The Local Committee (Waverley) resolved to AGREE that:

 

(i)            the proposed amendments to on-street parking restrictions in Waverley as described in this report and shown in detail on drawings in annex A are agreed

 

(ii)           funding in the 2020/21 financial year will be required to implement the parking amendments and the committee will need to contribute a maximum of £9,000 from the 2018/19 parking surplus - as detailed in paragraph 5.1

 

(iii)          the intention of the county council to make an order under the relevant parts of the Road Traffic Regulation Act 1984 to impose the waiting and on street parking restrictions in Waverley as shown on the drawings in annex A is advertised and that if no objections are maintained, the orders are made

 

(iv)         if there are unresolved objections, they will be dealt with in accordance with the county council’s scheme of delegation by the parking strategy and implementation team manager, in consultation with the chairman/vice chairman of this committee and the appropriate county councillor.

 

Reason:  It is recommended that the waiting restrictions are implemented as detailed in Annex A.  They will make a positive impact towards:

 

·      Road safety

·      Access for emergency vehicles

·      Access for refuse vehicles

·      Easing traffic congestion

·      Better regulated parking

·      Better enforcement

·      Better compliance

(i)            AGREED the changes to parking and waiting restrictions contained in Annexes 1 and 2 should be introduced.

 

(ii)           AGREED if necessary, minor adjustments can be made to the proposed changes by the parking strategy and implementation team manager in consultation with the chairman/vice-chairman and local divisional member prior to formal advertisement and statutory consultation.

 

(iii)          AGREED the intention of the county council to make traffic regulation orders (TROs) under the relevant parts of the Road Traffic Regulation Act 1984 to impose the waiting and on street parking restrictions in Tandridge as shown in the annexes (and as subsequently modified by ii) is advertised and that if no objections are maintained, the order is made.

 

(iv)         AGREED if there are unresolved objections, they will be dealt with in accordance with the county council’s scheme of delegation by the parking strategy and implementation team manager, in consultation with the chairman/vice chairman of this committee and the appropriate county councillor.

 

(v)          AGREED if necessary the parking team manager will report the objections back to the local committee for resolution.

(i)    The application submitted by Ward Councillors for West Byfleet Neighbourhood Area to install three benches at West Byfleet Recreation Ground be approved;

(ii)  The Deputy Chief Executive be authorised to approve payment for the total cost of installing the benches when the works have been undertaken and the invoices have been submitted to the Council. The cost of installing the benches is estimated at £1,594.68 and will be drawn from the total CIL income earmarked for the West Byfleet Neighbourhood Area, this currently stands at £385,032.20; and

(iii)The Ward Councillors for the West Byfleet Neighbourhood Area be asked to oversee all works relating to the procurement and installation of the benches in accordance with their project plan, project specification, costs and quality control.

REASON FOR DECISION

To enable funding to be secured for the installation of three benches at the West Byfleet Recreational Ground, West Byfleet Neighbourhood Area.

i)          To note the contents of this report.

ii)         To note the increased capital budget for 2020/21, following the full council meeting held in December 2019, from £211,111 which was reported at the December Local Committee to £334,000.

iii)        That the capital improvement schemes allocation for Reigate and Banstead in 2020/21 be used to progress the Integrated Transport Schemes programme as set out in Annex 4.

iv)        To note the increased capital maintenance budget for 2020/21 from £174,000 to £295,000, following the full council meeting held in December 2019. Which will be used to fund capital maintenance schemes, divided equitably between divisional members. Schemes to be progressed using this funding will be agreed by the Reigate & Banstead Maintenance Engineer in consultation with the Local Committee Chairman, Vice-Chairman and divisional members.

 

Reason for decisions:

 

The above decisions were made to update the Local Committee on the outcome of the 2019/20 highway works programme in Reigate and Banstead, and amendments to the 2020/21 Local Committee capital budget.

The Local Committee (Surrey Heath) agreed to note:

(i)    the proposed consultation to be undertaken by Surrey County Council as described in this report and shown in Annex 1 and Annex 2 on:

a.    introducing “No waiting or loading between 07:00 – 10:00 Mon to Sat” and to extend the evening restriction by an hour to “No waiting or loading between 16:00 – 19:00 Mon to Sat” on the on-street parking bays on the A30 to the west of Frimley Road junction

b.    extending the current restrictions to “07:00 – 19:00 Mon to Sat 1 hr only, no return within 1 hr” on the layby parking bays fronting apartments at 423 - 437 London Road (Pipers Court).

The Local Committee (Surrey Heath) agreed, upon the completion of the consultation, to:

(ii)   delegate authority to the Area Team in consultation with the Chairman, Divisional Members and Project Manager, to review the consultation results and to approve advertising of all necessary legal notices and traffic orders to enable the implementation of the car parking restriction changes and shown in Annex 1 and Annex 2. The County Council’s intention is to make the required orders under the Road Traffic regulation act 1984 to be advertised and, if no objections are maintained, the order(s) be made;

 

(iii)  That if objections are received to the advertisement of the legal notices and traffic orders, that the Area Team Manager is authorised to resolve them in consultation with the Chairman, Divisional Members and Project Manager, and that this issue only be returned to Committee if any objections prove insurmountable.

Reasons for Decisions

 

To ensure that the A30 London Road Camberley Highway Improvements Scheme receives the necessary approvals to start construction currently planned to commence in summer 2020. Once implemented, the improvements will contribute towards achieving the objectives;

a.         The Meadows Gyratory and Corridor Improvements Scheme, approved by EM3 LEP in March 2015;

b.        Surrey County Council’s Local Transport Strategy (LTS) for Surrey Heath

c.         Camberley Town Centre Area Action Plan;

d.        The EM3 Strategic Economic Plan (SEP

 

The benefits the proposed A30 London Road, Camberley Highways Improvements Scheme will bring are:

a.      To improve access to Camberley Town Centre;

b.      To create the conditions for unlocking the development of the London Road Block;

c.      To enhance and sustain the benefits of the improvement to the Meadows Gyratory;

d.      To enhance the quality and use of public transport, disabled access, cycling and pedestrian facilities; and

e.      To improve bus reliability and maintain bus journey times to make travel by bus more attractive and encourage more passengers.
