continuous route for pedestrians and cyclists between Chobham and Woking would be ideal, the financial and physical constraints do not currently make this route possible.
